Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

While forcibly displaced persons face specific vulnerabilities, including psychological trauma, lack of opportunity and protection risks, host communities also struggle to pursue their own development efforts in an environment that has been transformed by a large influx of newcomers. As displacement has become increasingly protracted, responses are focusing more on durable solutions backed by more dignified, inclusive and comprehensive programmes for refugees and the communities that host them.

In response to the challenges facing both host communities and refugees, a new partnership initiative titled: ‘PROSPECTS - Partnership for improving Prospects for host communities and forcibly displaced persons’, has been launched by the Government of the Netherlands that brings together the International Finance Corporation (IFC), the International Labour Organization (ILO), the UN Refugee Agency (UNHCR), the UN Children's Fund (UNICEF) and the World Bank. The Partnership has a four-year initial time horizon (2019-2023) where partners will join their efforts to develop a new paradigm in responding to forced displacement crises in 8 countries (Egypt, Ethiopia, Iraq, Jordan, Kenya, Lebanon, Sudan, and Uganda).

PROSPECTS Egypt

The overall objective of PROSPECTS in Egypt is to improve the living standards and inclusiveness of refugees, asylum-seekers and vulnerable host communities, by contributing to the expansion of socio-economic opportunities through better education and mainstreamed protection interventions.

With a geographical focus on Greater Cairo, Alexandria, and Damietta, PROSPECTS Egypt will work under three main pillars. The first pillar, Education and Learning focuses on increasing the number of forcibly displaced persons, children on the move and host communities with quality education and training. The second pillar on Employment with Dignity seeks to increase the number of forcibly displaced persons, children on the move (i.e. youth) and host communities with enhanced livelihoods and/or employment in decent work through improvements in labour market governance supporting transition to and entry into employment and formalisation. The third pillar on Protection and Inclusion aims at increasing protection, social protection and inclusion for forcibly displaced persons, children on the move and host communities through strengthening of legal, policy and enabling environment for protection, social protection and inclusion.

2. Reporting lines:

The incumbent will perform its duties under the direct supervision of PROSPECTS Country Programme Manager and the overall guidance of the DWT/Cairo Country Director.

Specific Duties

1. Co-develop the programme M&E system in Egypt and its tools and templates in collaboration with the overall PROSPECTS M&E Officer.
2. Collect data on a regular basis to support the monitoring & evaluation of the programme’s key project performance indicators (KPI), using primary or secondary data sources, including undertaking regular field visits to support implementation of monitoring and evaluation.
3. Develop data quality assurance processes to ensure data reliability, validity, timeliness of data entry and analysis and the harmonization of all data collection systems.
4. Update and maintain the M&E database, analyse data and identify findings for reporting purposes.
5. Develop and keep track of a beneficiary database, based on key programme outputs, using tools to avoid double counts and ensuring timely data entry.
6. Supply the overall PROSPECTS M&E Officer with all relevant M&E data on a bi-monthly, semi-annual or annual basis as required.  
7. Ensure the programme’s planning tools (e.g. work plans, financial forecasting …etc.) and its processes are adequate, and support the programme team to develop their work plans and monitor its progress efficiently.
8. Lead, prepare and support the programme team in producing consolidated bi-monthly and annual progress reports, including identification of problems, causes of potential bottlenecks in implementation and lessons learned. Provide specific recommendations based on lessons and ensure timely submission of reports in accordance with approved deadlines and reporting formats.
9. Conduct regular monitoring & evaluations of implementing partners/service providers’ performance and delivery.
10. Identify good  practices and develop case studies to capture and promote qualitative results of the programme.
11. Participate in regular M&E meetings with other ILO focal points and the overall programme M&E Officer to share on progress, challenges and solutions.
12. Prepare the programme for the mid-term and final evaluations, and provide all required support to ensure a smooth process.
13. Support project’s team to maintain a sound knowledge management and sharing of the programme, with other ILO participating countries and other Implementing Agencies of PROSPECTS.
14. Perform other relevant duties as assigned by supervisor.

 

Required qualifications
Education

First level university degree (Bachelor’s or equivalent) in economics, statistics, management, social science or in other field of study relevant to this job.

Training on results-based planning, project cycle management, quantitative and /or qualitative methodology data collection and analysis, and monitoring and evaluation methodologies is an advantage.

Experience
  • At least two years of professional experience, in Monitoring and Evaluation within the international development context.
  • Experience with project management tools, such as Microsoft Projects (desirable).
  • Experience in developing and managing Monitoring and Evaluation systems.
  • Expertise in analysing data using statistical software.
  • Capacity to produce high-quality briefs and reports in both Arabic and English.
  • Experience in planning and managing surveys.
  • Experience developing and refining data collection tools.
Languages

Excellent command of English and Good knowledge of Arabic. Working knowledge of another official language of the Organization is an asset

Competencies
  • Excellent knowledge of results-based management.
  • Excellent knowledge of PC software (including Word, Excel, PowerPoint and other data analysis and presentation software).
  • Good research and analytical skills.

  • Ability to adapt quickly to new software and systems including for updating websites, desktop publishing, graphic design, data management, as well as producing communication and information products.
