Background Information - Myanmar

Myanmar is one of UNOPS leading offices in Asia, acting as a fund manager for three of the largest development programs in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS Myanmar is Principal Recipient for the Global Fund to Fight AIDS, Tuberculosis, and Malaria in Myanmar and Cambodia, and for the Global Fund Regional Artemisinin-resistance, Initiative targeting drug-resistant malaria in the Greater Mekong sub-region. UNOPS provides procurement, infrastructure, and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs, and INGOs. UNOPS Myanmar plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost-effectiveness.


Background Information - Job-specific

UNOPS Myanmar 3PI program pursues infrastructure opportunities and implements infrastructure projects in many regions throughout Myanmar. The Architect will support a project to design and construct health facilities and any other vertical structures as required by the program. 

Functional Responsibilities

Under the direct supervision of the Project Manager, the Architect will be responsible for the provision of specialized knowledge and skills related to all aspects of architectural design and construction and equipping of health facilities and other vertical infrastructure works. S/he will be responsible for the following duties and responsibilities.

Technical Assistance:

  • Timely delivery of high-quality architectural designs and documentation in compliance with all relevant design codes and standards.

  • Conceive, design, plan, and construct models for new or modified structures, responsible for using computer equipment to draw layout diagrams. 

  • Coordinate and determine quantities and types of materials to be used in the constructions;

  • In addition to preliminary conceptual plans, prepare detailed designs, floor plans, elevations, dimensions, sections and all installations, including heating, ventilation, air-conditioning, plumbing layout, and electrical wiring, all consistent with UNOPS design requirements and expectations;

  • Undertake site visits/assessments of the project’s elements for constructions and rehabilitation;

  • Plan and oversee all architectural aspects of construction activities, responsible for final specifications and approval of ordered materials;

  • Provide full technical specifications, Bills of Quantities and instructions accompanied by drawings;

  • Ensure designs offer buildings which are aesthetically pleasing as well as safe, sound and functional and according to the national building codes;

  • Perform all other duties and tasks as requested by the PM, specifically regarding the preparation of As-Built Drawings, Maintenance Manuals, Water and Sanitary CAD drawings, and electrical drawings.


Stakeholder Management:

  • Assist the PM and project team in the preparation of regular design progress reports, budgeting and forecasting as required;

  • Handling and responding to the queries raised by the UNOPS Design Review Team during the final review of the completed design package.

Files and Reports:

  • Create and maintain engineering architecture documents including end-to-end design scenarios;

  • Maintain records, compile periodic reports and any specific reports required by UNOPS standard procedures;

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Monitoring and Progress Controls

  • Assist in ensuring project design and construction quality is high, observing all local/international and UN standards applicable, and all relevant health and safety procedures are adhered to.

Education/Experience/Language requirements

Education:

  • Master´s Degree in Architecture, Architectural Engineering or similar field is required. 

  • A Bachelor’s degree in Architecture, Architectural Engineering or similar field with an additional 2 years of experience may be accepted in lieu of the advanced degree.

  • Relevant professional certification in Architecture, Architectural Engineering would be considered a significant asset.

Experience:
  • At least 2 years of experience  (or more depending on academic credentials) in architectural works design and consultancy services of buildings construction  is required

  • Comprehensive knowledge in computer software, particularly “AutoCAD” is required.

Language requirement:

  • Fluency in Myanmar and English Language is required
