Consortium Manager-Cultural Bridges Project

Key Accountabilities / Responsibilities

Strategic/ Functional Leadership

· Provides strategic leadership in line with the project’s vision and goals

· Facilitates effective coordination and collaboration between and amongst consortium members

· Regularly explores the scope for possible partnerships between the consortium and various governmental and non-governmental organisations for effective implementation and enhanced sustainability of project outcomes

· Line-manages consultants hired for consortium initiatives**

Project and Grant Management

· Supervises Project Coordinator in organising monthly Project Management Team (PMT) meetings comprising of project managers from consortium member organisations.

· Organises the quarterly Steering Committee meetings comprising of Directors and other senior functionaries from consortium member organisations

· Facilitates enables effective learning and sharing culture across partners

· Ensures standardization (as necessary) of project methodologies and approaches across consortium members

· In cooperation and coordination with consortium members, ensures that the project is implemented according to the approved project proposal and in accordance with the donor rules and regulations

· Compiles and submits change requests on the project which require donor consultation/approval

· Prepares a project reporting framework and schedule in line with donor requirements

· Compiles in a timely manner all internal and external narrative and financial reports

· Oversight and manage sub-granting process; selection, contracting, capacity building and mentoring in implementation of the sub-granted projects

· Ensure quality information management related to project by overseeing the regular maintenance of project files, reporting calendars, and updating of internal ActionAid Contract Management System (CMS)

· Ensures reporting requirement and fund transfer to consortium partners are made in a timely manner

· Maintain quality grants and sub-grants coordination for all partners and reporting to the partners and lead agency

People Management

· Builds a cohesive, constructive and committed team, through effective motivation, participatory decision making, and collaborative communication etc. to promote staff productivity, working enthusiasm, and creativity.

· Engages in recruitment of staff as necessary

· Plans performance KPIs with staff, and provides induction, training, coaching, mentoring, and advice to ensure that they understand and can carry out their responsibilities effectively.

· Conducts performance reviews and feedback to supervised staff and works with staff to develop follow up actions

· Works with HR Function to identify training needs, development opportunities and recommend relevant training for supervised staff

Financial Management

· Ensures and checks the project’s financial status and financial reports from consortium members as per the agreed reporting schedule, and oversees consolidation of consortium financial reports

· Maintains an overview of all project expenditure and supports AAM finance colleagues team to consolidate consortium financial reports

· Ensures that the consortium workplan conforms with the project budget

· Ensures that the consortium members are familiar with the donor’s policies, guidelines and reporting formats and requirements through regular communications and remote/face to face training as necessary

· Ensures that all financial documents are kept in an orderly fashion for future reference in case of auditing by the donor or ActionAid International

Communication, liaison and networking

· Ensures documentation of project activities and impact through development of case studies, e-newsletters and other communications products and sharing of these with key stakeholders

· Acts as the key focal point and representative of the consortium to the donor focal person in-country

· Attends regular meetings with representatives from donor and regularly updates the project Steering Committee

· Represents the consortium in relevant national level Working Groups and to other key stakeholders including media agencies, academic groups, government institutions and other agencies, in order to further the project impact

· Develops strategic partnerships with thematic working groups, donors, civil society organisations and government agencies and departments in the fields of civil society capacity building and accountable and democratic governance

Monitoring and Evaluation

· In collaboration with the consortium member Monitoring & Evaluation staff, oversees the design and effective implementation of a consortium Monitoring & Evaluation framework in line with the project log frame and agreed indicators

· Ensures monitoring of project activities in collaboration with consortium M&E staff

· Undertakes regular monitoring visits to project target areas and provides recommendations for strengthening programming

Fund Raising

· Coordinate/ communicate with potential donor to mobilise funding for co-financing

Develop proposal /concept note and submit to the donor for co-financing in collaboration with lead agency and consortium member.

Qualification, Experience & Skills Required:

· Master’s degree in relevant field from a reputable university or equivalent management working experience in the development sector

· At least eight to ten years management experience in the development sector at a senior level, including working for peace and culture related projects

· Experience in Media/Arts based projects

· Superior project and grant management experience

· Excellent working knowledge of managing European Commission projects

· Experience in managing and coordination a consortium or partnership with a wide range of diverse partners including non-native English speakers

· Strong organization skills and attention to detail

· Diplomatic approach and ability to negotiate/ influence

· Good understanding of and sensitivity to different cultures, values and traditions

· Sound knowledge of and commitment to the Human Rights Based Approach.

· Excellent communication and writing skills

· Sound knowledge and understanding of the social and culture context of Myanmar especially Rakhine, Kachin and Northern Shan State

· Experience or sound understanding and knowledge on arts and multi-media
