Deputy Chief of Party - Program for the Development of Eastern Congo (P-DEC)

*IMA World Health, a subsidiary of Corus International, is seeking a Deputy Chief of Party (DCOP) with significant multi-sectoral and stabilization experience to support the USAID-funded Program for the Development of Eastern Congo (P-DEC).*

Corus International’s largest country portfolio is the Democratic Republic of Congo (DRC), where IMA World Health has worked alongside the Congolese government, donors, and a variety of local and international partners since 2000 with a staff of over 200. Programs revitalize the country's health system, improve WASH access and systems, prevent and respond to SGBV, promote clean energy, and improve the health of the population. The portfolio includes a focus on health, sustainable development and humanitarian assistance activities. It operates out of two base offices in Kinshasa and Goma.

The USAID-funded Program for the Development of Eastern Congo (P-DEC) is anticipated to be upwards of $40 million and meant to span five years. The program is designed to contribute to stabilization through integrated activities that work with local institutions to promote peace and facilitate a transition from humanitarian to development assistance in key areas of eastern Congo.

The Deputy Chief of Party (DCOP) will report directly to the Chief of Party (COP) and will take a leadership role in ensuring technical implementation of high impact, proven interventions, while ensuring that the project meets stated goals and reporting requirements. The DCOP will assume the responsibilities of the COP in the absence of the COP. S/he will take a technical leadership role in coordination with key stakeholders and other implementing partners, including numerous government institutions and representatives, the private sector, and civil society partners to ensure that multi-sectoral interventions contribute towards stabilization outcomes in line with regional and global best practices. Ensuring effective implementation of the conflict sensitive approach and working closely with the MEL Director to ensure adaptive management of the project takes place will be key to the role. A collaborative mindset and willingness to invest in the long-term success of local institutions (public, private, and civil society) also will be key. This position reports directly to the P-DEC Chief of Party and is based in Goma, Eastern Congo.

Responsibilities

  • Collaborate with the Chief of Party management team in support of maintaining project objectives and evaluate program effectiveness and determine corrective action needed to achieve program objectives. Coordinate with key staff/component leads and partners in carrying out activities in accordance with the work plan and timelines for deliverables
  • Provide technical leadership on one or more of the following topics: stabilization, peacebuilding, governance, or community engagement
  • Define strategy, iterate, and ensure consortium partner buy-in and adherence to the overall technical approach
  • Provide oversight of implementing partners, fostering a positive and collaborative working environment inclusive of both local and international partner organizations towards program objectives
  • Supervise program staff and manage consortium partners in coordination with the Chief of Party
  • Build staff capacity through on-the-job training and mentoring in consultation with the Chief of Party
  • Directly supervise and collaborate closely with the Institutional Strengthening Advisor to ensure strategic program direction and the provision of high-quality technical assistance
  • Together with the COP, MEL Director, and the technical implementation team, take a lead role in the development of the annual workplan and review of the existing performance monitoring plans; liaise with internal and external program evaluation technical staff and consultants
  • In coordination with the Chief of Party, represent the project in public and professional circles and during donor and other high-level visits (especially by USG and private agencies), through meetings, conferences, and presentations; support written correspondence to the donor as needed

Qualifications

  • MA/MS or equivalent in development studies, international relations, agriculture, conflict management, economic development, or other relevant field pertaining to rural development in conflict-affected settings
  • At least seven (7) years of demonstrated experience in managing and supervising a team of both international and expatriate staff, and local or international partner organizations
  • Experience managing large, complex donor-funded international development programs required; experience managing USAID projects of similar size and complexity to P-DEC a significant advantage
  • Proven ability to work with government officials, international partners, local health staff, and other local stakeholders in the design and implementation of peacebuilding, multi-sector, stabilization, or related projects
  • Experience in adaptive management preferred, with proven ability to iterate, test, and adjust programming in line with contextual shifts
  • Experience working in fragile settings, ideally with prior experience in DRC or the region
  • Ability to direct and manage change and inspire teamwork and high performing teams
  • Demonstrated excellent interpersonal skills
  • Cross-cultural sensitivity a must; experience living and/or working in developing countries required
  • Excellent analytical written and oral communication skills
  • Professional level fluency in French and English, both oral and written
  • Willingness and ability to travel to project sites in the various sites in Ituri and North Kivu provinces, as well as internationally, as needed
