OVERVIEW OF THE FUNCTIONS OF THE POST

Increasing the number of States Parties of Conventions in the field of culture, notably the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict and its two (1954 and 1999) Protocols, is one of key priorities of the UNESCO programme. Within the framework of its mandate and limits of its recourses, UNESCO provides technical assistance to its Member States with a view to facilitate the ratification process of these treaties and their domestic implementation. 
To this effect, thanks to the generous financial contribution of the Government of Switzerland, a number of publications have been developed and disseminated to assist national authorities’ reflection for becoming a party to the 1954 Hague Convention and its two Protocols. In the context of the cooperation between UNESCO and the Government of Switzerland, the publication of a comprehensive information kit on the above-mentioned treaties is foreseen. The planned publication is intended to provide concise historical background of the adoption of the 1954 Hague Convention and its two (1954 and 1999) Protocols, the obligations stipulated under these treaties and the procedural aspects of their ratification. 
 

Long Description

Work assignment

Under the general supervision of the Chief of the Cultural Heritage Protection Treaties Unit (CEM/CHP), in the framework of the project entitled “Strengthening the Secretariat to assist Member States to improve the implementation of the Second Protocol (1999) to the 1954 Hague Convention” (Fund in Trust (FIT) n°7580), the incumbent shall: 
1.    Review and analyze the publications and tools developed by the UNESCO’s Culture Sector concerning the ratification of international treaties, in particular the 1954 Hague Convention and its two (1954 and 1999) Protocols with a view to assessing needs;
2.    Undertake research and analysis of the policy of other UN agencies on drawing up publications to facilitate and advocate the ratification of international treaties;
3.    Prepare a comprehensive information kit on the procedural, practical and legal measures to be taken by a State before and after ratification of the 1954 Hague Convention and its two (1954 and 1999) Protocols, in accordance with UNESCO’s Publication Policy;
4.    Present the publication at the 15th meeting of the Committee for the Protection of Cultural Property in the Event of Armed Conflict, scheduled to take place on 10-11 December 2020 (UNESCO Headquarters, Paris).
The information kit shall be written in English or French in approximately 10,000 words and include historical background of the adoption of the 1954 Hague Convention and its two (1954 and 1999) Protocols, explanation of primary obligations of States expressing consent to be bound by these treaties, domestic measures to be taken in order to give an effect to these treaties etc. The incumbent shall consult the Secretariat of UNESCO to seek clarification as deemed necessary and shall submit partial or preliminary drafts in advance of the stated deadlines, for review by the Secretariat, when relevant.

The assignment shall be delivered in distance. Travel will be required to Paris to present the publication at the 15th meeting of the Committee for the Protection of Cultural Property in the Event of Armed Conflict (Paris, 10-11 December 2020).

a)    Education and experience: 

  • Advanced degree in a field related to international law or international relations. 
  • At least 5 years of relevant work experience in research and/or policy advice on cultural heritage law, international humanitarian law, or international criminal law.

b)    Skills and competencies:

  • Excellent analytical, technical assessment, and writing skills;
  • Excellent interpersonal and communication skills, and ability to exchange information on complex issues;
  • Excellent organization and planning skills, including the ability to organize own work priorities and deadlines.
  • Fluency in written and oral English and/or French.
     
DESIRABLE QUALIFICATIONS

Publishing articles, books or studies related to the protection of cultural property in the event of armed conflict is an asset.
