Eligibility criteria

Description of task

Under the overall guidance of the Deputy Representative and the daily direct supervision of the Project Manager of the Enhancing Gender Equality and Mainstreaming in Afghanistan in the UNDP Afghanistan Country Office and working closely with the Technical Lead Coordinator (TLC), hosted by UN Women, and the overall Spotlight Initiative Coordination Team (SICT), led by the RC Office (yet to be appointed), the UN Volunteer is responsible for planning, implementing and monitoring the Spotlight Initiative Pillar 1 and Pillar 2.

Under the direct supervision of the Deputy Resident Representative for Programme the UNV will:

  • Support to ensure programme planning, implementation and monitoring;
  • Documentation of specific stages of projects/programme implementation, best practices, case studies;
  • Effective support to Spotlight Initiative through maintenance of budgets;
  • Support the management of the Spotlight Initiative:

Furthermore, UN Volunteers are required to:

Support to ensure programme planning, implementation and monitoring

  • Manage the overall Spotlight Initiative work plan development and implementation according to Country Programme Document; Ensure timely implementation
  • Support the implementation of a results-based management and accountability approach
  • Identify and design advocacy and lobby opportunities and interventions for effective legislative and institutional strengthening and overall interest of the programme;
  • Provide substantive technical support to the implementation and management of the Spotlight Initiative programme in the targeted states for effective legislative and institutional strengthening;
  • Lead the delivery of the specific components on legislative and institutional strengthening to ensure domestication and implementation of laws and policies;
  • Support programme formulation, oversight and quality assurance
  • Prepare briefing notes on relevant issues as required;
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners.
  • Guide coordination with national partners and other stakeholders
  • Provide technical assistance to local partners supporting programme implementation

Documentation of specific stages of projects/programme implementation, best practices, case studies;

  • Provides effective support to management of the programme focusing on the achievement of the following results
  • Establish and maintains accurate and up-to-date filling system for the documents, keeps information and reference material in a manner which allows easy retrieval;
  • Contribute to the preparation of status and progress reports by collecting information, preparing tables and drafting selected sections;
  • Draft and/or types correspondence, notes, documents, reports, prepares required contracts, keeps the necessary flow of correspondence
  • Support the drafting of progress reports, quarterly reports and annual reports
  • Support the documentation of good practices from the programme;

Effective support to Spotlight Initiative through maintenance of budgets;

  • Review the projects’ progress and financial reports;
  • Review project implementation and expenditure using ATLAS
  • Prepare requests for payments, reports on expenses, budget revision and other required supporting documentation for all financial transactions; records these transactions accordingly;
  • Support review of financial reports submitted by Implementing partners, review vouchers/receipts and prepare supporting documents for recording expenditure in ATLAS
  • Coordinate with consultants/implementing partners on submission of deliverables, review and submit supporting documents for payment

Support the management of the Spotlight Initiative

  • Provide logistical support and prepares background materials for use in workshops, seminars, training sessions, meetings, visiting missions, field trips, etc.
  • Assist in organizing meetings, workshops, conferences and missions.
  • Liaise with the Programme Specialist in the RCO and UN Women, national counterparts, donors, to ensure the Programme results are achieved and resources are managed;
  • Establish systems for project planning, implementation and monitoring, in collaboration with partners;
  • Record and maintain documents on relevant Programme activities, issues, and risks.
Qualifications/Requirements Required degree level: Master degree or equivalent Education - Additional Comments:

Education - Additional Comments: Master's degree in Gender, Social Studies or closely relevant subject.

Required experience: 36 Months Experience remark:
  • At least 3 years of high-quality applied research and experience in the gender field – including policy revision, strategy review and institutional strengthening
  • Strong knowledge and experience in gender equality and women’s rights including Gender Based Violence
  • Strong communication skills;
  • Familiarity with processes of UN agencies an asset;
  • Work individually as well as part of a team towards common goals;
  • Fluency in English required
