Organizational Setting

FAO Ukraine is a project management Office headed by the Regional Programme Leader (RPL) under the operational responsibility of the Regional Office for Europe and Central Asia. The Office provides support to Ukraine to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The selected candidate will work under the overall supervision of the FAO Regional Programme Leader for Europe and Central Asia/Budget Holder, the direct supervision of the Head of Programme in Kiev and the Lead Technical Officer in the Regional Office for Europe and Central Asia and in close coordination with the rest of FAO project’s team.

Technical Focus

The project will develop grant and credit schemes for agribusiness support in value chain (VC) development for small-scale VC actors with a focus on the project beneficiaries – i.e. value chain actors – in the context of their socio-economic setting and background in the communities they live in.

Tasks and responsibilities

  1. Contribute to the methodology design and implementation of the investment needs assessments for VC actors.
  2. Appraise the capacity building needs at farmers’ level relating to the development, competitiveness, financing, inclusiveness and improved impacts of agribusiness and value chain development, paying attention at disaggregated data analysis.
  3. Contribute to the tailored strategy and procedures for matching grants, with special attention for the social acceptability and impact of the grant system in the community.
  4. Provide an overview of the current national capacity of extension services and training; analyze the current level of producer organization, and the interest, need and benefit thereof.
  5. Identify activities to strengthen value chain governance, linkages between actors, collective action, and potential implementing partners.
  6. Support the design of complementary activities and instruments to enhance sustainability of investments and enable financial inclusion of the target population.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in sociology, rural development or related social sciences field.
  • Minimum of 5 years relevant working experience in Ukraine – in the field.
  • Fluency in Russian and working knowledge of English.
  • Knowledge of qualitative and quantitative methods
  • Experience in questionnaire and survey design, validation, and analysis
  • National of Ukraine or resident in the country with a regular work permit.
