UNICEF's Global Shared Services Centre (GSSC) in Budapest, Hungary supports UNICEF operations globally in the areas of Finance, Human Resources, Payroll and Information Technology.

How can you make a difference?

UNICEF GSSC has a continuous improvement process which often identify needed changes in process and systems used, this sometime result in automating manual processes and finding innovative ways to improve performance of individuals and teams. The POA Developer goal is to support the HR function in the GSSC with process automation, from assessment of the candidate processes, development of solutions to implementation and maintenance.

This will involve:

The individual will work together with the Customer Care and IT team to identify automation process opportunities while ensuring applicable compliance, quality and documentation standards are met and maintained. The work requires close partnering with HR subject matter experts, Payroll, IT, Customer Care and other stakeholders sharing information and ensure an optimal solution to the business.

The consultant is expected to:

  • Develop automation based on (documented) business requirements, create ’bot’ procedure and create/maintain all relevant documents in the RPA library
  • Participating in functional testing. Working with the business to document changes to current business practices and assist in process re-engineering and change management planning efforts.
  • Mentor and coach RPA early adopters in business units with best practices in RPA capabilities, create awareness about how to perform RPA pre-assessment and about the basics of RPA development.
  • Provide on-going support including process changes, defect fixes, software upgrades, performance tuning, and RPA bot administration.
  • Peer review of robot and automated procedures developed by other RPA specialist to ensure compliance with internal control/security/audit requirements. You will act as level 3 support for RPA owners upon issue appearance in robot environment.
  • Perform daily maintenance of automation processes in ’production environment’, manage all eventual incidents.

Successfully bidders should meet the following profile:

  • Bachelor’s in engineering or relevant field. Bachelor in programming, information technology and automation is an advantage.
  • Advanced Excel and MS Office usage skills
  • Programming skills in Paython, Autoit Script, Powershell, VB script, SQL and similar. Besides that, programming skills on any RPA platforms. UiPath and Windowshuttle is an advantage.
  • Knowledge of MS Visio, project management tools is an advantage.
  • Business analyst and technical architect skills combined with solid project management understanding
  • Outstanding stakeholder management, with a customer-centric approach
  • Fluency in English (verbal and written) is required
  • Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is an asset

This a national consultancy. Applicant must prove eligibility to work in Hungary, if applicant is non-Hungarian citizen (copy of passport in case of EU citizens; work visa in case of non-EU citizens), proof must be submitted at the time of application, or the application will be rejected. This office will NOT provide visa/work permission assistance.

Mandatory Requirements

The proposing service provider must include the following attachments in their submission:

  • CV detailing educational background and all relevant experience.
  • Financial proposal indicating the daily rate for delivery of services (based on an hourly rate). The daily rate should be expressed in Hungarian forint (HUF) or U.S. dollars (USD). The offer has to be all-inclusive and expressed in gross amounts. If/where applicable, the exchange rate to be used for currency conversion will be the United Nations rate of exchange.
  • At least two letters of reference regarding candidates’ relevant experience.
  • Document to prove eligibility to work in Hungary, if applicant is non-EU citizen.

Successful bidders will be required to accept UNICEF’s General Terms and Conditions for Service Contracts and will be subject to reference check during the selection process.

Location and duration

The job will be performed at Customer Care section in the GSSC which is located at 1077 Wesselényi utca 16/a, Budapest, Hungary. The consultancy is for 11 months and expected to start on Dec 2020. The consultant/expert is expected to perform the job with a mix approach of teleworking (working from home) and working from within the UNICEF premises at 1077 Wesselényi utca 16/a, as permitted by the current pandemic and in line with the decision of the GSSC management.

Evaluation Criteria

Candidates who are under serious consideration will be evaluated by the following criteria:

  • Formal education and training in relevant IT area
  • Relevant Experience in IT area
  • Knowledge of other technologies, i.e.: SQL, ASP, .NET, XML, Java and Javascript, and Winshuttle (is an asset)
  • Evidence of other Soft skills, i.e.: command of English, interpersonal skills, detail-oriented, working independently, high level of quality on deliverables, etc.

Candidates meeting technical requirements will be evaluated based on value for money of Financial Proposal.

Payment information

Payment is immediate after receipt of invoice and acceptance of work. Payment will be done by bank transfer in the currency of offer and contractual amount.

Individual consultants are not a standard employment arrangement, as payments will be made based on invoices submitted by the consultants on a monthly basis. Individual consultants are entirely responsible for the payment of all insurances, taxes, other contributions payable by the consultant on the payments made by UNICEF to the consultant for his invoices issued under this contract.

Terms of employment

Consultants are required to submit a statement of good health prior to commencement of work and to take full responsibility for the accuracy of that statement.

Consultants are responsible for arranging at their own expense life, health and other forms of insurance covering the period of their services on behalf of UNICEF as they consider appropriate. Consultants are not eligible to participate in the life or health insurance schemes available to United Nations staff members.

Consultants are responsible for determining their tax liabilities and contributions in accordance with local laws. UNICEF is tax exempt entity and cannot assume nor undertake any liability for taxes, duties or other contributions payable by consultants on payments made under their contract with UNICEF

Consultants are entitled for ‘Paid Time Off (PTO) credit at the rate of 1.5 days given for each full month of service if the contract is full time basis and office based. Max is 17 days for 11.5 months of contract duration.

Each month the consultant will issue an invoice along with timesheet to the supervisor showing work progress for that month. The terms of payment are immediate after receipt of invoice and acceptance of work. Payment will be effected by bank transfer in the currency of the offer.

Consultant is required to submit a statement of good health prior to commencement of work and to take full responsibility for the accuracy of that statement.
