Overview of position
Following the 17th February Revolution in 2011 that led to the overthrow of 40 years of authoritarian rule in Libya, the United Nations Security Council decided by resolution 2009 (S/RES/2009 (2011), 16 September 2011) to establish the UN Support Mission in Libya (UNSMIL) with the mandate to: (a) restore public security and the rule of law; (b) undertake inclusive political dialogue, promote national reconciliation, and embark upon the constitution-making and electoral process; (c) extend state authority, including through strengthening emerging accountable institutions and the restoration of public services; (d) promote and protect human rights, particularly for those belonging to vulnerable groups, and support transitional justice; (e) take the immediate steps required to initiate economic recovery; and (f) coordinate support that may be requested from other multilateral and bilateral actors as appropriate.
Since then, UNSMIL has provided and continues to provide support to the transitional governance institutions on the full spectrum of its mandate. UN Security Council Resolutions 2434 (2018), 2486 (2019) and 2510 (2020) mandate UNSMIL among others, to support the organization of elections in Libya, in full accordance with the principle of national ownership, while underscoring the importance of the UN’s central role in facilitating a Libyan-led and Libyan-owned inclusive political process, reiterated also in the conclusions of the Berlin Conference on Libya (January 2020)
The country’s first free elections were held on 7 July 2012 for the General National Congress (GNC). Two subsequent electoral events took place namely, the Constitution Drafting Assembly election on 20 February 2014, amidst violence and boycott by some minority groups, and the election of a new legislative body, the House of Representatives (HoR) in July 2014. In addition, Libya conducted 92 municipal council elections during 2014 and 2015, and another 25 first- and second-generation municipal council elections, during 2018 and 2019. In the second semester of 2020, three more second-generation municipal council elections were organised and the objective is to hold another 35 elections until the end of 2020, followed by another set of around 60 municipal council elections in 2021.
With the overall objective of building the capacity of Libya’s transitional governance structures and facilitating citizens’ participation in political processes, the Local Elections Support Project (abridged as Local Elections Project - LEP) to the Central Committee for Municipal Council Elections (CCMCE) is a UNDP donor-funded project, which works in close cooperation with the UN Electoral Support Team (UNEST) of UNSMIL. The project is designed to support Libya in holding municipal council elections in 2020/2021 and in providing electoral support to the CCMCE. While technical assistance and support are delivered to the CCMCE for the organisation of municipal council elections, the project also contributes through its Post-Election Initiative -designed as a supplementary component to support newly elected municipal councils with capacity building and capacity development trainings and workshops for elected officials, as well as administrative municipal council staff. In this respect, specific training modules have been developed which cover a multitude of topics regarding local governance and administration. The project seeks to further build the Post-Election Initiative’s modules and curricula, and enhance communication, coordination and liaison with municipal councils for future activities. 
Purpose and Objective of recruitmentUNDP seeks to support the CCMCE by engaging a Regional Field Coordinator Advisor (RFCA) who will work as a consultant in the UN Electoral Assistance Team (LEP) promoting the Post-Election Initiative objectives to newly elected municipal councils. The activities of the Post-Election Initiative receive funding from different international partners including Germany, Italy, the UK and the European Union through the Stability, Unity, Social Cohesion (SUSC) integrated project of UNDP. The RFCA will work under the direct supervision of the Post-Election Initiative Project Coordinator and under the overall supervision of the UNDP Chief Technical Advisor of the LEP.
 S/He will be responsible for ensuring enhanced progress towards the implementation of the Post-Election Initiative’s outputs as per the annual work plan, supporting the preparation, implementation and organisation of capacity building modules for newly elected municipal councils. Also, s/he will assist in coordinating, communicating and liaising with municipalities and for collecting information relevant to local governance issues, hence contributing to the activities of the field coordination unit of the LEP.
Summary of Key Functions:                                                                                                                                         
     
The incumbent will contribute to the project’s success by assisting in the planning, preparation, implementation, follow-up and monitoring of activities with a number of elected councils in a certain geographic area of responsibility. S/he will implement the activities under the direct supervision of the Project Coordinator for the Municipal Council Support (Post-Election Initiative) and under the overall supervision of the Chief Technical Advisor to ensure that field operations and activities are coordinated in a timely manner, with relevant information disseminated to all involved actors and stakeholders, and all material and human needs are provided to guarantee the successful implementation of project activities and operational plans.

 
Role objectives

The incumbent will contribute to:
  • Establish and maintain good communication with newly elected municipal councils for the smooth implementation of project activities and ensure a good flow of information;
  • Prepare and coordinate with the council’s representative(s) all relevant activities and facilitate the delivery of all activities including workshops in his/her geographic area of responsibility, as well as online activities;
  • Liaise closely with the project’s administrative and logistics team on all required needs for trainings, workshops, facilities and any relevant events to enable a smooth implementation of all activities planned with the councils;
  • Assist and accompany the council in data collection in his/her geographic area of responsibility for the purpose of implementation of field project activities of outreach to and communication with citizens;
  • Identify local partners and potential suppliers required to support field operations in the assigned area of responsibility;
  • Establish and maintain strong coordination with subcontracted NGO/INGO or CSO, which may be selected to assist the project with the work of the newly elected councils; 
  • Coordinate with local representatives/community members as needed, in the context of the implementation of the programme;
  • Support administratively and logistically the implementation of all other project activities (conflict prevention, election related) in the area of responsibility in the same way;
  • Maintain good communication with other international partners of councils or other UNDP projects to increase synergies in the provision of support to the councils;
  • Assist the Coordinator to maintain a good relationship with the focal point of the Ministry of Local Government to support elected councils, as needed; 
Project reporting
  • Follow up closely the on-going work of the elected council in terms of their work including their challenges, service delivery and communication with their citizens;   
  • Provide regular (weekly) and ad hoc progress reports about the ongoing and planned activities with all municipalities assigned in the area of responsibility;
  • Undertake any formally delegated task;
  • Conduct any other relevant tasks.
Key competencies Education: Master’s degree or higher with 0-4 years of relevant work experience; or Bachelor’s degree with 2-6 years of relevant experience; or 5-9 years of relevant experience without degree.
Experience: The appointee must be customer focused and highly motivated with good time management and interpersonal skills.
• Experience in public administration with strong leadership qualities and customer relation;
• S/he must have excellent communication and organizational skills and with a high level of accuracy and reliability;
• S/he must have a well-established methodology for addressing problems and challenges related to the Post-Election Initiative activities in the region;
• Candidates with few years of experience will have to demonstrate a strong academic background and strong interpersonal skills;
• Work Experience in local councils or related to local government administration an asset;
• Good experience in monitoring of activities and production of reports;
• Good experience in facilitating workshops and trainings.
Language requirements: Fluency in both written and spoken Arabic and very good knowledge of English essential.
