Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Under the direct supervision of the Operations Manager, and overall supervision of the Deputy Resident Representative, the UN Volunteer will undertake the following tasks:

Ensure elaboration and implementation of operational strategies focusing on achievement of the following:

  • Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies.
  • Market research of local vendors, analyzing their capacity and ensuring that an updated, viable vendor database is routinely monitored.
  • CO Procurement business processes mapping and control of the workflows in the Procurement Unit.
  • Identification of cost saving and cost reduction strategies.
  • Implementation of a well-functioning vendor management system from market research, sourcing, pre-qualification, management of local long term agreements and management of a routinely updated vendor database.
  • Training and capacity building for all CO staff in the processing of e-procurement modalities, receiving, e-bidding mechanisms and payment of vendors as per responsibilities outlined in the internal control framework.

Procurement management

  • Ensures efficient management of procurement processes for timely and efficient delivery of the goods and services as defined in the procurement plan.
  • Ensures proper monitoring of the procurement processes to eliminate deficiencies in procurement.
  • Monitors supplier’s performance with respect to the quality and timely delivery of goods and services
  • Ensures proper tendering and bidding procedures, including submissions to the Local Contracts Committee and the Advisory Committee on Procurement, when needed.
  • Ensures the methodical keeping of files as necessary for audit purposes.
  • Promote and monitor the transparency of the procurement and contractual processes, and the use of international best practices.
  • Promote the incorporation of standard procurement forms within the unit and the use of instruments for planning and scheduling processes.

Quality Control

  • Reviews the requests for procurement, specifications, and evaluation reports, and participate in contractual negotiations when required.
  • Promotes and supervises compliance with the regulations established by the Contracts, Assets and Procurement Committee (“CAP”) and the Advisory Committee on Procurement (“ACP”) and ensures quality review of submissions for the ACP.
  • Implements recommendations from internal and external audits assuring that corrective measures are placed in practice, when necessary.

Human Resources

  • Customizes and develops procurement-related training material to contribute to capacity building of all clients.
  • Shares experience/ best practices on the procurement network.
  • UNDP Procurement Certification programme (Mandatory)

Development and Operational Effectiveness:

  • Ability to lead procurement processes using specific procurement methods (RFQ, ITB, and RFP).
  • Ability to introduce and implement strategic procurement, contract and sourcing strategy

Qualifications/Requirements Required degree level: Master degree or equivalent Education - Additional Comments:

Master’s Degree or equivalent in Business Administration, Law, Public Administration, Finance, Economics or related field.

Required experience: 60 Months Experience remark:
  • A minimum of 5 years of relevant experience at the international level in procurement management and 2 years in UNDP.
  • Excellent knowledge of tools, procedures and international standards for the purchase of goods and services within the context of development support programs;
  • Knowledge of UNDP administrative and financial management procedures is highly desirable;
  • Procurement certification is highly desirable;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of web based management systems
  • Knowledge of PeopleSoft ERP (ATLAS) is highly desirable prerequisite
  • Fluency in written and spoken French is required and good knowledge in English. Knowledge of Arabic is desirable.
