Due to a long period of neglect and under-investment, urban infrastructure in BiH, public and residential buildings, energy systems and utilities, waste management, and transport, are now in need of expansion and modernization. From a global environmental standpoint, this situation contributes to a steady increase in greenhouse gases (GHG) emissions, primarily associated with energy use in public facilities. Public facilities are also the largest energy users and GHG emission sources in municipalities in BiH. Modernization, upgrade and expansion of municipal buildings, infrastructure, and services in BiH will improve the quality of urban life and achieve a range of important local and global environmental and sustainable development benefits.

To achieve abovementioned, the “Catalyzing environmental finance for low-carbon urban development” Project (UrbanLED) strives to leverage investment for transformational shift towards low-carbon urban development (LCUD) in Bosnia and Herzegovina thereby promoting safer, cleaner, and healthier cities and reducing urban GHG emissions. To enable this transformational shift, the Project provides technical support towards the implementation of technically and economically feasible low-carbon solutions in key urban sectors and promotes their wider uptake by municipalities and private sector via dedicated financial mechanisms. The Project has been financed by Global Environment Facility (GEF) and is directly implemented by UNDP Bosnia and Herzegovina Country Office.

In Bosnia and Herzegovina, energy efficiency projects have already demonstrated the potential for high financial returns but have not yet reached a stage where these projects are treated equally with other investment projects.

Among the various barriers that energy efficiency projects face, a lack of appropriate financing mechanisms represents an important barrier. Commercial banks in Bosnia and Herzegovina are unfamiliar with the energy efficiency projects and, in most of the cases, reluctant to fund them. Still, large-scale energy efficiency gains for public sector buildings are possible only if sustainable financing mechanisms for energy efficiency are devised.

To achieve sustainable financing, the implementation of the LCUD concept requires the adoption and implementation of certain economic instruments, based on creation of adequate business models. Such business models need to be founded on the principles of involvement of responsible public authorities as well as the private sector (through energy efficiency related SMEs). Market development through active involvement of government as a customer, information provider and policy maker are required for proper introduction and promotion of a concept of energy service companies (ESCOs) in BiH.

This all resulted with the fact that ESCO is still a new concept in Bosnia and Herzegovina which is not properly introduced.

The UrbanLED project provides support to the Federation of Bosnia and Herzegovina for development of ESCO financial mechanism. Financial consultant will be responsible for providing technical assistance to the Environmental Protection Fund of the Federation of Bosnia and Herzegovina through:

a) development of financial part of Feasibility study for ESCO pilot project in Federation of Bosnia and Herzegovina, which will serve as basis for tendering ESCO pilot project, and

b) support to development of proposal of energy performance contract and ToR for tender document.

Duties and Responsibilities

The task of the consultant is to develop financial part of Feasibility Study and inputs for tender documents for pilot ESCO project based on energy performance contracting for selected public buildings in Central Bosnia Canton (SBK) in accordance with the MoU between UNDP and the Ministry of Education and in accordance with the draft of rulebook on ESCO in Federation of Bosnia and Herzegovina.

The subject of the analysis of the Feasibility Study is 27 public buildings in SBK for which detailed energy audits were performed. The result of the study is the selection of up to five buildings to be included in ESCO pilot project. The selection of the buildings should be made based on the criterion:

  • Investment of ESCO in mandatory energy efficiency measures on selected buildings has to be paid off within 5 years assuming guaranteed savings of 20% and up to 50% of co-finance of UNDP and Fund for Environmental Protection. 

In addition to the above criterion, consultant should take into account any specifics of individual building that could impede the financial effectiveness of the implemented project (for example, the inability to achieve savings on heating due to a contract with an existing heat supplier).

Detailed energy audits will be available for all 27 buildings. Since the audits were performed during 2018, in a process of selecting buildings to be included in ESCO pilot project, consultant shall visit buildings that will potentially be included in the pilot project to identify any changes that may have occurred in the meantime. Based on the visits and detailed energy audits, consultant shall update all key items and findings including the costs of implementation of energy efficiency measures on selected buildings.

For selected buildings, consultant shall estimate amount of investment in mandatory energy efficiency measures which are selected by technical consultants. Based on detailed energy audits and energy savings of mandatory measures, consultant will simulate the cash flow of parties in ESCO pilot project for a period of 15 years.

Consultant needs to ensure that the Feasibility Study contains all the necessary parameters and information that will serve as a starting point for tendering of providing energy service for selected buildings in accordance with the draft of rulebook on ESCO in Federation of Bosnia and Herzegovina and draft of energy performance contract. To ensure that, consultant shall develop proposal of energy performance contract for selected buildings and ToR for ESCO  public call to be published by the Ministry of Education of SBK.

The Consultant will cooperate closely with other  three experts for development of the Feasibility study  and international consultant for development of innovative financial mechanisms engaged by the Urban Led project.

Experience:

  • Minimum seven (7) years of experience in conducting research and providing consultancy services related to energy sector and financial mechanisms for energy efficiency in buildings;
  • Proven knowledge of conducting detailed energy audits;
  • Proven knowledge of the legal framework of ESCO in Federation BiH;
  • Proven knowledge of local energy market.
  • Previous experience in working with UNDP is an asset.

Languages Requirements:

  • Excellent writing, editing, and oral communication skills in English.
