Mission Context

The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the World’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is” to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

The IFRC’s Africa Disaster and Crisis Prevention, Response and Recovery (DCPRR) Team has critical role for successful implementation of IFRC’s Strategy 2030 and Africa DCPRR Framework (2020-2023) by providing high quality technical support and operational oversights to Country Cluster Support Teams (CCSTs) and Country Offices (COs). The DCPRR team strives at making robust collective efforts with CCSTs, COs and Partner National Societies (pNS) for supporting 49 African National Societies to ensure focussed, high-quality, needs and demand driven support to save lives, reduce suffering and enhance community resilience in Africa. The DCPRR team is committed to continue supporting African National Societies by utilizing the collective capacity of the IFRC system and leveraging the Share Leadership.

Responsabilities

In particular, the French Red Cross (FRC) lead PIROI has been formally recognized as a Federation tool for Disaster Risk Management in the South-West Indian Ocean sub-region since the MoU signed in 2012 by IFRC and FRC. This position will ensure the effective operationalization of the MoU in close coordination with PIROI and the IOID cluster. PIROI members consist of 7 NS (Comoros, Madagascar, Mauritius, Mozambique, Seychelles, Tanzania and France), IFRC and ICRC.

Regional National Society (NS) Preparedness Delegate will be one of the key team members of extended one Africa DCPRR team members based in regional office, Nairobi. He /she will be responsible for enhancing Preparedness for Effective Response (PER) approach along with optimizing surge capabilities in Africa. The Delegate will be delegated to act as the focal point for PIROI countries’ National Society Preparedness related matters. He/she help the Indian Ocean National Society’s to develop and strengthen its disaster management capacity to effectively respond to disasters and to promote and coordinate the development of community resilience programs to reduce the impact of disasters populations / communities at greater risk.

Under the supervision of the Head of the DCPRR Africa, the Regional NS Preparedness Delegate (PIROI focused) is responsible for ensuring National Societies are equipped to deal with emergencies through a risk informed and holistic approach to NS disaster and crisis preparedness in close collaboration with Regional and Country cluster offices. This position will also contribute for optimizing the surge system in Africa with particular focus in PIROI member countries which includes coordinating disaster management Training, planning and deployment of surge support in close liaison with Country Offices and Country Cluster Support Teams and relevant units of the Geneva Secretariat, to ensure that the operations are timely and adequate based on the needs.

Duties and responsibilities

  • Coordinate and create synergies with PIROI on disaster preparedness activities in line with the Preparedness for Effective response (PER) approach for the South-West Indian Ocean sub-region and the broader Africa region
  • Link PER approach with Surge optimization process in Africa particularly for national disaster response team (NDRT), contingency planning (CP), emergency needs assessments and any other related preparedness aspects
  • Facilitate IFRC operations in support of NS core programmes and emergency operations is properly planned, managed and monitored and that capacity building opportunities are fully exploited
  • Ensure the preparation, dissemination and enforcement of specific security rules and regulations
  • Collaborate towards the efforts to strengthen Movement Coordination and Cooperation through the further alignment of preparedness strategies in the region through ADMAG, Sub-regional DM networks and PIROI
  • Capitalize the opportunity to promote PER through emergency response operations and recovery programmes
  • Be available to deploy to Country Offices, or Operations to provide support as necessary
  • Contribute to a client-oriented approach that values proactivity, continuous improvement, innovation, high performance and cost effectiveness
  • Foster a collaborative working environment with colleagues in the Secretariat, Regions, National Societies and external partners

Position Requirements

Education

  • University degree in relevant area or equivalent experience required
  • Technical training in disaster preparedness; disaster Risk management or relevant areas of expertise

Experience

  • Minimum of 5 year experience in disaster preparedness, Disaster Management, Disaster Risk Management
  • Field experience in coordinating and managing disaster operations, disaster preparedness programs / projects.
  • Experience in project cycle management including proposal development, budgeting and reporting, monitoring and evaluation
  • Experience in working within the RC/RC Movement
  • Experience in strategy development, developing tools and guidance, providing technical assistance and in establishing and maintaining networks

Knowledge and Skills

  • Strong analytical and problem-solving skills and independent decision-making capacity
  • Results oriented and demand driven individual, entrepreneurial, ability to lead in unprecedented and/or ambiguous situations.
  • Excellent communication and inter-personal skills with the ability to represent the International Federation and to negotiate and influence people’s opinions
  • Knowledge of technical aspects of disaster preparedness, relief and recovery and of key donor and partner organisations
  • Knowledge of minimum standards for disaster relief and performance and accountability frameworks - Preferred
  • Ability to lead a complex or major disaster operation if required - Preferred
  • Flexible and adaptable to work effectively in a multicultural environment and ability to travel at short notice
  • Computer knowledge as a user – self-supporting in MS Word, Excel and PowerPoint

Languages

  • Fluently spoken and written English
  • Good command of another IFRC official language (French)
