Organizational Setting

The FAO country office is headed by an FAO Representative, and its main aim is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition. In Guyana, the office plays a major role in providing technical and other assistance towards the development of the agricultural sector. The project FMM/GLO/128/MUL – Nutrition sensitive agriculture and social protection, aims at enhancing production of and access to nutrition dense food through social protection programmes.

Reporting Lines

The national technical coordinator will be under the direct supervision of the FAO Representative in Guyana. The National Technical Coordinator – FMM Nutrition Project will perform his/her duties under the technical supervision of the Livestock Development Officer in the FAO Guyana office supported by the project Lead Technical Officer (LTO) in FAO headquarters Rome, in close collaboration with the National Focal Point of the Ministry of Education, Ministry of Agriculture and other government and private stakeholders.

Technical Focus

The National Technical Coordinator will be responsible for the technical implementation of the project and undertake the general administrative requirements, including project management and budget execution for efficiency and timely execution of project activities for achievement of quality outputs.

Tasks and responsibilities

The technical coordinator will:

  • In consultation with the project management team and the lead technical unit, prepare a detailed work plan and arrange for its technical implementation, monitoring and evaluation;
  • Establish the required network and working relationships with all key stakeholders for the project, to support the dialogues with government officials in various concerned ministries and other stakeholders whose interest and responsibilities are related to project objective and activities, and for developing the mutual collaboration that is essential for project success;
  • Work in close collaboration with the Ministries of Education, Agriculture, Health and social protection Focal Points to coordinate all the project activities and inputs, ensuring timely delivery of results;
  • Support the Ministry of Education to lead the implementation of the project;
  • Convene, organize, mobilize and provide required administrative services of all project meetings, including following up with agreed action points of meetings;
  • Make all necessary local arrangements and provide logistic support for the various project activities according to the agreed upon work plan and time schedule, including national and international travel for project staff;
  • Support the Ministries of Education, Agriculture and Health in the school feeding policy dialogue exercise, nutritional demand assessment of the SFP, assessment of smallholders’ capacity for supplying the SFP and Farmer Field School Curriculum design.
  • Conduct a desk review on existing cash-based policies and programs and give specific recommendations on upgrading to link farmers to the programs and increase cost effectiveness.
  • Support the Ministry of Education to facilitate multi-stakeholder development of the proposed pilot programme to link farmers’ produce with school feeding at the community level, in a selected community.
  • Coordinate work implementation of consultants and Service Providers contracted to undertake all demand and supply requirements identified for the implementation of the pilot programme in selected community.
  • Liaise with the Ministry of Agriculture and stakeholders to identify farmers in the selected communities who will be involved in project activities in year two and conduct activities needed for the recruitment of a consultant to conduct the baseline agro ecological performance assessment.
  • Convene and facilitate regular stakeholders meetings to monitor and manage the implementation of the pilot programme in selected community.
  • Prepare the final overall case study of the pilot programme, in collaboration with the key stakeholders, capturing achievements, challenges, lessons learned, cost-benefit analysis and opportunities for scale-up.
  • Design and undertake monitoring and evaluation framework throughout project implementation.
  • Prepare quarterly progress reports on achievements made by the project and one year-end report on yearly results of the project and assist in preparing the terminal statement.
  • Any other related duties assigned to support the implementation of the project.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in political science, economics, institutional development, social anthropology or other relevant social sciences,
  • At least 5 years of relevant experience in socio-economic analysis, policy dialogue, partnership building in relation to social protection and rural development,
  • Knowledge of the Agriculture sector and social protection schemes in Guyana,
  • Working knowledge of English, and limited knowledge of one of the following French, Spanish, Arabic, Chinese, or Russian,
  • National of Guyana

  • Experience in facilitating multi-stakeholder consultations with various target audiences.

  • Experience in facilitating participatory consultation processes with a wide range of stakeholders and target audience
  • Excellent written and oral communication skills
