Background of the project 

The Inter-agency Network for Education in Emergencies (INEE) is recruiting a consultant to help establish and manage a new ‘Education in Emergencies (EiE) Virtual Center’, designed to enhance engagement of education in emergencies (EiE) stakeholders around the world. The EiE Virtual Center will have an initial focus on distance education in emergencies and will have two components: 1. a database of curated resources, and 2. a platform for peer-to-peer communications and moderated discussions on the full range of education in emergencies topics in many languages. The consultant will primarily focus on the communications platform component of the EiE Virtual Center, along with some other member engagement and communications activities.

The consultant will work closely with all members of the INEE Secretariat, especially the Coordinator for Membership Engagement and the Coordinator for Knowledge Management, and will report to the Senior Coordinator for Communications. The consultant will be contracted by the International Rescue Committee (IRC) on behalf of INEE and will work roughly 20 days per month, from ASAP through September 2021.

Scope of Work:

The consultant will assist the INEE Secretariat to establish and provide daily management of the new EiE Virtual Center communications platform.

  1. Finalize the concept note and all relevant descriptive text (website, communications, donor reports, etc.) for the communications platform component of the new EiE Virtual Center
  2. Assist in identifying the platform/software best suited for the EiE Virtual Center, and lead the procurement of the software and licensing subscriptions (N.B. Slack is the leading contender)
  3. Acquire admin training and certification on the platform, if relevant
  4. Document and set up the overall structure of the EiE Virtual Center
  5. Draft the terms of use, privacy policy, violations policy, and other relevant documentation
  6. Define the user registration process, roles, and permissions
  7. Develop the moderation protocols (when/how/who to engage, moderator role, dissemination of resources, discourse amplification, etc.)
  8. Work with the INEE web developer to integrate the platform with the INEE website
  9. Develop the call to action campaign materials to encourage INEE member sign-on and engage on the platform, including intro videos, interactive webinars, and tutorials in all INEE languages
  10. Manage the day-to-day operation of the EiE Virtual Center, including the activation of new users
  11. Moderate discussion channels and peer-to-peer communications on relevant topics
  12. Recruit and manage volunteer discussion/channel moderators on a range of EiE topics, across the INEE network spaces and in the many languages used by INEE members
  13. Develop a content calendar for engaging users of the platform on a range of topics relevant to EiE
  14. Assist the INEE technical support unit on relevant requests, including providing direct support and/or linking members to relevant resources and experts
  15. Define success and key performance indicators, metrics, and targets for the platform
  16. Provide regular reports on activities, metrics, and achievements to the INEE Secretariat, INEE Steering Group, donors, and INEE membership
  17. Manage INEE webinars and other web events, including: assisting INEE Secretariat members with production, selecting topics, scheduling, soliciting and preparing presenters, drafting comms content and publicizing, preparing presentation materials, hosting the events (when relevant), providing post-event content, training and sharing tips with the INEE Secretariat, and maintaining written guidelines/documentation for INEE web events
  18. Manage the production of posts for the INEE Blog, including: selecting topics, scheduling blog posts, soliciting authors, reviewing and editing submissions, managing the translation and upload of content, and requesting permission to cross-post relevant blogs.
