Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

International Labour Organization (ILO) is a specialized agency of the United Nations, whose primary goal is to promote opportunities for women and men to obtain decent and productive work in conditions of freedom, equity, security and human dignity and creating jobs of acceptable quality. The ILO Country Office for Ethiopia, Djibouti, Somalia, Sudan and South Sudan based in Addis Ababa, implements its programmes and activities in close partnership with the Government of the Federal Democratic Republic of Ethiopia, in particular with its constituents, the Ministry of Labour and Social Affairs (MOLSA), the employers' and workers' organizations. The implementation of its activities and programmes are in support of the Decent Work Country Programme (DWCP), agreed by the tripartite partners. DWCP is fully aligned with the country's development goals, articulated in its five-year Growth and Transformation Plan (GTP II), the UN Sustainable Development Cooperation Framework for Ethiopia and the National Plan for Jobs Creation, 2019 of Ethiopia.

 

ILO CO Addis is developing a programme on promoting decent work in agriculture. The ultimate objective of the programme would be in realising the decent job creation potential of the Ethiopian agriculture sector for young women and men. According to the National Action Plan on Job Creation the agriculture sector is a priority sector for the  government of Ethiopia and has the potential for job creation. As part of the programme, ILO will institute through an integrated supply-linkage-demand approach that builds the skills base of young people (‘supply’ of skills to the labour market); supports the growth of job-creating businesses (‘demand’ for labour); and ensures appropriate intermediation between supply and demand (‘linkage’ or ‘matching’ of young jobseekers with employers looking for talent, or to agricultural value chains requiring producers and service providers). While different donors are expected to contribute to this programme, at present ILO has secured a 42 months project from the  government of Germany as part of the BMZ Special Initiative on training and job creation.

Introduction - cont'd

The ProAgro project puts forward an integrated strategy, combining policy support and social dialogue, skills development, value chain development and entrepreneurship training, with the ultimate objective to create decent jobs opportunities for women and young men in the agribusiness sector. ProAgro will be implemented in Ethiopia over a period of 42 months. The Ethiopia project component is called ProEthiopia and will develop the capacity of national, regional, and local stakeholders to develop and implement policies aimed at boosting the job creation potential of the agribusiness sector while enhancing decent work conditions. The programme will also contribute to respond to and mitigate the impact of the COVID-19 crisis on enterprises and the labour market in the targeted sector. The budget for Ethiopia amounts to Euro 5 million.

 

The programme will be implemented in one to two regions of Ethiopia and will aim at achieving the following objectives:

Outcome 1. A more conducive ecosystem in the selected region for decent jobs creation and sustainable investment.

Outcome 2: Selected value chains in the agribusiness sector are more competitive and have boosted their job quality and creation potential.

Outcome 3: Quality and more demand oriented TVET and training that increase employability and job prospects

Outcome 4: Enterprise development mechanisms in place for the agribusiness sector

Short Description

Within the policy and procedural requirements established by the ILO and the programme, the Monitoring and Evaluation (M&E) and Knowledge Management Officer will assist the Chief Technical Adviser (CTA) of the project in matters relating to the collection of information needed to manage for results, including the development and implementation of the M&E plan and system for the project in accordance with the theory of change, the development of progress reports, the documentation of lessons learnt and good practices as well as planning and coordination of evaluations. He/she is also responsible for supporting and maintaining quality with regards to results-monitoring practices.

 

Reporting Line

 

Under the overall responsibility of the Director of the ILO CO-Addis Ababa, the National Monitoring and Evaluation (M&E) and Knowledge Management Officer will report and work under the direct supervision of the Chief Technical Advisor (CTA) for the Project.

Description of Duties
  • Assist the CTA and the programme staff in results-based management of the project by providing technical inputs in the areas of monitoring and evaluation.
  • Lead under the project CTA the development and implementation of the project Theory of change-based Comprehensive M&E Strategy (CMES), in line with the ILO M&E approaches, and taking into account the project document, the OECD/DAC evaluation criteria, the ILO/EVAL policy, the UNSDCF, the SDGs and information needs of the BMZ Special Initiative and the Government of Ethiopia policy frameworks.
  • Lead under the project CTA the development of the evaluability review of the project in the first year of implementation
  • Be the project focal point to support the independent mid-term and final evaluations in accordance with established requirements in ILO Policy Guidelines for Evaluation.
  • Integrate in the CMES the project gender dimension
  • Draft TORs and manage specific M&E related data collection activities, such as baseline and endline studies and regular monitoring surveys with project beneficiaries and other stakeholders.
  • Facilitate partners and key stakeholders involvement in data collection and analysis for management, learning and reporting by ILO, the keys stakeholders and others as relevant.

  • Produce analytical reports with findings, recommendations and lessons learnt covering the scope of the M&E plan including performance indicators and targets and risks and assumptions, to ensure the achievement of changes on the outcome level and the contribution to impact.
  • Support the training of partners on CMES developed by the project, and broadly on theory of change approaches and methodologies as part of building and strengthening local M&E systems and capacities.
  • Review data quality with programme staff and partners, and produce communications materials on findings through the CMES (reports, briefing notes and similar) for both internal and donor reporting.
  • Ensure coordination, synergies and coherence with M&E focal points of the other partners under the Special Initiative and represent ILO in M&E related consultations with partners.   
  • Coordinate with other ILO M&E officers in the Country Office, and ILO Africa, for mutual feedback and consistent approach at the office level and as much as possible with other UN agencies.
  • Develop and implement a knowledge management strategy linked with the CMES that includes:
    • Developing modalities and promoting their use to integrate regular exchanges of learning into project workflows and activities, both amongst the project team (face-to-face and virtual meetings, discussions and webinars, Skype, etc.) and between the project team and key stakeholders (face-to-face and virtual meetings and discussions, document management, etc.)
    • Identification, recording and dissemination of evidence-based lessons learned and good practices  throughout the life of the project
  • Perform other relevant duties as assigned by the Supervisor.
Required qualifications
Education

First level university degree in economics, statistics, management, social science or in a relevant field of study.  Short-term training on results based planning, project cycle management, quantitative and/or qualitative methodology data collection and analysis, and monitoring and evaluation methodologies is an advantage.

Experience
  • Two or three years of relevant professional experience,
  • Experience with planning, monitoring and evaluation of development cooperation projects.
  • Experience in knowledge generation in the context of M&E systems or other relevant methodological environments.
  • Experience in the area of employment and private sector development, particularly under the Decent work approach  will be an asset
Languages

Excellent knowledge and command of English is essential. Good knowledge of Amharic.

Competencies
  • Knowledge of logical framework and theory of change based planning; M&E methodologies, strategic planning and results based management.
  • Knowledge of the major evaluation methodologies and data collection and analysis methodologies.
  • Knowledge on how to integrate a gender dimension in the M&E strategies.
  • Ability to provide guidance and coordinate the work of external collaborators in the area of specialization.
  • Ability to formulate new concepts and methodologies.
  • Excellent analytical skills. Knowledge of analytical tools and qualitative and quantitative techniques.
  • Ability to train and guide programme staff and partners in area of specialization.
  • Ability to work under time pressure and meet deadlines.
  • Ability to work independently with minimum supervision.
  • Proficient in information technology Microsoft Excel, Word, PowerPoint, web-browsers, use of database applications.
  • Proficient in statistical software (SPSS, Stata) would be an advantage
  • Good communication skills, both written and verbal.
  • Ability to work in a team, and good interpersonal skills
  • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
