Organizational Setting

The FAO Representation in Côte d'Ivoire supports the Ivorian Government in the implementation of projects, the formulation of plans, policies and strategies and the mobilization of resources. FAO supports the actions of the Government of Côte d'Ivoire, with particular attention to food production (support for the development of a more efficient seed system; promotion and scaling up of innovations and technical routes for sustainable intensification, diversification and adaptation to climate change).

FAO's interventions also aim to reduce poverty and ensure inclusive growth in rural areas through the promotion of products and improved access to markets. Its actions relate to the development and structuring of more efficient and more inclusive value chains; the promotion of post-harvest and post-harvest loss and value-added management technologies; the integration of social protection strategies at the heart of the agro-sylvo-pastoral and fishing sector; and piloting initiatives to promote the economic empowerment of women and young people.

FAO intervenes in particular through targeted support for the development, implementation and monitoring of coherent sectoral and intersectoral policies and programmatic frameworks, contributing to the social and environmental sustainability of agriculture and rural development; promoting mechanisms for the management and improvement of governance of rural land; and the development of statistical tools for monitoring indicators of the National Agricultural Investment Program.

Reporting Lines

National Expert will be supervised by the FAOR in the assigned duty station, with additional supervision by the HQ OSS Programme Officer, in close collaboration with the Lead Technical Officer (LTO) and the project task force in HQ.

Technical Focus

The incumbent will act as the National Expert for the assigned project. He/she will provide a wide ranging support to project implementation spanning across, but not limited to, reporting, technical support and liaison and coordination with national authorities and key stakeholders, in collaboration with relevant technical divisions and in compliance with FAO quality standards, policies and procedures

Tasks and responsibilities

  • Ensure timely implementation of the project activities in line with the project workplan and budget, in collaboration with OSS HQ, LTO/project task force and OSS regional officers/focal points
  • Provide substantial technical backstopping to project implementation
  • Ensure coordination of key stakeholders involved in project implementation at national level
  • Develop periodic and routine reports on progress of project implementation and any required technical reports
  • Prepare project-related documentation (e.g. briefs, factsheets, communication materials, etc.). For Côte d’Ivoire, translate all the required documentation from French to English and vice versa
  • Coordinate the organisation of training-related activities (e.g. trainings, study/exchange tours, etc.), in collaboration with relevant national or international research/training/extension institutions
  • In collaboration with rice research experts, support technical assessments and/or other technical/analytical studies (e.g. training/capacity/equipment needs assessment, value chain assessment, etc.) conducted to inform project activities
  • Support the development of training curricula, in collaboration with relevant national or international research/training/extension institutions and/or rice research experts
  • Support liaison with national/international rice research experts
  • Support knowledge exchange activities
  • Support M&E-related activities and facilitate identification, documentation and exchange of lessons learnt
  • When required, represent FAO in national/international meetings and events
  • Assist with the organization of project-related events/workshops/meetings (e.g. inception/closure meetings, stakeholder consultations, donor consultations, etc)
  • Perform any other tasks as required

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced University degree in development studies, agriculture, value chain or related field
  • Have at least seven (7) years of relevant experience in agriculture, of which at least two (2) in rice value chains in Côte d’Ivoire/The United Republic of Tanzania/The Philippines
  • Working knowledge (Level C) of English or French
  • National of Côte d’Ivoire

  • Previous working experience with the UN and/or international organizations would be an asset
