OVERVIEW OF THE FUNCTIONS OF THE POST

The Programme Specialist for Cultural and Natural Heritage, under the direct supervision of the Chief of the Europe and North America Unit, the general supervision of the Director of the World Heritage Centre and the overall authority of the Assistant Director-General for Culture, will exercise the function of the Programme Specialist contributing to the implementation of the 1972 World Heritage Convention in the Europe and North America Region for cultural and natural heritage, working within the Global Strategy adopted by the World Heritage Committee, using Periodic Reporting and Monitoring Reporting as an efficient conservation tool, implementing the strategic objectives and decisions adopted by the World Heritage Committee, cooperating with UN agencies on all related activities, and acting as Focal Point for a defined number of States Parties in the Unit within the World Heritage Centre.

Long Description

PROGRAMME DELIVERY:

  • Facilitate advisory services to States Parties regarding their national inventories, Nominations of cultural, natural and mixed properties, the definition of their policies and the harmonization of their legislation.
  • Assist and advise States Parties to the 1972 Convention in the Europe and North America Region on the following:
    • in planning, developing and implementing outreach strategies aimed at strengthening the credibility of the World Heritage List and promoting their adherence to the World Heritage Convention. 
    • in enhancing management frameworks in the sub-regional context.
    • in the development of new approaches to ensure the effective conservation, management and protection of World Heritage properties.
    • in collaborating on specific themes including potential serial, transboundary and transnational sites.
Long Description

MONITORING and REPORTING:

  • In cooperation with the States Parties and the Advisory Bodies, organize, monitor, undertake and report on reactive monitoring missions for the safeguarding and conservation of World Heritage properties, participate in the monitoring of the properties’ state of conservation and in the implementation of the Periodic reporting exercise. 
  • Ensure proper implementation of the decisions and recommendations of the Governing Bodies, draft and prepare documents for the statutory meetings of the Governing Bodies, as well as provide inputs to assessments, analyses, briefings and reports for cultural and natural heritage.

CAPACITY-BUILDING:

  • In cooperation with the States Parties and the Advisory Bodies, plan, prepare and coordinate training and capacity-building activities in cultural and natural heritage in priority for integrated management planning and monitoring, as well as to further develop the global training strategy programmes for site managers, in coordination with the UNESCO Field Offices.
  • Participate in meetings, workshops, conferences on heritage management, preservation and conservation and provide advice to States Parties in the field of reinforcing national capacities.

PARTNERSHIP and FUNDING-RAISING:

  • Cooperate with UNESCO Field Offices, the UN and other international organizations, governmental and non-governmental organizations, site management authorities, universities, private partners to develop joint activities and respond to the needs pertaining to the identification, safeguarding and management of World Heritage properties in line with the priorities of the prevailing C/5 Programme and Budget.
  • Contribute to resource mobilization for programmes and projects with project proposal developments, submissions and follow-up in liaison with the Executive Office of the Culture Sector, cooperate with donors to identify, generate, coordinate and implement voluntary contributions funded activities for the reinforcement, development and implementation of the Convention, provide support to and report on projects/activities, including within the One-UN process.

Education

  • Advanced University degree (Master’s or equivalent) in the field of Cultural and/or Natural Heritage, Humanities, Law or Natural Sciences with specialization in natural or cultural heritage, Culture, Archaeology, Architecture, International Relations, or related area.

 

Work Experience

  • A minimum of four (4) years of progressively responsible and relevant professional experience in the field of Cultural and/or Natural Heritage.
  • Relevant experience acquired at the international level.
  • Experience at national/local level in heritage institutions. 
  • Experience in designing, managing and implementing programmes and projects related to the field of Cultural and/or Natural Heritage.
  • Experience in work on decision-making procedures.

Skills and competencies

  • Good knowledge of UNESCO’s programmes in the field of cultural and natural heritage and good knowledge of heritage-related policies, processes and legal instruments.
  • Familiarity with the work and general functioning of international organizations and/or the UN system.
  • Diplomatic skills with excellent political awareness and understanding.
  • Good analytical, organizational and coordination skills.
  • Excellent written and oral communication skills.
  • Sense of priorities, discretion, rigor and tact.
  • Ability to work in a team and maintain effective working relations within a multi-cultural environment.
  • Good IT skills.

 

Languages

  • Excellent knowledge of English or French and good knowledge of the other language.

DESIRABLE QUALIFICATIONS

Education

  • Advanced training related to the 1972 World Heritage Convention.

   

Work Experience

  • Experience in managing issues related to state of conservation of World Heritage properties.

   

Languages

  •  Good knowledge of another UNESCO official language (Arabic, Chinese, Russian or Spanish).
