Project Overview:

ICMPD is inviting all interested candidates to apply for the Project Officer - Knowledge Management for the MIgration EU eXpertise+ (MIEUX+).

MIEUX+ is an initiative funded by the European Union (EU) and implemented by the International Centre for Migration Policy Development (ICMPD). MIEUX+ strengthens the capacities of public authorities to better manage migration and mobility in all its dimensions through the provision of tailor-made peer-to-peer expertise assistance. As a global migration capacity-building programme, MIEUX+ provides peer-to-peer expertise to partner countries in Africa, Asia, Eastern Europe, Latin America and the Caribbean.

The Project Officer - Knowledge Management supports planning and implementation of the Knowledge Management (KM) Strategy of MIEUX+ and plans, formulates and prepares knowledge management products such as templates for data collection, mappings, thematic and regional factsheets, reports, and publications. S/he analyses and organises knowledge outputs, prepares knowledge deliverables and develops knowledge tools and outreach activities. S/he analyses lessons learnt, prepares recommendations for development and advancement of knowledge in the Facility’s fields of expertise and disseminates findings. S/he follows discussions, monitors developments in geographical and thematic areas linked to MIEUX+ and drafts background documentation as well as identifies findings and lessons learnt for the assessment of the impact of the MIEUX+. 1The Project Officer - Knowledge Management conducts research and gathers relevant data, prepares andpresentsanalyticalresultstoMIEUX+’stargetaudiencesandstakeholders.S/hecontributesto the ICMPD’s knowledge body by synthetizing findings, by developing knowledge products and relating MIEUX+’s lessons learnt and case studies to the broader objectives of the ICMPD 2025 Strategy. The Project Officer - Knowledge Management works under the supervision of the Senior Project Manager and the Communication and Knowledge Management Specialist and in close collaboration with other members of the project team. S/he collaborates with project assistant(s) for implementation of administrative activities.

Tasks and Responsibilities:

1. Implementation of knowledge management activities:

Implement the newly developed Knowledge Management Strategy of MIEUX+ and execute the yearly work plans.

Support the consolidation of MIEUX+ as a learning space for migration practitioners and continue promoting embedded knowledge sharing among the MIEUX team, the other programmes under Global Initiatives and for ICMPD in general.

Review and improve the existing tools for information management and capacity building as well as MIEUX+ procedures with a view to reduce duplication, increase efficiency, and make room for innovation.

Capture, extract and systematise knowledge into knowledge products tailored to MIEUX+’s audiences.

Prepareknowledge products (thematic reports, factsheets, policy briefs, case studies and regional analysis) corresponding to the various areas of migration management and geographical areas covered by MIEUX+, also through co-creation with experts and partners.

Share information and disseminate knowledge on specific expertise internally as requested. Coordinate work of the experts, consultants and contractors ensuring that content and outputs are produced timely, according to project work plan and ICMPD´s quality standards. Review, comment upon and revise outputs and content (reports, studies, presentations, policy papers, publications).

Extracts, identifies andkeeps trackoflessons learnt,challenges, good practices,opportunities and provides recommendations for MIEUX+’s overall implementation, sustainability and follow-up. Support the creation of virtual and/ face-to-face spaces for knowledge sharing. Cooperate closely with various target groups and external partners for disseminating MIEUX+ knowledge management products.

Participate in meetings, international conferences and present the MIEUX+ initiative and its outputs.

Consult, report and advise the Communication and Knowledge Management Specialist on the implementation of the knowledge management process.

Maintain up-to-date project information including in ICMPD’s project management tool. 2. Project administration and compliance:

Ensure, through regular budget monitoring, that knowledge management -related activities are implemented in an efficient and cost-effective manner in line with the work plan and within the approved budget.

2 Mobilise experts, goods and services and capacity-building for knowledge management activities, including preparation of Terms of Reference and specifications.

Ensure that administrative processes such as procurement and contracting are carried out promptly and in accordance with ICMPD rules and established business processes. Ensure compliance with donor rules as applicable.

Manage expert and procurement contracts. Confirm receipt of services and initiate payments according to agreed payments schedule. Ensure preparation of timesheets for project experts and consultants.EvaluatetheperformanceofexpertsaccordingtoICMPD´sperformancemanagement system.

Maintain project documentation electronically and on physical file.

3. Project content, reporting and contribution to project development:

Prepare inputs to project reports, presentations, briefs.

Contribute to productionof projectcontent by: Compiling data, information andundertaking desk studies.

Drafting documents and inputs to documents according to ICMPD´s quality standards. Disseminating findings.

Contribute to review and assessment of project results by identifying and recording best practices/lessons learned.

Key Results:

Knowledge management activities in the assigned area of work organised and implemented according to work plan and Standard Operating Procedures.

Effective support provided to coordination of all knowledge management activities of MIEUX+. Project inputs administered according to ICMPD´s rules and processes and donor requirements. Knowledge management content formulated according to the highest professional standards. Financial expenditures on activities level controlled and maintained within the budgetary limits. Qualitativecontributionsmade towardsassessmentofproject resultsand identificationoflessons learned.

Incumbent Profile:

Minimum of 3 years of position-relevant work experience in the area of knowledge management. Experience with the implementation of knowledge management strategies and creating and managing subsequent knowledge management tools.

Substantive knowledge of migration and/or development issues.

Solid analytical, drafting and organisational skills.

Good communications and problem-solving skills.

Willingness to travel, including outside of the EU.

Corporate Qualifications:

Experience in international context.

Proficiency in (verbal/written) English and French, proficiency in another major EU language is an asset.

Master´s degree related to the area of work.

3Compensation:

ICMPD offers an attractive compensation package. This position is classified at P2 Grade, with an annual net-base salary starting at EUR 43.512. Additional benefits include participation in the ICMPD Provident Fund, Health and Accident Insurance, six weeks’ annual leave and, where applicable, dependent’s and mobility allowances.
