The Social Policy section, UNICEF Thailand Country Office (TCO) is seeking an individual consultant to provide technical assistance and capacity building to the government Officials on data analysis and development of the Management Information System of the Child Support Grant.

The Social Policy section, UNICEF Thailand Country Office (TCO) is seeking an individual consultant to provide technical assistance and capacity building to the government Officials on data analysis and development of the Management Information System of the Child Support Grant.

 

Work Assignment:

The consultant will be responsible for the following key specific tasks:

  1. Provide technical guidance to a team of 2-3 staff in the CSG Operational Centre to operate the CSG MIS daily basis tasks including verifying and validating the completeness of eligible beneficiary data entry, improving payment processing and preparing payment list, preparing budget reconciliation report, verifying payment results and preparing payment report, working with complex database structure and queries, regular CSG reporting (monthly, quarterly, annually), design MIS solution, etc., in order to ensure the effective daily operation of CSG MIS;
  2. Lead the analysis of data extracted from the CSG MIS, production of reports for effective monitoring including regular CSG reporting (monthly, quarterly, annually) as well as series of statistical reports, analytical reports based on requests;
  3. Coordinate with key partners including government counterparts, IT vendors and related stakeholders to define requirements and design outputs for CSG MIS enhancements;
  4. Provide guidance to the management in the Department of Children and Youth on issues related to the development of the MIS on database and MIS services to national partners;
  5. Build capacity of the DCY technical staff on database and CSG MIS operation, etc.; and
  6. Coordinate and work closely with an international consultant on the development of the CSG MIS.

 

Work Schedule and Deliverables:

In consultation and collaboration with the UNICEF and relevant partners, especially Child Support Grant Operational Center, Department of Children and Youth (DCY) of the Ministry of Social Development and Human Security, the consultant will be responsible for ensuring the following activities have been undertaken as scheduled.

End Product:

  • Report on definition of requirement and designed outputs.
  • Capacity building plan.
  • Progress report at the end of every month: progress reports should include reference to overall progress in implementation of UNICEF-supported activities vis-a-vis the plan, constraints and challenges, recommended actions by UNICEF to ensure achievement of desired results. Report will also highlight progress in capacity building for national partners.
  • Presentation, data visualisation for documentation and reporting monthly and quarterly.

 

Estimated Duration of Contract:   11 months between November 2020 – September 2021

 

Official Travel: In-Country travel may be required in discussion and agreement with supervisor.

 

To qualify as an advocate for every child you will have…

  • University degree in Computer Sciences/Engineering, Information Technology with good academic records.
  • Solid experience on Programme/Project management including administrative tasks involved.
  • Familiarity in working with government sectors and UN system desirable.
  • A minimum of 3 years of relevant professional work experience in the area of MIS and large-scale database management at national level.
  • Excellent analytical and MIS operational skills.
  • Excellent planning & organizing skill, working with people and drive for results.
  • Fluent Thai and English skills.

 

Additional desirable qualifications:

  • Professional technical knowledge/expertise in Software Development, System Engineering, Information Systems architecture design and data base management.
  • Professional technical knowledge/expertise in MIS standards, database management, data protection, security standards, etc.
  • Experience in MIS project operation and database system management.
  • Knowledge of social cash transfers.
  • Ability to write clearly in plain and understandable English is an asset.
  • Human Rights, Gender equality and diversity awareness is an asset.
