The Canadian Red Cross is looking for a Health Delegate, Maternal Child Health Project in Mali (2016-2021).

Reporting to the Mali CRC Country Representative (with technical line to Global Health Unit/GHU in Ottawa), the delegate will be responsible for supporting the implementation of the project health activities, including Integrated Community Case Management (ICCM), health promotion and strengthening the health management information system at community and district levels in the project areas in Mali. In addition, the Delegate will support the roll out of the COVID response activities in Sikasso region (ending June 2021). The delegate will provide technical assistance and work in close collaboration with the Mali Red Cross, the Ministry of Health and other relevant stakeholders in the country.

The Health Delegate will ensure that CRC programs are implemented efficiently and effectively and framed by IO Strategy 2020 (S2020) to deliver in the Last Mile. The Delegate contributes towards the mandate of the Global Programs: Oversee the delivery of programs and services to people and communities within the context of S2020 in Africa.

    In this role you will:

  • Provide technical assistance, support and oversight for the implementation of the MNCH Project in Mali.

  • Be responsible for quality assurance and technical oversight of the implementation of the project in two regions of Mali (Koulikoro and Sikasso), in close collaboration with the Mali Red Cross and the MoH.

  • Provide technical support, capacity building and training.

  • Identify challenges to project implementation and recommend solutions and remedial actions.

  • Facilitate continuous and constructive communication among key stakeholders.

  • Support the implementation of program related water and sanitation activities as required.

  • Support the project’s anticipated operational research as required.

  • Provide oversight to ensure appropriate and relevant gender mainstreaming in project activities, specifically in relation to gender-based violence.

  • Support the Country Representative and the Finance Delegate in ensuring sound financial management through forecasting of activity costs, ensuring sufficient funds are budgeted before implementing planned activities and providing information to ensure the correct coding of project activity expenses.

  • Support the roll out of Covid-19 response activities in Sikasso region.

  • Work closely and cross-functionally with the Country Representative, the PMER Delegate, and project partners (Sick Kids) and technical advisors based in Canada to support effective monitoring, evaluation and operational research activities.

  • Contribute to the preparation of annual workplans, annual and final reports.

  • Contribute to supporting the design and implementation of the end-line survey.

  • Support and participate in regular monitoring visits to project sites.

We’re looking for:

  • Graduate degree in Community Health, Public Health or another Health-related discipline. Post graduate degree in public health / global health is an asset

  • Demonstrated experience (minimum 3 years) in health project management, specifically planning, implementation, monitoring, and evaluation.

  • Minimum 3 years of experience in an international humanitarian organization, preferably in both development and post-conflict or post-disaster setting.

  • Minimum of 5 years relevant working experience in community-based public health, preferably in maternal, newborn and child health; health promotion and experience with ICCM an asset.

  • Demonstrated experience in capacity building, managing, training and development of staff.

  • Experience in project design, sustainability planning, supporting evaluation an asset

  • Strong track record in fostering effective working relationships with health stakeholders at various levels.

  • Demonstrated commitment to the principles of the RCRC Movement; previous RCRC Movement experience is a must.

Working Conditions

  • This is an unaccompanied position based primarily in Bamako with regular travel to the project sites, in Sikasso and Koulikoro (approx. 30 % of the time).

  • Working in country can be demanding, both physically and psychologically. Difficult working conditions are expected, including the following:

  • Long hours of work in a demanding context with limited resources

  • The ability to work in a high risk, fluid and evolving situation may be required, as is the ability to work in stressful and often ambiguous conditions.

  • Basic living conditions that may include intermittent electricity, Internet and other basic services

  • CRC supports a safe working environment and comfortable accommodation however, as in all contexts, delegates must be aware and responsible for their personal safety and that of employees under their supervision.

  • In some contexts, legal frameworks and institutions to enforce the rule of law are largely undeveloped.

  • In some remote areas access to health care could be limited or non-existent

  • All CRC delegates must be cleared by the Travel Health Team with full medical and vaccination clearance.

  • This position requires successful completion of Vulnerable Sector criminal record and professional reference checks
