Procurement Consultant

THE ASSIGNMENT

Under the direct supervision and direction of the Global Procurement Lead, the Consultant will be responsible for, but not necessarily limited to, the following:

  • Support first level screening of requests from IDLO Country Offices and Headquarters Departments to the Procurement Unit to ensure a high degree of compliance to IDLO Procurement Policy and Procedures as well as risk management.
  • Support the Global Procurement Lead with research and/or retrieving of documents when providing advisory services.

  • Help maintain relevant procurement internal document depository folders and files including the usage of SharePoint and its data integrity; facilitate access for IDLO Country Offices and Headquarters Departments when needed.

  • Help maintain secretariat function documentation for the Procurement Review Committee.

  • Support the development, update and roll-out of new Procurement Guidelines, System, Templates, and materials to strengthen internal controls and streamline workflow.

  • Support the implementation of the new NAV Procurement Module roll out plan to IDLO Country Offices and Headquarters Departments including potential subsequent Change Requests or adaptation of Procurement practices to NAV methodology if needed.

  • Offer support for the IDLO Procurement Website, upload content, assist with its development and maintenance.

  • Support the running of the IDLO Global Tender Mailbox, facilitate Bidder queries and responses.

  • Support the effort to collate responses for Internal and External Auditors.

  • Support the creation of procurement related content, documents, and communications.

  • Coordinate with cross-functional teams i.e. ICT, Finance, Human Resources, and others as necessary for any issues that require the Procurement Unit's input or are in the interest of the Unit.

  • Support procurement activities for Headquarters Departments, if required.

  • Other duties that may be assigned by the Global Lead for Procurement Services.

IDEAL CANDIDATE PROFILE

The Consultant should have the following skills, qualifications, and experience:

Education and Work Experience

  • A Bachelor’s Degree, preferably in Business Management/Administration, Public Administration, Procurement, Supply Chain Management, or relevant field with a focus in Law, dealings of Inter-Governmental Organizations and Non-Governmental Organizations
  • One (1) year of experience in provision of support to the oversight and/or management of procurement activities in an International Organization in the UNO, IGO or International NGO
  • At least six (6) months experience providing client support function to Country/Field Offices and Headquarters Departments
  • Sound knowledge of public procurement concepts, principles and practices is required
  • Ability to work effectively with internal clients (IDLO Country Offices and Headquarters Departments) and Suppliers of diverse national and cultural backgrounds in an international work environment
  • Ability to draft reports and other communication materials clearly and concisely in English

 Languages

  •  Fluent oral and writing skills in English. Knowledge of Italian is an advantage.

Specific Technical and Behavioural Competencies

  • Familiar with SharePoint and MS Teams
  • Familiarity with basic procurement systems framework and functions such as Roles, Approval and Workflows.

  • Advanced Microsoft Office knowledge e.g., Windows, Word, Excel, and PowerPoint.

  • Experience in online meeting facilitation

  • Ability to work independently, remotely, and flexibly to deliver the agreed outputs and respond to feedback in a timely and professional manner.

  • Ability to work under pressure, dealing with multiple priorities and within short deadlines.

  • Excellent interpersonal and communication skills.

  • Strong sense of ethics and integrity.

TERMS AND CONDITIONS

The assignment is expected to begin in November 2020 to September 2021, with the possibility of extension dependent on IDLO’s needs, priorities as well as budget availability.

Payment will be made monthly for the agreed monthly contract amount upon submission of a monthly timesheet, invoice, and approval of IDLO.
