Background

UN Women is grounded in the vision of equality enshrined in the Charter of the United Nations. It works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women also coordinates and promotes the UN system’s work in advancing gender equality, and in all deliberations and agreements linked to the 2030 Agenda. The entity works to position gender equality as fundamental to the Sustainable Development Goals, and a more inclusive world.

In support of Timor-Leste’s legislative and policy commitments to address violence against women, as outlined in its Strategic Development Plan 2011-2030, and reinforced by its international human rights obligations, the United Nations is supporting the Government’s implementation of the National Action Plan on Gender Based Violence 2017-2021, with attention to the accessibility of services and prevention of violence against persons with disabilities.  Under the Empower for Change project, the United Nations in Timor-Leste focuses on reducing discrimination and violence against persons with disabilities and advancing the equal rights of particularly women and girls with disabilities facing multiple forms of discrimination. The project partners with organizations of persons with disabilities (DPOs), State Institutions and civil society towards reducing harmful attitudes that perpetuate tolerance of gendered discrimination against persons with disabilities. It aims to strengthen capacities of service providers to refer and deliver coordinated, inclusive and accessible services, in particular the coordinating Ministry of Social Solidarity and Inclusion (MSSI), the Ministries of Education, Youth and Sport, Health, the National Rehabilitation Centre, the National Police and the Judiciary. The project is funded by the United Nations Partnership for the Rights of Persons with Disabilities (UNPRPD). It is implemented by UNFPA, UNICEF, the UN Human Rights Adviser’s Unit (HRAU), UN Women and WHO.

Under the Empower for Change project, UN Women and the UN Human Rights Advisor’s Unit are working with the Community Based Rehabilitation Network (CBRN), and Timor-Leste Association for Disability (ADTL) to strengthen service provision of the judicial actors on gender based violence and disability. They jointly developed a toolkit for the prevention of GBV for women and children with disabilities, which was finalized in 2019, and trained 10 lead facilitators from organizations of persons with disabilities to roll out the toolkit through training. In 2020, ADTL plans to engage justice and security actors, specifically the National Police’s Vulnerable Persons Unit, NGOs working on legal assistance as well as Public Defenders and Prosecutors. In support of systematic justice sector capacity development on accessible justice services for women and girls with disabilities, the UN will conduct further mapping of the available judicial services as well as existing capacity to deliver disability inclusive gender-based violence responses services.

In support of the Empower for Change Project and UN Women’s wider efforts on ending violence against women, UN Women is seeking an international consultant to work jointly with UN Women, the UN Human Rights Advisor’s Unit, the Ministry of Justice, the National Police of Timor-Leste, and ADTL to map the accessibility of available judicial services as well as existing capacity of justice actors to deliver disability inclusive gender-based violence response services, with a special focus on the Police and the Public Defenders’ Office. The consultant will also support the lead facilitators of the GBV Toolkit to design training sessions to the specific needs of the judicial sector, and help develop an action plan to address the gaps to provide disability inclusive judicial services for women and children with disabilities.

Duties and Responsibilities

The overall objective of the proposed consultancy is to support UN Human Rights Advisor’s Unit, UN Women, the Ministry of Justice, the National Police of Timor-Leste, and ADTL to map available judicial services as well as existing capacity to deliver disability inclusive judicial services for women and children victims of violence, with a special focus on the Police, the Public Defenders’ Office as well as to support the lead facilitators of the GBV toolkit to adapt the training to the specific needs of the judicial sector, and help develop a capacity development plan for the DPO lead facilitators to contribute to addressing the gaps to provide disability inclusive judicial services for women and children victims of violence.

  1. Scope of work/Duties and Responsibilities

Under an overall guidance of the UN Women Head of Office in Timor-Leste, and supervision of the EVAW Program Officer, the Consultant will implement the following tasks:

  1. Mapping and gap assessment of judicial services to deliver disability inclusive judicial services for women and children victims of violence, with a special focus on the Police and the Public Defenders’ Office
    1. Desk review of existing reports, assessments done on disability and justice services
    2. Development of mapping methodology and research tools
    3. Key informant interviews and Focus Group Discussion with Ministry of Justice, Public Defenders, Judges, Legal Training Centre, National Police of Timor-Leste (VPU, Gender Cabinet, Police Training Centre), National Parliament -GMPTL, National Children Rights Commission, Ministry of Social Solidarity and Inclusion (lead of the referral network), Secretary of State for Equality and Inclusion, DPOs (CBRN, ADTL, RHTO), other civil society organizations (JSMP), including GBV and legal service providers (Fokupers, Alfela, Pradet, JU’S), development partners (Partnership for Human Development, The Asia Foundation, Oxfam) and UN Agencies (UN Women, UNICEF, UNHRAU, UNDP, UNFPA).
    4. Drafting of initial findings and validation with key stakeholders
    5. Drafting of report (including 4-page summary with key points) mapping the available judicial services for women and children with disabilities who are victims of violence highlighting good practices, areas for improvement, capacity of service providers.

All the documents, including reports, consultation materials, presentations and reports should be submitted in English language or if developed in Tetum, with an English summary.

Upon receipt of the deliverables and prior to the payment of the instalments the deliverables related reports and documents will be reviewed and approved by UN Women, in collaboration with the UN HRAU. The period of the review is one week after receipt.

Required Skills and Experience

Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Education:

  • Master Degree in Law, Social Science, Human Rights, Gender and Development or other relevant field.

 

Experience

  • 5-years of relevant work experience on gender-based violence and disability rights.
  • Past experience in the Judicial Sector in any country
  • Proven experience in qualitative research and data analysis
  • Experience with development and facilitation of adult-centred training material (inclusive of organizations of persons with disabilities)
  • Demonstrated ability to work independently and coordinate among diverse stakeholder groups

Language and other skills:

  • Proficiency in oral and written English, and working knowledge of Tetum
  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email, and attention to accessibility in communication.

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:

The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
