Investment Operations Specialist/Senior SpecialistUrban Transport

 

The Asian Infrastructure Investment Bank (AIIB) was created to help foster social and economic development, create wealth and improve infrastructure connectivity in Asia by investing in sustainable infrastructure and other productive sectors. As a new addition to the global multilateral development bank (MDB) family, AIIB works closely with other multilateral and bilateral institutions as well as the private sector to improve infrastructure by promoting regional cooperation and partnerships. AIIB is scaling up its support to the urban transport sector in client countries and is recruiting experienced and talented urban transport specialists with strong expertisein either or both urban transport policy/planning or engineering.

 

The Investment Operations Specialist/Senior SpecialistUrban Transport will contribute to AIIB’s lending program by supporting the urban transport project cycle including planning, design, preparation, financing, implementation and monitoring and evaluation of projects/programs that meet urban transport growth demand and improve transportation efficiency in South Asia, South East Asia and the Pacific regions. The Specialist will be responsible for understanding and responding to the urban transport challenges facing Asia including increasing demand for better transport connectivity (multi-modal urban transport), urban mobility (transport oriented demand), sustainable (green and climate resilient and climate proofing) and smart (fintech and high level technology) urban transport sector investment, services efficiency (safety, operational performance, energy efficiency, ticketing), institutional and regulatory frameworks.

 

 

 Responsibilities:

 

  • Act as a Project Team Leader or Project Co-Team Leader and lead transactions AIIB conducts with borrowers.
  • Prepare all internal documentation required for project approvals and lead teams through technical design, financial and economic analysis, procurement, environmental and social and project implementation and monitoring.
  • Lead and/or contribute to urban transport sector analyses of certain countries under assignment, building on AIIB’s Sustainable Cities Strategy and Transport Strategy.
  • Identify, conceptualize and prepare projects including: (i) advising clients on feasibility studies, technical design, and cost-effective analysis leading to investment prioritization; (ii) undertake technical, financial and economic analysis of the project investment and program; (iii) review and assess the implementation capacity of project counterparts and support institutions/agencies and (iv) design a practical implementation plan focusing on getting results on the ground, fast disbursement and compliance with AIIB’s policies, especially in relation to procurement, environment and social.
  • Develop investment strategies with client countries and cities to pursue the most effective approach to achieve urban transportation efficiency taking into account various sets of economic environments and specific needs of client countries and cities.
  • Oversee the procurement phase of projects and assist with the implementation.
  • Supervise projects and programs under implementation to ensure appropriate technical quality and consistency with project objectives.
  • Manage the business development in specific AIIB members, cities and regions assigned to obtain a strong pipeline of urban transport projects.

 

 

Requirements:

 

  • Minimum relevant working experience of 5-8 years for Specialist, 8-10 years for Senior Specialist in urban transport planning or engineering and undertaking economic and financial feasibility studies for urban transport investment, urban transport development planning and/or urban traffic management/analysis.
  • Above 5-10 year working experience should include a minimum 3- to 7-year proven track record in successful business operations in middle-income and/or developed countries and the introduction of state-of-the-art technology/expertise to countries in South Asia, South East Asia, and the Pacific regions. Extensive experience working in infrastructure operations or the management of infrastructure projects, experience in engineering/project/contract management and administration, planning and programming of capital and maintenance work and institutional reforms, including private sector participation and public private partnerships (PPP) would be favorably considered.
  • Experience in urban transport projects in one or more steps of the project cycle from planning to implementation/operation with climate change adaptation and mitigation and social dimensions is required.
  • Familiarity with various modes of urban transport activities and development in general, and in-depth knowledge of at least one mode of transport [such as urban metros (city) and mass rapid transits (peri-urban); electric and hybrid vehicles (EV); green hydrogen production and hydrogen refueling stations for hydrogen vehicles (HV); green transport corridors, among others].
  • Effective organizational and project management skills to perform day-to-day management of a large and complex project portfolio, including cofinancing with international financing institutions and with private institutional and commercial investors.
  • Proficient oral and written communication skills in English, knowledge of a language(s) of a country in which AIIB invests would be an advantage.
  • Private sector financing and service delivery experience in urban transport projects (including debt financing and PPP) would be an advantage.
  • Master’s degree in a relevant field including economics, urban transport planning, traffic management and urban transport/civil engineering (for all modes of transport such as metros and mass rapid transits, EV and HV; green corridors).
