Background

 

The Green Climate Fund (“the Fund”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards combatting climate change. The Fund contributes to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund promotes the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.
The Fund is governed by a Board, composed of an equal number of members from developed and developing countries and is operated by an independent Secretariat headed by an Executive Director. The Taxonomy and Data Analytics Consultant is expected to be based in Songdo, South Korea at the HQ, subject to hiring manager’s decision, for up to a 12-month period, and will report to the Head of Knowledge and Change Management (KCM). This is an Individual Consultancy assignment at Level B.

 

Role

 

Under the supervision of the Head of Knowledge and Change Management (Office of the Executive Director),the consultant will develop and maintain the knowledge taxonomy for the Fund. The consultant will coordinate and support, among other tasks, the deployment and the maintenance of a taxonomy based on the Fund’s requirements needs related to the management of knowledge, information, data, project review and approval, as well as portfolio metrics and other relevant processes of the Fund’s operations. While GCF staff will be involved in the taxonomy development, the Consultant will bear the overall responsibility for coordinating, and where appropriate leading, the initiatives related to the Fund’s taxonomy development. S/he will also support the development of other KCM projects, including CRM, Knowledge Hub, and Knowledge Products.

 

Duties and Responsibilities

 

  • Maintaining and evolving a taxonomy structure based upon end-user requirements and needs,coordinating efforts with relevant internal divisions, offices, and units to evolve and update an approved taxonomy-structure, including requirements and specifications of data collection,classification and categorization;
  • Integrating taxonomy structure with metadata tagging software for fully automated metadata tagging,rolling out to a live system once fully validated through the selected software system; 
  • Assisting taxonomy end-users with migration by conducting training on how to use the taxonomy software system, assisting on any migration needs and requirements; and developing a guideline for taxonomy use and application.
  • Contributing to the assessment and implementation of the CRM (Constituent Relationship Management) System;
  • Leading complex data collection; analysis and classification to support the Fund’s processes, supported by data analytics or any Artificial Intelligence tools;
  • Maintaining and evolving a taxonomy structure based upon end-user requirements and needs,coordinating efforts with relevant internal divisions, offices, and units to evolve and update an approved taxonomy-structure, including requirements and specifications of data collection,classification and categorization;

  • Contributing to the assessment and implementation of the CRM (Constituent Relationship Management) System;
  • Leading complex data collection; analysis and classification to support the Fund’s processes, supported by data analytics or any Artificial Intelligence tools;
  • Substantially contributing to the development of GCF knowledge hub;
  • Designing and developing Knowledge Products (KPs) and knowledge practices;
  • Participating in development of internal documents, plans and reports related to KCM.
  • Contributing to the team’s knowledge base with research on best practices, uptake initiatives, and benchmarking including on knowledge identification, capture, storage and dissemination techniques and tools;
  • Other relevant tasks as needed, assigned by the Head of Knowledge Management.

 

Required Experience and Qualifications
 

  • Minimum of master’s degree in computer science, information/knowledge management, data science,international development, business administration, or other related fields;
  • At least three years of relevant work experience in taxonomy development, data analytics, data and information management, or consulting is preferred;
  • Deep understanding on the latest trends, strategies and the market status on data management,coupled with strong working knowledge and experience on the potentials and limitations of the mainstream metadata management solutions and vendors in the market;
  • Experience in utilizing SharePoint Online for metadata construction, management and classification,including the use of confidentiality classification;
  • Experience in an international setting, and ability to work independently and take initiative in response to the Fund's needs;
  • Deep understanding on the latest CRM-related developments, solutions and vendors in the market;
  • Strong competence and autonomy in the use of standard software programmes: Excel, Word, PowerPoint, Outlook, and Access; and
  • Fluency in English is essential (written and spoken); knowledge of another UN language an advantage.
