UNOPS Myanmar

UNOPS Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative towards elimination of Malaria, which works to accelerate progress towards malaria elimination in the greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organisations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

Besides fund management MMOC is also engaged with the implementation of physical infrastructure projects, including design, construction and rehabilitation of health related (clinics and hospital) and the procurement of medical equipment and supplies.


In this context, UNOPS Myanmar searches for qualified candidates for the position of  Supply Chain Management Officer. 

Functional Responsibilities

Under the direct supervision of the Senior Procurement and Logistic Advisor, and the overall supervision of the Head of Program, and in accordance with UNOPS policies, procedures and practices, the Supply Chain Management Officer is responsible for performing the following duties:


  • Plan and manage the coordination and implementation of logistics activities to ensure timely, cost effective service and safe delivery of goods to clients, in accordance with UNOPS Financial Rules and Regulations and UNOPS Procurement Manual.

  • Manage  the logistics component of supply chain in coordination with the procurement Officer.

  • Liaise and coordinate with freight forwarders and transport companies; with clients’ logistics teams to keep them continually informed about shipping dates and arrival estimates; and with the clients for issuance of custom duty exemption documents to the custom clearing agent.

  • Prepare documentation and delivery notes for certification purposes.

  • Maintain inventory and logistics related documents and files.

  • Draft letters for dispatch to clients related to logistics & supply chain Management;

  • Ensure the capacity building and competency of the staff under his/her supervision, and lead and train them whenever necessary;

  • Keep supervisor informed of the work progress and any risks or issues;

  • Maintain and monitor the workflow database and identify and rectify operational hindrance,

  • Handle complaints regarding the products and services quality at operational level;

  • Explore methodology and suggest for improvements to enhance the operational efficiency of the team;

  • Monitor performance of the suppliers;

  • Arrange transportation of equipment & materials to the designated location, including loading and uploading and ensure issuance of proper documentation, i.e. delivery notes, packing list, insurance, etc.

  • Perform other related duties as may be assigned.

  • Supervise custom clearance and reception of the goods and insure than they are well registered in the Monitoring sheet.

  • Follow client’s complaint regarding the quality of the goods at reception time and report timely to the Procurement Officer;

  • In collaboration with the procurement team, develop related storage and distribution strategies;

  • Work with team member counterparts on logistics needs to deliver schedules and provide technical support on handling logistics and cost implications for safe delivery both internationally and nationally;

  • Proper implementation of the LMIS in the field. Regular review of the SOPs and changes made as per the changing requirement.

  • Assist in coordination of storage and distribution activities;

  • Develop monitoring tools related with storage and distribution and update on regular bases standard operating procedures to ensure best practices on storage and delivery;

  • Assist in updating team members and clients on all process and procedures used as well as keeping informed the progress of individual delivery schedule;

  • Prepare and schedule training related storage and distribution management for team members and clients ;

  • Assist in ensuring that goods and services are provided according to client’s needs;

  • In collaboration with client develop sampling plans for quality testing of medicines and coordinate the sampling of medicines.

Education/Experience/Language requirements

Education

  • A Bachelor university degree in Finance, Business Administration, Public Administration, Economics or related field in combination with qualifying experience is required. Master’s Degree in accounting, financial management, business administration or related field would be advantageous.

  • A relevant professional supply chain, logistic or procurement qualification would be considered a significant asset.


Experience 

  • A minimum two (2) years of relevant experience at the national or international level in logistic, operation management supply chain management of warehouse management 

  • Experience of working with Incoterms or International Commercial Terms is required

  • Knowledge of UN rules and regulations, particularly UNOPS procurement procedures is an advantage.

  • Experience in working with logistic and supply chain management systems would be an asset.


Language Requirements 

  • Fluency in written and oral English and Myanmar language is required.
