Organizational Setting

FAO’s work in West Bank and Gaza Strip is guided by the Country Programming Framework (CPF) for Palestine in 2018-2022. The CPF promotes to the well-being of Palestinian people contributing to the achievement of the Sustainable Development Goals. It focuses on sustainable management of natural resources and development of agrifood value chains, protection and inclusion of vulnerable groups and improved nutrition, quality and safety of food consumption. To this effect, the CPF adopts a resilience approach to bridge humanitarian and development interventions, recognizing the centrality of market led development and its dependence on the enabling environment put in place by the public sector to promote food security.

FAO Coordination Office for the West Bank and Gaza Strip Programme is currently implementing the Multi-donor Agribusiness Programme (MAP) entitled “Reform and Development of Markets, Value Chains and Producers’ Organizations”. The MAP, which is funded by Denmark, the Netherlands, the European Union, Switzerland and Spain, seeks to enable Palestinian agriculture to generate better income, trade and welfare following an integrated value chain development approach towards more market-oriented, competitive and profitable agribusiness.

Reporting Lines

Under the overall supervision of the Head of Office, the technical guidance of the Head of Programme, and the direct supervision of the Project Manager in close collaboration with the Agribusiness and Marketing Specialist, the Agronomist, and the project and office personnel.

Technical Focus

Under the project outputs (iii) improved competitiveness and market access (distribution and marketing), and; (iv) improved service delivery and institutional capacities (enabling environment), FAO seeks the services of a Marketing and Branding Information Expert.

  • Provide technical backstopping support, follow up and coaching to the Implementing Partners focusing to ensure consistency with the project marketing studies/results produced by MAP.
  • Ensure the smooth and correct implementation and analysis of awareness campaigns related to the MAP project.
  • Ensure effective and efficient use of marketing tools in Wholesale markets targeted by the FAO programme.

Tasks and responsibilities

  • Develop specific ToTs training curricula for the capacity development of the Implementing Partners and deliver the trainings to their relevant personnel with focus on marketing and branding.
  • Provide to the Implementing Partners day by day follow up, coaching and guidance on marketing information and branding;
  • Identify the main actors of Hebron, Quabatia and Khan Younis wholesale markets, and assess their marketing and branding capacities and develop specific awareness material focusing on branding information and market digitalization.
  • Supervise and provide technical backstopping to the awareness campaigns i) for agribusinesses on market potential of applying quality and safety standards ii) on quality standards, quality marks and labels and branding of fresh and processed food products.
  • Analyse and report on the performance and efficiency of the implementations for the two aforementioned awareness campaigns.
  • Provide technical backstopping to PalTrade for the production of trade bulletin on trade flows from Palestinian territories to international markets and between the West Bank and the Gaza Strip.
  • Provide technical backstopping to all the branding and market digitalization related project activities.
  • Review and ensure high quality of reports and information materials.
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in Marketing or other related fields;
  • At least three years of profession experience in marketing. Experience in private sector or international organizations is desirable;
  • Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian) for Consultants.

Selection Criteria

  • Familiarity with market intelligence tools, methods and communication styles.
  • Familiarity with consumer behaviour analysis and study tools.
  • Relevant experience in creating marketing plans and marketing strategies.
  • Extent and relevance of experience in responsibility roles in private marketing sector.
  • Extent and relevance of experience in FMCG area, food products, retail, or similar.
  • Effective presentations, oral communication and reporting skills.
  • Ability to travel across the West Bank and the Gaza Strip.
  • Familiarity with the region is an asset.
  • Demonstrated previous work experience with international actors or UN is an asset.
  • Excellent communication skills;
