Overview of position
The rationale for a durable solutions intervention in Somalia is primarily related to the extent to which conflict has impacted institutional collapse, and the constant increase in the number of displaced persons. The current displacement trends also reveal underlying patterns of marginalization and social exclusion. With reference to displacement, the following driving factors are especially influential in Somalia: conflict and violence in areas of origin (or new areas of settlement); loss of access to land; environmental factors and natural disasters and food insecurity. Vulnerable groups, especially women and children comprising 49.6% and 63% respectively of the displaced populations and thousands of youth and marginalized minority populations, are exposed to violence such as domestic violence, sexual violence, gender‐based violence, forced labor1.

In line with the National Development Plan objectives on durable solutions, Midnimo II Project intends to be a flexible tool to ensure that key interventions on durable solutions meaningfully support government and displaced households break the cycle of displacement. This project takes into particular account the needs of recently and protracted internally displaced persons and, in its effort to tackle internal displacement, the programme intends to prioritize the reduction of marginalization and displacement driven discrimination by strengthening the trust between displaced groups, host or resident communities, and government institutions at local level – thereby increasing the participation of IDPs in public affairs. Secondly, by including a spatial dimension centered on the security of land tenure rights, area planning and city extension, the project aims at anchoring displaced populations and at preventing those factors, like forced evictions that contribute to maintain the cycle of displacement. The programme finally seeks to set up livelihood systems which will enable IDPs to 
become sustainably employed while (i) enhancing availability of basic services through their work and (ii) by enhancing their capacity to save and therefore purchase services that cannot currently be
provided in the form of universal schemes.

The Project capitalizes on the successes of Midnimo I and builds on momentum for state/ district expansion of authority and accountability to address challenges of conflict, displacement and community cohesion through government‐led but community‐driven solutions, improvement in livelihoods and local economy informed by gender‐differentiated baseline. By targeting underserved states at a critical time supports Somalia’s transition to a peaceful and stable country building on the positive developments and gains made in the local political and social contexts for real change, with credible government actors at the fore.

The overall objectives of the project are to:
  1. Improve peace, social cohesion and economic condition of IDP, migrants, and host communities especially women, youth and other vulnerable populations, and
  2. Develop capacities of communities, local and federal government, and institutions to foster community participation, inclusion, and equitable access to resources.

The objectives will be achieved through two outcomes as follows:
Outcome 1: Government structures and institutions at Federal, regional, district and community level are strengthened, more accountable and transparent and better able, to respond to the various needs of the population in the Federal Member States of Somalia, and in particular Hirshabelle and
Galmudug;
Outcome 2: Communities are proactively engaging with the Federal Member States of Somalia, and in particular Hirshabelle and Galmudug, and benefitting from enhanced social and economic services.



 
Role objectives
With a view to support the Peace building Priority Plan and the ongoing progressed peace and reconciliation efforts led by MOIFAR in Galmudug State, the need to broaden and deepen the inclusion of these efforts has to be felt down deep to the grassroots and various sectors of Galmudug society.

The youth, IDPs, women and civil society across Galmudug must be included in the efforts.
The purpose of this consultancy is to conduct a number of peace‐building workshop and onsultations among different sectors of Galmudug society including youth, IDPs, women and civil society in the entire State.

Scope of work/expected output

Our client Somalia is looking for a competent National consultant to undertake the following tasks in coordination with Ministry of Interior Federalism and Reconciliation (MoIFAR) in Galmudug State:

1) Peace‐building workshop for IDPs/host communities
Facilitate peace‐building workshop to new (and old) IDPs and hosting communities in Galmudug to identify their role in peace building, followed by IDPs‐host community forums that will be presented to the peace and reconciliation dialogue. By the end of these consultations, IDPs and host community have both joint/ mutual understanding on their roles in the peace and reconciliation process. At least 70 IDPs/Host community representatives selected with 60% women through inclusive process will participate in the activities.

2) Peace‐building workshop for the youth
Youth representation in dialogue forums in Galmudug is largely absent. MoIFAR will organize and facilitate peace building workshop for youth leaders across Galmudug to discuss their role in peace and conflict resolution of Galmudug. By the end of these consultations, youth leaders representing various districts of Galmudug gathered to agree and express their collective role in peace and conflict resolution of Galmudug. At least 70 youth participated with 50% women.

Complementarily, peace documentaries will accompany these series of consultations and will be produced to build institutional memory to inspire peace for Galmudug about the positive events and stories related to peace made by Somali people to counter negative narratives that sustain the conflict developed and disseminating through radios throughout Galmudug. A Documentary Specialist/ Consultant will work in coordination with the consultants.

Monitoring and Progress controls

The Consultant will report to Our client Project Manager, Somalia and will liaise MOIFAR officials in Galmudug State during the course of performing their work. The consultant should be available for any call for a meeting or any emergency as part of the process preparation and implementation. Our client will be responsible for providing the consultants with all necessary information related to the project in a timely thorough and transparent manner. Our client will be responsible for covering expenses of workshops, and trainings.

Review/approval time

Upon satisfactory performance and completion of the services described in the Terms of Reference and Our client approval, the payment to contractors shall be the output‐based lump sum scheme.

Key competencies Qualifications and Competencies

Academic Qualifications:
• University degree in Peace Studies, Political Science, Social Science or any other related field
Years of experience:
• A minimum of 15 years of relevant experience in in facilitating local level peacebuilding/dialogue processes.
• Experience working on peacebuilding through socio cultural and socio‐economic sectors
• Experience in the area of development in UN and international organizations is an asset;
• Experience working in post‐conflict society/ fragile countries is an advantage.

Duty Station and Work Modalities

The Consultant will be working in Galmudug State for the entire duration of the consultancy.
The Consultant will be required to have a personal lap top computer.
