Project Overview and Role:

Primary Duties and Responsibilities:
The Humanitarian and Stabilisation Operations Team (HSOT), is contracted by Palladium International Ltd, to provide the Department for International Development (DFID) with humanitarian services and the UK Governments Stabilisation Unit (SU) with stabilisation support.

The Humanitarian and Stabilisation Operations Team (HSOT) maintains a database of humanitarian experts to provide skilled consultants to DFID to work across a range of humanitarian disciplines and in collaboration with UK Government Departments, other humanitarian agencies, governments and authorities at country level.

We are currently recruiting for experienced Humanitarian Advisers to join the roste r to work closely with DFID on emergency response and protracted crises to provide humanitarian advise, analysis and support.

Responsibilities
* Providing advice and guidance in line with the overall humanitarian policy, advance the case for principled humanitarian action in DFID’s programming as well as contribute towards a response strategy.
* Create the case for programming that is consistent with best practice, best available evidence, and in line with the response strategy.
* Making recommendations on current programming policy based on evidence gathered from review and analysis.
* Review implementing partner reports against agreed aims, and flag and follow up areas of concern.
* Identify partners’ institutional strengths and weaknesses and advise remedial actions, paying special attention to performance against previous commitments.
* Liaise with national and local government representatives, other UK government bodies.

Required Qualifications: Essential Skills or Qualifications
* Ideally, a master’s level qualification or equivalent in a subject relating to the humanitarian field.
* Significant experience leading a response to a rapid onset disaster/complex emergency.
* Extensive senior level experience of working in developing countries and/or in fragile and conflict affected environments.
* Excellent networking and representational skills at all levels, including Government, UN, RC Movement and NGOS.
* Demonstrable knowledge and experience of humanitarian theory, practice and architecture, humanitarian risk assessment and planning and managing humanitarian responses.
* Proficient in English and French.
