Norwegian Red Cross strategic aim is to “Improve the health and protection of the most vulnerable people affected by conflict, crises and climate change.”. To achieve this, Norwegian Red Cross works with partners in the RCRC Movement. To enable improved humanitarian action, technical support is provided to improve financial management capacities of RCRC National Societies (Finance Development).    

 

The purpose of the position is to improve results of Finance Development (FD) interventions through establishing and overseeing implementation of a FD service delivery model.

 

The strategic responsibilities for the position are:

 

  • Establish and oversee Norwegian Red Cross service delivery model and human resources set-up for FD
  • Oversee and implement Norwegian Red Cross FD standards, tools and resources. 

 

The operational responsibilities for the position are:

 

  • Develop, support implementation of, and monitor, an efficient and effective FD service delivery model 
  • Support the recruitment of, and technically manage, Norwegian Red Cross FD network members
  • Advises in the selection and resourcing of FD initiatives
  • Liaise technically with ICRC and other relevant Movement partners on the FD service delivery model
  • Provide technical quality assurance of all Norwegian RC interventions in Finance Development
  • Support the development, alignment, quality assurance and dissemination of FD technical standards, tools, and resources.
  • Provide technical advice to the establishment of a Movement Competency Network on FD, in support of the FD Competency Network Project Manager

 

 

Formal competence

  • Chartered Accountant or similar, with finance management consultancy experience
  • Minimum 10 years of experience of working in finance and accounting

 

Skills and knowledge

  • In-depth understanding and experience with the development, quality assurance and editing of technical standards, tools and training and the operationalization of those in humanitarian projects.
  • Experience with developing/working with networks/community of practice, preferably in finance.
  • English work proficiency required, knowledge of French and/or Arabic an asset
  • Understanding of the use of innovative tools and approaches in relevant technical discipline is an asset

Duty station

The position will be based at a Norwegian Red Cross regional office, either in Islamabad, Nairobi or Beirut

 

Contract:

24 months with possibility for extension.
