Program Brief

Founded in 1933, International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.

 

IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Through 2018, the IRC’s response strategy will primarily target Rohingya refugees in Cox’s Bazar, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC is growing its programming to cover education and livelihoods/DRR, as well as its geographic foot print in the host community and to other parts of the country.

 

Purpose of the Role

The role is responsible for ensuring month end closing and balance sheet reconciliations are carried out in accordance with procedures of donors and the procedures of IRC. (S)He will be also responsible in country treasury lead, cash transfer requests, inventory sport check and covering the gaps when staff on leave. (S)He will be directly supervised by Deputy Director Finance

 

Highlights of Key Responsibilities

Internal Controls:

  • Ensure that the allocation of salaries is based on timesheets and update of SPC salary mapping to easy visibility of the coverage
  • Ensure that authorized signatory list and bank information forms are regularly updated and hardcopies are on file
  • Monitoring IRC partners’ books, internal control and accounting systems for efficiency, effectiveness, and use of accepted accounting procedures to record transactions (when applicable)
  • Examine and evaluate financial and information systems, recommending controls to ensure system reliability and data integrity also determine scope of further investigation required when necessary
  • Do quarterly inventory sport check, surprise cash count verify warehouse journal and ledger entries such as warehouse release note, Good received note, stock cards, in cards, CIK receipts and assets etc.

 

Controllership:

  • On timely preparation and closing of month end closing including weekly posting of the cash and bank books
  • On timely preparation of balance sheet reconciliations, ensuring that balances are adequately supported and ensure those final reconciliations and trial balances are reviewed with the DDFand appropriate action taken on matters arising

 

Treasury Management:

·Oversees the timely preparation, review, reconciliation and approval of all monthly bank and cash accounts

·Review and consolidate country wide of Cash Transfer Requests (CTR) from field sites and ensures accuracy and active grants are projected for FC review

 

Grants and Budget Management:

  • In liaise with DDF ensures Budget meeting minutes are worked on included proposed adjustment and feedback given to grants

 

 

Team Management and Capacity Development:

  • The post holder will directly supervise Finance Office in Dhaka office and matrix work relation with Cox’s Bazar and Ukhiya treasury team for forecast, cash transfer, month end process and SPC charging
  • Responsible for training of finance and non-finance staff and will represent finance during on boarding of new staff (staff orientation)
  • Provide guidance to and overall finance team on recurring issues which lead to AJES
  • In consultation with DDF develop and implement a training for finance staff to ensure finance officers and assistances are trained on closing and minimize IRC’s exposure you are absent or depart

 

Others:

  • Cover other finance staff when on leave
  • Donor Audit documentation/payment vouchers focal point

 

Major Challenges/ Difficulties of This Role

  • Need to work with multiple departments, technical coordination, partners with diverse mandate and varying capacity while meeting multiple demands at short notice
  • Need to reconcile SPCA (Share Program Cost Allocation) with respective Grants as per SPC (Share Program Cost) allocation method before month end process
  • Need to work with multiple stakeholders (i.e.: Banks, Partners, Consultant) who may have differences in their respective financial systems
  • Balancing multiple priorities in a fast-paced and high demanding work environment
  • Smooth coordination and communication with multi-cultural multi sector team of national and International staff based in multiple locations

 

Deliverables

  • Country Treasury system in place at country office, Cox’s Bazar and Ukhiya office and functional
  • Ensure mandatory financial procedures, statutory requirements, donor compliances and IRC financial mandates
  • Ability to read, analyze, interpret financial data and understand technical procedures.
  • Ability to write reports and procedure manuals
  • Ability to effective present information and respond to questions from managers, employees and coordinators
