OVERVIEW OF THE FUNCTIONS OF THE POST

 

The UNESCO Iraq Office is based in Baghdad with an office in Erbil. The portfolio of the office is around $100 million of extra budgetary projects.

The Programme Coordinator and UN Liaison Officer, under the direct supervision of the Director of UNESCO Iraq Office, provides overall programme coordination, monitors programme implementation, and represents UNESCO in technical meetings of the United Nations (UN). He/She provides briefs about the programmes/projects in the Iraq office, ensures quality of reports submitted to donors and works closely with UN agencies on the technical programmatic aspects of the UN programme in Iraq including but not limited to the UNSDCF.

Long Description

Specifically, the incumbent is responsible for the following:

 

1.Contribute to strategy and programme planning: assisting in the formulation of the offices overall strategy in compliance with internal and external strategic and development assistance frameworks, provide substantive input to the design and formulation of programme, coordinating the preparation of work-plans in line with corporate requirements and sector strategies and plans including monitoring the correct creation of activities and projects in SISTER.

2.Contribute to implementation of activities focusing on quality control and quality assurance: maintaining in-depth understanding and awareness of projects and other activities of the office and the situation in Iraq, and use this understanding for supporting of programmes, familiarizing staff with the Results-Based Management (RBM) principles and  controlling their application, supporting financial and substantive monitoring of the project implementation through the identification of operational and financial problems and contributing to identifying solutions, liaising between programme units and administration to address bottlenecks and issues that may delay or hinder programme implementation;

 

3.Coordinate the office's reporting and monitoring and evaluation requirements: coordinating reporting ensuring compliance with specific reporting requirements by UNESCO (regional offices and HQ), donors and UN counterparts, editing and compiling reports ensuring accurateness as regards to content and language, supporting staff to fully comply with reporting and donor follow-up requirements, providing advice and support on the planning, preparation and implementation of evaluations including in the organization of evaluation missions.

4.Support the establishment and maintenance of strategic partnerships and resource mobilization: providing support and advice on the preparation of agreements with partners (i.e. MoUs with donors, Government, NGOs, UN Agencies, private sector and other partners), liaising with donors in the preparation of the formats, terms and articles of agreements for projects funded under self-benefiting fund in trust, liaising with programme staff to ensure effective and efficient implementation of the cost-sharing trust fund agreements, participating in inter agency and donor meetings and other fora as required.

 

5.Provide strategic and management support to the Director: ensuring the quality of outgoing correspondence and communications, providing support concerning the Director's interactions with partners, including with  UNAMI and UNCT, preparing quality briefings on programmatic and specific issues including for HQ sectors, central services and the governing bodies and for inter-agency setting, providing advice on staff issues, providing any other management support to the Director.

Education

  • An advanced university degree (Master's degree or equivalent) in social sciences, management or a related field is required. 
  • A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

 

Work Experience

  • A minimum of four (4) years of progressively responsible and relevant professional experience in programme coordination or a related area.
  • Relevant experience acquired at the international level.

DESIRABLE QUALIFICATIONS

Work Experience

  • Experience in the United Nations system or a comparable international organization.

 

Languages

  • Good knowledge (written and spoken) of Arabic.
  • Good knowledge of French.
  • Knowledge of other official UNESCO languages (Chinese, Russian or Spanish).
