Background

OBJECTIVES: The Project Coordination Specialist-Ozone Depleting Substances (ODS) will closely work with the National Ozone Unit of Department of Environment (DoE) and Programme Specialist- Environmental Sustainability and Energy, UNDP to support Ozone Cell and UNDP to continue to plan, organize, direct and technical guidance of activities required for the implementation of Bangladesh’s strategy in all areas related to the Phase-out of Ozone Depleting Substances (ODS) under the Montreal Protocol (MP).

 BACKGROUND: Bangladesh access to the Montreal Protocol on 2 August 1990 and ratified its London, Copenhagen, Montreal and Beijing amendments on 18 March 1994, 27 November 2000, 27 July 2001, and 24 August 2010 respectively. To fulfil Bangladesh's obligation under the Montreal Protocol, the Government undertook a reconnaissance survey in 1993, based on which the Country Programme was prepared in 1994. The 14th Meeting of the Executive Committee of the Multilateral Fund to the Montreal Protocol approved the Country Programme of Bangladesh in September 1994 to support for planning and coordinating all activities related to fulfilling Bangladesh's obligation under the Protocol. It is important to be noted that this support has been provided to all Country Parties in the name of institutional strengthening of National Ozone Unit (NOU) or Ozone Cell in biennial basis or in phases, aiming to continue the NOU or Ozone Cell functional and effective.  As of now, eight phases have been completed with the project support of the Multilateral Fund (MLF) of the Montreal Protocol. The below table presents the information of supports provided by MLF in different phases including phase IX (INS-IX) to be completed in June 2022. The  proposed Project of Institutional Strengthening-IX will facilitate Bangladesh's compliance with the Montreal Protocol control targets for consumption of HCFCs for Stage-II with minimal impacts on the national economy, on environment and occupational health and safety through implementing a combination of interventions covering technology transfer, investments, policy and regulatory actions, technical assistance, training and capacity building, awareness and education, monitoring and management in refrigeration and air conditioning (RAC) manufacturing sector, contributing to achieve reductions in sustainable consumption of Hydrochlorofluorocarbons (HCFCs) in line with the Montreal Protocol schedule. This project will allow the National Ozone Unit (NOU) or Ozone Cell at the Department of Environment (DoE) to continue to plan, organize, direct and coordinate all activities required for the implementation of Bangladesh’s strategy in all areas related to the Phase-out of Ozone Depleting Substances (ODS) as well as HFCs under the Montreal Protocol (MP). This project extends institutional strengthening support to the NOU for two additional years of operation. The grant requested to the Montreal Protocol Multilateral Fund (MLF) by the Government of Bangladesh (GoB) is US$ 166,400.  This was approved in the 83rd Meeting of the Executive Committee of MLF held in Montreal, Canada, during 27 to 31 May 2019.

Scope of work: The Project Coordination Specialist-Ozone Depleting Substances (ODS) will carry out the following tasks

  1. Plan the activities of the project Formulation and finalization of detailed annual work programme for the project
  2. Monitor progress against the project results framework and the approved annual work plan
  3. Imposition of control on ODS import through current policy of ODS import permit
  4. Monitor events as determined in the project monitoring schedule plan/timetable, and update the plan as required
  5. Manage and monitor the project risks initially identified and submit new risks to the project board for consideration and decision on possible actions if required; update the status of these risks by maintaining the project risks log;
  6. Co-ordination and monitoring the implementation of the following remaining activities under HPMP Stage-II:
    1. Provide training to technician on good practices in refrigeration
    2. Provide training to customs and NBR officials
    3. Public awareness and sensitization activities
  7. Prepare Implementation Plan for UNDP and DoE to implement HPMP II
  8. Conducting data update survey for the year 2019 and 2020 for ODS Data Reporting under Article 7 to the Ozone Secretariat and Country Programme Implementation Data to the Montreal Protocol Multilateral Fund Secretariat and  Implementing Agencies annually.
  9. Organize seminars/workshops/stakeholder consultations/ meetings on ozone layer depletion on its consequences, alternative technologies, implementation of projects and policies etc.
  10. Organize inter-ministerial meeting for formulation and finalization of programme for World  Ozone Day
  11. Publication and dissemination of communication materials (e.g. posters, stickers, leaflets brochures, newsletter supplementary, YouTube video, video documentary, etc.)
    1. Nationwide awareness campaign and celebration of World Environment Day and International Ozone Day (2021)
    2. Organize nationwide painting competition on the evening of International Ozone Day
    3. Bring special supplements on the International Ozone Day
  12. Assist government to ratify Kigali Amendment and to amend existing rules.

Duties and Responsibilities

Deliverables: The details of the deliverables are as follows:

The Project Coordinator needs to ensure that the following set of deliverables arc achieved:

  1. Quarterly progress report to be submitted along with Financial Report as per standard procedure of NEX project;
  2. Yearly progress report to be submitted showing progress made in the project activities;
  3. Data Report under Article 7 for the year 2020
  4. Country programme Implementation Report for the year 2020 and 2021
  5. Kigali Amendment Report
  6. Publication and Communication Materials on ODS
  7. Survey Report of HCFC
  8. HPMP II – Implementation Roadmap

SUPERVISION AND PERFORMANCE EVALUATION: The Project Coordinator will work closely with the Programme Specialist of Resilience and Inclusive Growth Cluster and National Ozone Cell of DoE. The Project Coordinator will report directly to Programme Specialist of the UNDP.

 The assignment is for a total of 240 days over a period from 20 October 2020 to 15 December 2021.

Required Skills and Experience

REQUIREMENTS

ACADEMIC QUALIFICATIONS: M.Sc in Chemistry/ Applied Chemistry or M.S in Chemical/ Mechanical Engineering. Ph.D will be preferred.

EXPERIENCE:  At least 10 years of working ODS project Implementation and/ or similar type of assignments with Government or UNDP or any Donor Agencies.

 INPUTS: Department of Environment will provide office space for the Ozone Cell (National Ozone Unit)

FINANCIAL PROPOSAL - Lump sum contracts: The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in monthly/ quarterly basis or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals. TA and DSA will be applicable as per UN rules and regulation.

Cumulative analysis : When using this weighted scoring method, the award of the contract should be made to the individual Consultant whose offer has been evaluated and determined as:

  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Recommended Presentation of Offer
