Background

Background:

The China Gender Fund for Research and Advocacy (CGF) was established in September 2004 with a specific objective of advancing gender equality and women's empowerment in China, in line with the human rights treaties that China has ratified. The goal of CGF is to contribute to the achievement of the Sustainable Development Goals (SDGs) and the reduction of gender inequalities in China in line with relevant international conventions, such as CEDAW and BPFA.

The CGF is a trust fund modality project. UN Women is the administering agency for the CGF under the overall coordination and guidance the Technical Advisory Committee (TAC), which comprises all the donors to the CGF. The CGF programme awards grants through open and competitive calls for proposals. The TAC (donors) jointly makes the decisions on what themes to be announced for each call. In this way, CGF addresses the most emerging gender issues in China.

For each call for proposals, the TAC not only decides what themes to be announced but also selects projects to be funded. The Fund provides grants of up to US$50,000 to Chinese institutions, including government institutions, civil society organizations, and academic institutions to fund innovative and catalytic proposals that support research on newly emerged gender issues and/or advocacy leading to the integration of gender into national development plans, policies and programmes.

Since its inception in 2004, the CGF has provided support for strategic actions and generated best practice models on gender equality and women’s empowerment in China. With generous support from multiple donors, the CGF has issued nine calls for proposals and supported 75 projects. It has contributed to broadening awareness and understanding of gender equality issues and concerns, advocated for gender-responsive policies and laws, promoted women’s access to services and developed sustainable capacities for continued progress on gender equality. Grantees have engaged diverse actors, such as policymakers, academia, women’s rights organizations, indigenous communities, and the media.

Purpose:

As the administrative agency of China Gender Fund, UN Women provides technical assistance to all grantees. In addition, based on their needs, UN Women provides capacity building workshops so that grantees are equipped with knowledge to analyze the situation through CEDAW lens and advocate their findings to the public, government and media, promoting women’s empowerment and gender equality in China as the core part of the research and policy advocacy projects that they carry out under the CGF.

The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), adopted in 1979 by the UN General Assembly, is often described as an international bill of rights for women. Consisting of a preamble and 30 articles, it provides a comprehensive definition of discrimination against women, substantive equality and state obligations.  The Convention is the only human rights treaty which  targets gender stereotypes, prejudices and social norms deeply embedded in culture and tradition. It affirms women's equal rights in public and private domains in all areas of civil, cultural, economic, political and social life.  It requires States Parties to eliminate all forms of discrimination and take measures to address both de jure and de facto gender discrimination. CEDAW defines the state obligations in all aspects of women’s lives that include women’s participation in political and public life, to acquire, change or retain their nationality and the nationality of their children; equal rights to employment, education, health, equality before the law, and equal rights in family and marriage.  States parties also required to take appropriate measures against all forms of violence against women including trafficking in women and exploitation of women.

Since the CGF operates within CEDAW, it is very important for CGF national partners to know CEDAW so that they can apply CEDAW framework to do research and advocacy for gender equality in China. Therefore, a CEDAW training workshop has been planned for CGF national partners late October.  The training will be conducted by a national CEDAW expert, and UN Women is looking for a highly-qualified national consultant to be the resource person for the CEDAW Training.

Duties and Responsibilities

Scope of Work:

  • S/he will give a presentation on the China’s Seventh and Eighth Periodic Reports on the Implementation of the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW);
  • S/he will give a presentation on the challenges of implementation of CEDAW from review of Seventh and Eighth Periodic report in China;

Required Skills and Experience

Qualifications:

  • At least five years’ experience with CEDAW and other Human Rights Conventions;
  • Master’s degree in Gender and Development, International Relations, Public Administration, Law or Human Rights;
  • In-depth knowledge on CEDAW Conceptual Framework of the Convention;
  • Extensive knowledge of China’s combined CEDAW report process;
  • Extensive knowledge on gender issues and Chinese legal system;
  • Understanding of Mechanisms for Monitoring and Enforcing CEDAW and Domestic Application of CEDAW is an asset;
  • Experienced in conducting CEDAW training is an asset;
  • Substantive knowledge on other gender-related international documents such as SDG and BPFA etc is an asset;
  • Proficiency in English and Chinese.
