GRANTS PARTNERSHIP MANAGER
Goma (Congo Democratic)
CARE seeks a Grants Partnership Manager for the USAID Partnership for the Development of Eastern Congo (P-DEC), a cooperative agreement that aims to strengthen the foundations for durable peace in the country with a focus on Ituri and North Kivu provinces. P-DEC will adopt cross-sectoral stabilization approaches to address drivers of conflict that gave rise to and continue to fuel the activities of the Allied Democratic Forces (ADF), Lord’s Resistance Army (LRA), and various other armed groups and community militias.
The program will support a transition from post-Ebola humanitarian assistance to development and focus on areas where there is demonstrated political will to achieve the goals and objectives of the program. This cooperative agreement is expected to be a 5-year program between $10 million to $39.5 million, pending USAID’s confirmation of the award parameters.
This position will be based in Goma, DRC. This position is subject to project award and funding. International relocation and allowances are available.
· Manage the development, implementation, evaluation and close-out of program- based grants.
· Track reporting needs, deadlines, and action items.
· Collaborate with the Finance team to manage financial reporting and monitoring.
· Maintain strong program monitoring, data gathering, compiling, and filing systems for the project-based grants activities.
· Work closely with project components and the MEAL Advisor to ensure that data collection and reporting by grantees is in accordance with grant agreement requirements and the Performance Monitoring Plan (PMP).
· Prepare and seek approval of the Grants Manual and its revisions from USAID.
· Oversee the grants making process including past performance review, and pre-award surveys.
· Ensure all grant program procedures are in compliance with applicable client guidelines and regulations, especially in regard to all required documentation, certifications, and forms in grant awards.
· Provide and implement a financially prudent mechanism for determining a potential recipient’s capacity and managerial competence for the receipt of a grant.
· Monitor grants budget expenditures and assist in allocating fund.
· Conduct due diligence on all successful applicants with approved grants.
· Support the development and implementation of capacity building activities for grantees related to grant management.
· Contribute to the analysis of the impact and effectiveness of grant activities.
· Ensure that CARE’s PSEAH (Protection from Sexual Exploitation, Abuse and Harassment) policy and safety and security policies and procedures are applied to all aspects of grants programming.
· Ensure implementation of the feedback and complaint mechanism, training; put in place a communication loop with the community on their perception of the program and how they could influence it.
· Bachelor’s degree in accounting, financial management, business administration, or related field
· Minimum of 6 years of relevant experience, with a minimum of 3 years’ experience managing grants for USAID-funded grants.
· Experience setting up administrative and financial systems for new projects and programs
· Budget development/planning, data consolidation and budget monitoring
· Understanding of audit requirements, ability to audit sub-grantees
· Computer skills (Spread sheets, Word processing, Power Point, and the Internet).
· Problem solving and capacity building skills

· Fluency in English and French (spoken and written) is required.
· Ability to travel within program areas of DRC as required and as security allows.
