Organizational Setting

The FAO Representation, Bangladesh is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning, and implementation of FAO's priority activities in the country. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in Bangladesh and, in collaboration with Regional Office Asia and Pacific and the departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to the country priorities. The representation also supports the regional office in the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the country, monitors the level of programme implementation and draws attention to problems and deficiencies. The office also develops and maintains relations with Government of Bangladesh, UN agencies, the resource partners and other development institution at the country level.

FAO also support countries and partners in preparing for and effectively responding to food and agricultural threats and crises. It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist member countries to prepare for, and respond to emergencies. OER ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with World Food Programme of the global Food Security Cluster, organizational preparedness, surge capacity, and response to large-scale emergencies. OER supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses. OER plays a major role in the development and leadership of the Organization’s programme to increase the resilience of livelihoods to food and agriculture threats and crises (SO5)”.

Reporting Lines

The Programme Specialist will work under the overall supervision of the FAO Representative in the Bangladesh, in close collaboration with the Assistant FAO Representative (Programme), other project coordinators, project operations and under the direct supervision of the Senior Emergency and Rehabilitation Officer in Charge of the Cox Bazar sub office.

Tasks and Responsibilities

  • Research, gather and analyse technical, food and nutrition security assessments, emergency response, policy related and/or funding/project related data and information to support the FAO CXB Program development and implementation;
  • Coordinate all aspects of needs assessments, including the development of a needs assessment plan; ensure FAO’s participation in all coordinated assessments as appropriate, with attention to broad local participation (especially women, indigenous and vulnerable populations), ensuring all necessary time sensitive rapid assessments are undertaken;
  • Undertake a Response Options Analysis in order to identify response options and ensure that specific emergency response interventions meet the identified needs of affected populations;
  • Coordinate and oversee the annual work plans for all projects in collaboration with the MEAL, Operation and Program technical coordinators/project managers, regularly adjusting as required following stakeholder consultations and analysis of performance monitoring indicators;
  • Coordinate and overview the planning, implementation and monitoring of FAO CXB projects in close collaboration with the MEAL, Operation and Program technical coordinators/project managers;
  • Coordinate the preparation of strategic programme documents and appeals;
  • Coordinate the preparation of project profiles and fully-fledged project documents, ensuring linkages with the Country Programming Framework and, as relevant, Cluster/Sector priorities;
  • Coordinate the preparation of Monitoring and Evaluation plan in collaboration with MEAL and Program technical coordinators/project managers to ensure project monitoring, achievement of project objectives and impact in line with the implementation arrangements and obligations of the approved projects;
  • Review project reports and briefs by relevant personnel, reviewing and approving donor reports on the use of project resources, with due attention to donors’ rules, agreed reporting formats and schedule;
  • Support resource mobilization and building key partnerships at different levels;
  • Ensure relevant Technical Focal Points are involved in all stages of programme development and implementation;
  • Provide strategic guidance for the production of communication and advocacy materials to promote the visibility of FAO programming;
  • Perform any other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced University degree in a discipline relevant to the mandate of the Organization (agriculture and environment and climate related)
  • Five years of relevant experience in humanitarian and agricultural/ rural development including experience working with NGOs, INGOs and UN and donor partners.
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

  • Project proposals, sector strategic documents, program briefs, narrative project reports review
  • Proven ability to conceptualize and execute process of the implementing UN join programme.
  • Knowledge in advocacy and information management in the area of food security.
  • Ability to work under pressure in an independent manner within an inter-disciplinary team of personnel with different educational backgrounds and cultural orientations; and demonstrated skills in managing and working with people at all levels;
  • Familiar with working norms in the Asia Pacific region
  • Excellent oral and written communication skills in English.
