Background Information - Job-specific

UNOPS is looking to support Labor-intensive Maintenance in Public Areas that focuses on improving the access to quality education with equitable employment opportunities using the Cash for Work modality (CfW) for both Jordanians and Syrian refugees. The proposed project entails the provision of maintenance works in selected public schools across six governorates in Jordan. This project will not only address the short-term needs in maintenance across the Jordanian Education Sector, but also support the Ministry of Education in Jordan in developing a sustainable school maintenance mechanism.

Functional Responsibilities

The Project Management Support Associate will report to the Project Manager. She/he will be expected to provide high quality and timely output in regards to the project-support tasks, namely; administration, finance and procurement & logistics.


Operational and Logistic Support

  • Use the ERP system to perform financial tasks (e.g. generate financial reports to monitor and control the budget) and procurement tasks (e.g. creating requisitions and raising receipts);

  • Support and follow-up with processing administrative, financial and procurement tasks required for project execution in collaboration with UNOPS operations section;

  • Receive and check financial reports sent by contractors and consultants before handing over to operations section,

  • Receive and check technical outputs sent by contractors and consultant before submitting to administrative section;

  • Support the planning, reporting, project design and resource mobilization efforts of UNOPS in providing technical services;

  • Work in close collaboration with other UNOPS projects and participate in UNOPS management/planning exercises as required;

  • Manage the project logistics (vehicles assignment, charging and approving fuel consumption, distribution of vehicles, and follow up on procured items)

  • Drafting and archiving of regular project progress reports to UNOPS management, donor and other recipients;


Technical Tasks

  • Issue reports related to the engineers’ technical assessment such as BOQs, Price and Productivity Analysis, etc.

  • Collect,, synthesize and present data related to the engineers’ technical assessment using spreadsheets.

  • Support the drafting of terms of reference for contractors and consultants and prepare recruitment requests;

  • Assist in contract management activities from creation (e.g. preparing tender documents such as schedules and bill of quantities, drafting and tailoring contracts terms to packages' requirements, etc.), execution (e.g. ensure compliance with contract's terms and conditions, documenting changes and amendments) to closure (e.g. receiving and archiving handing-over certificates, retention release)


Admin Tasks

  • Assist with the translation of project documents to and from Arabic and English;

  • Liaison with governmental agencies such as MoE and MoL for approvals and letters exchange

Education/Experience/Language requirements

Education 

  • High school diploma is required. Bachelor degree in development studies, sciences, public administration, business management, engineering or other relevant field would be an asset and may substitute for some of the required years of experience.



Work Experience 

  • With a high school degree, a minimum of 6 years experience in project implementation is required. Only 2 years of directly relevant experience in project implementation is required with a BA.

  • Experience of working in an international NGO, UN agency or other international technical cooperation agency is required. Previous experience with UNOPS is an asset 

  • Experience with software packages, including spreadsheet design is REQUIRED

  • Data cleansing, preparation and management

  • Advanced formulas (e.g. array functions, index)

  • Advanced functionality (e.g. pivot tables) 

  • Data analysis

  • Data visualization (e.g. interactive dashboards, graphs and charts)

  • Proven capacity to interact with a variety of stakeholders, including non-governmental partners, and other UN agencies and international donors is desirable.


Required Language skills

  • Fluency in both English and Arabic is required.
