OVERVIEW OF THE FUNCTIONS OF THE POST

 

UNESCO Education sector has a number of upstream policy work and downstream programme interventions to support the federal and provincial governments for achievement of the Education 2030/ SDG-4 agenda in Pakistan for inclusive and equitable quality education and lifelong learning.  UNESCO’s Education sector has a wide stream of multi-donor funded programmes and projects for promotion of girls’ education, educational for sustainable development (ESD), tangible and intangible cultural heritage through education, literacy and non-formal basic education, inclusive education and distance learning using ICT. Currently, UNESCO has a geographical presence in 18 isolated and marginalised districts of Pakistan for promotion of girls’ education and mainstreaming out of schoolchildren in collaboration with local civil society organisations engaged as implementing partners.  For further details, refer to UNESCO’s website: https://en.unesco.org/fieldoffice/islamabad. For Monitoring and Evaluation (M&E) of the programmes in aforementioned areas, an integrated monitoring system is established with both on-line and off-line features. The M&E system provides a wide range of data sets, information and customised reports as per requirements of the Education team and donors and serves as a decision support mechanism to oversee the programme implementation in the target areas.

 

For effective implementation of the monitoring system including coordination with programme teams and local implementing partners, capacity building of local partners on data management, and generating customised reports, UNESCO Islamabad is hiring an M&E Coordinator.  The position is based in Islamabad Office with occasional travelling to target areas as and when required.

Long Description

DUTIES and RESPONSIBILITES

 

Under the overall guidance of the UNESCO Representative and Director and direct supervision of the Head of Education, the M&E Coordinator will undertake the following assignment:

 

1. Maintain M&E system for education sector regular and extra budgetary programmes and projects and generate systematic reporting for the donors and other relevant stakeholders

  • In line with agreed work plans, programme results frameworks and performance indicators, input data into the system to support monitoring of progress in target areas.
  • Establish close liaison with the M&E firm hosting the online Management Information System and ensure smooth operation and maintenance of the system through regular trouble shooting.
  • Develop and update standardized outcome and output indicators in accordance with result frameworks.
  • Collect and collate data from local implementing partners to produce key performance indicators for reporting purposes.
  • Adapt and implement tools and techniques to improve the quality and use of data for decision-making.

 

2. Support and coordinate implementation of M&E activities with particular focus on results and impacts:

  • Ensure availability of data in the subset from local implementing partners, and conduct random verifications and validations of data for quality improvement.
  • Support production of periodic and ad-hoc progress reports on programme implementation highlighting potential bottlenecks, and providing feedback.
  • Provide backstopping and support to local implementing partners and programme teams on monitoring and reporting of implementation activities.
  • Conduct ad-hoc follow up visits to target districts, meet with local Implementing partners and sort out issues pertaining to data collection, data entry and analysis.
DUTIES and RESPONSIBILITIES

3. Provide support in communication and advocacy of Education sector work and assignments:

  • Maintain and update UNESCO’s website by posting relevant information, publications, updates and news articles etc.
  • Support and coordinate activities to strengthen communication and advocacy of education sector portfolio in collaboration with programme team.
  • Provide timely support in designing education related publications, presentations, advocacy material including newsletters, brochures, webpage etc.
  • Document learning from M&E process for sharing with UNESCO education team, local implementation partners and other stakeholders as defined.
  • Compile information on lessons learned and expertise within and outside the project

 

4. Support monitoring and reporting on education sector progress and achievements:

  • Support Head of Education in development and monitoring of quarterly/ annual work plans.
  • Provide inputs in reviewing work plans and progress made against the agreed target indicators.
  • Ensure periodic progress reports, project documents and other related material are timely updated in System of Information on Strategies, Tasks and the Evaluation of Results (SISTER), which is one of the organisational tool for IT-based management.
  • Ensure provision of quality data/ statistics for preparation of work plans, reports and presentations.

 

Perform any other task assigned by UNESCO Representative/ Director and Head of Education.

Education

Masters Degree in Computer Science or other related disciplines.

 

Work Experience

  • 3-5 years’ experience in monitoring and evaluation, preferably in education sector with international organizations
  • Excellent understanding of data management, system development, upgradation and trouble shooting.
  • Adequate experience and understanding of data collation, integration and analysis.
  • Basic understanding of the local context of the girls’ education, funding context and challenges faced by local communities in target areas.
  • Proficient in developing reports and presentations using Microsoft Office (including Excel, Access, Project), SPSS, Content management system, CorelDraw and Adobe Photoshop.

 

Skills and competencies

  • Excellent coordination and interpersonal skills.
  • Proven capacity to build and maintain effective partnerships inside and outside the organization.
  • Proven conceptual and analytical skills, including the demonstrated ability to provide advice and technical support on strategic planning and monitoring and evaluation.
  • Good Knowledge and understanding of the government functioning at federal and/or provincial level.
  • Solid understanding of the education systems in Pakistan, particularly girls’ education, its key challenges and possible solutions.
  • Comfortable with working in a multicultural work place, solid team skills.

 

Languages

Fluency in English and Urdu
