BACKGROUND/IRC SUMMARY:Founded in 1933, the International Rescue Committee (IRC) is a leading international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those affected by the world’s worst humanitarian crises.At work today in over 40 countries and 26 U.S. cities, the IRC restores safety, dignity and hope to millions who are uprooted and struggling to endure.

 

Working in coordination with the humanitarian community and the Government of Jordan, the IRC's assistance program for Syrian refugees in Jordan includes both camp-based (Za’atari and Azraq camps) and urban based refugee assistance (Mafraq, Ramtha, Irbid and Zarqa). In the host communities, the IRC's assistance programs focus on the provision of comprehensive GBV prevention and response as well as primary and reproductive health, and economic recovery and development services to urban refugees and vulnerable Jordanians through the operation of two clinics and three women’s centers. The IRC’s Women’s Protection & Empowerment (WPE) program in Jordan focuses on interventions that prevent and respond to gender-based violence (GBV), specifically violence against Syrian and Jordanian women and girls, in the light of the Syrian crisis. The prevention component focuses on raising awareness of the IRC’s WPE services and on starting reflection within communities on the power unbalances and dynamics condoning and perpetuating violence against women and girls. The response component involves providing comprehensive psychosocial support services, including GBV case management and counselling, as well as cash assistance to GBV survivors and for documentation and legal counselling. Activities and services designed to meet the specific needs of adolescent girls and their caregivers and child survivors of GBV are also organized. All the above mentioned urban based activities are implemented in partnership with local organizations. Finally, the IRC WPE Program leads different capacity building initiatives of national governmental and non-governmental organizations and community-based organizations.

Job Overview/Summary:The WPE Coordinator will be responsible for the technical oversight of the WPE program in Jordan, for ensuring donor compliance and for contributing to the development of further WPE programming in Jordan. The position technically supervises an Amman based WPE Senior Manager and WPE Service Delivery Specialist. Both position regularly travel to the filed for monitoring and follow up purposes.Working under the supervision of the Deputy Director of Programs and technical guidance of the WPE Technical Advisor, the WPE Coordinator is based in Amman with frequent and regular travel to program sites in northern Jordan.

 

Major Responsibilities:

Technical Quality

·Provide clear technical support, supervision and guidance to the WPE team, relevant partners and cross sector initiatives involving WPE.

·Ensure staff adhere to GBV best-practice and professional standards and principles through technical support, mentoring and capacity building.

·Identify technical gaps in the program and service delivery models and devise solutions to meet those gaps, including modifying existing training resources, developing SOPs, and identifying short-term consultants.

·Develop targeted, tailored capacity building plans for WPE staff and partners, ensuring that training and capacity building meet the highest standards and respond to the respective needs of WPE and partners while reflecting their respective priorities.

·Support the implementation of the Jordan Strategic Action Plan by ensuring that program activities align and contribute to achieving selected pathways of the prioritized signature and core sub outcomes.

·Support collaboration of WPE programming across other IRC sectors including Economic Recovery and Development, Child Protection, Health, Education and Protection.

Partner Identification & Management

·Support the implementation of partners’ programs and activities, and support mapping and identification of new partners, according to the program’s need.

·In close collaboration with the IRC Partnership Department, design capacity building work plan and provide relevant related support to partners to ensure future partners’ agency of the intervention and future sustainability of the activities.

·Ensure active participation in partners’ grant opening/closing and review meetings.

 

Monitoring & Evaluation

·Working closely with the M&E Coordinator, WPE Senior Program Manager and WPE Service Delivery Specialist, support the development and implementation of ethical and safe monitoring and evaluation systems, including program monitoring tools and the utilization of the GBVIMS.

·Oversee and ensure analysis of results are conducted and guide WPE staff to use these results to enhance program effectiveness and quality.

·Support the use of the IRC’s global Outcome and Evidence Framework, ensuring adherence to theories of change and core indicators.

Grant Monitoring and Business Development

·Support and ensure donor compliance, including appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources.

·Lead the development of new business concept notes and proposals for the continuation and expansion of WPE programming in Jordan, in liaison with the WPE Technical Advisor.

·Ensure the submission of timely, accurate and well written donor reports and other reporting requirements for all WPE programming in Jordan, working closely with the WPE Senior Program Manager.

·Work closely and coordinate with IRC other technical unit, logistics, finance and grant staff to ensure timely and compliant program activities and expenditures; including active participation in grant opening/closing and review meetings and participation in bids opening and review.

Staff Management and Development

·Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance

·Technically supervise and mentor the WPE Service Delivery Specialist

·Supervise the WPE Senior Program Manager, and provide necessary technical capacity building and support. The supervision includes communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews.

·As part of succession plan and nationalization goals, identify, train and develop capability and capacity of a national staff to successfully transition role and responsibilities, by end of assignment

·Provide constructive feedback and counsel on appropriate career paths and professional development.

·Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.

·Offer leadership support for successful adherence by staff to IRC’s Global HR Operating Policies and Procedures.

·Act as focal person and attend meetings of the GBVIMS Task Force.
