UNICEF is the leading United Nations agency on child rights (www.unicef.org) and works in 190 countries around the world. UNICEF’s Global Strategy focuses on supporting child survival and development, basic education, child protection and policy advocacy, and WASH (Water, Sanitation and Hygiene). In countries affected by crises, UNICEF leads the humanitarian efforts to help children and women living in challenging circumstances and provides support to help them to survive and to maximise their development potential. 

In Jordan UNICEF is implementing a Social Protection programme oriented around three pillars, evidence generation and advocacy on children’s vulnerabilities, support to government and national partners to improve their social protection services and humanitarian assistance for the most vulnerable children regardless of nationality or status in the country. The third pillar includes the use of innovative social protection interventions that have the potential to be scaled up and be incorporated in national systems implementation. In this framework UNICEF Jordan implements two key initiatives:

Hajati cash transfer programme, which provides monthly cash assistance to promote children’s school participation. Eligibility to the programme is open to all nationalities, focusing mainly on vulnerability. A critical milestone for the programme is the correct identification of beneficiaries through the targeting methodology which consists in a scoring system intending to have a unique lens to assess eligibility without considering the registration status of the child. This methodology is revised periodically to ensure that it keeps identifying the most vulnerable children in the country and is also used for technical discussion with the Government of Jordan on how to improve the targeting of the most vulnerable households in the country. 

Payment of cash-based initiatives through Mobile Money under the JoMoPay platform. UNICEF, as the Common Cash Facility co-chair has been promoting the use of Mobile Money in the country given that it provides more flexibility for beneficiaries and contributes to their financial inclusion. UNICEF will be scaling up its mobile money payments to deliver humanitarian cash assistance in the country.

UNICEF also produces regular documentation that enhances the lessons learned from implementation of its programme as a way to feed the two pillars of the Social Protection and Social Policy Section. A series of reports are generated and disseminated to raise and sustain awareness and action of target groups on the need for an vulnerability and innovative driven approach in Social Protection programming in Jordan

Functional Responsibilities

Under the supervision of the Social Policy Specialist, the Programme Officer will be providing technical support and assistance in all stages of social protection programming, including (a) supporting the planning, design, implementation and monitoring/evaluation of Hajati programmes implemented byUNICEF Jordan Social Protection; (b) overseeing the correct implementation of the scale up of mobile wallets payments as a cash transfer delivery mechanism for UNICEF Jordan; (c) overseeing all aspects related to efficient use of data for programmatic decisions and (d) contribute to the evidence generation and advocacy related to cash transfer in Jordan. Key functions are detailed below:


Support to Programme Development and Management

Support the selection process of beneficiaries of UNICEF Jordan Social Protection programmes

Administer a consistent and transparent monitoring and evaluation system

Support preparation of programmes’ work plan.


Programme Monitoring and Evaluations

Undertake field visits to monitor and assess programme implementation and recommends head of programmes on required corrective action.

Participate in the major programme evaluation exercises in consultation with the Social Policy Specialist and others to improve efficiency and quality of programme delivery.

Prepare programmes’ status reports in coordination with other programme officers


Scale up of Mobile Money payments

Contribute to the review of procedures, best practices, lessons learned on the use of mobile wallet payments for cash transfer programming in Jordan.

Maintain collaboration with other UNICEF sections for effective overall coordination on mobile wallets payments.

Coordinate operationally with Financial Service Providers to ensure payment of beneficiaries over mobile wallets

Supports supervisors in the negotiation process with mobile wallets and financial service providers and advocacy with the Central Bank of Jordan.


Use of data for programmatic decisions

Ensure that all systems are in place so that programmes can collect data on beneficiaries

Under guidance of the supervisor, carry out field visits to verify the quality and soundness of data collected through partners

Analysis of data of Social protection programmes’ implementation

Education/Experience/Language requirements

Education:
  • Bachelor degree degree preferably in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field. 
  • Advanced University degree would be an asset and may substitute for some of the required years of experience. 

Experience: 

  • With a Bachelor degree a minimum of four years of professional experience (2 years with a masters) in Social Protection programming, especially related to financial inclusion and targeting methodologies for Social Protection programmes.
  • Experience in Social Policy data analysis is an advantage. 
  • Fluency in English is required.
