Under the technical guidance of the Chief Health and Nutrition and close supervision of Cabo Delgado Zone Office Team Leader, the Health and Nutrition Specialist will be responsible for managing, implementing, monitoring, and reporting UNICEF supported Humanitarian Child Health, Nutrition and HIV response program in Cabo Delgado. The incumbent will provide technical guidance and operational support to implementing partners (Government and NGOs) to facilitate the achievement of concrete and sustainable results according to needs assessment of vulnerable children and UNICEF response plans.

Under the technical guidance of the Chief Health and Nutrition and close supervision of Cabo Delgado Zone Office Team Leader, the Health and Nutrition Specialist will be responsible for managing, implementing, monitoring, and reporting UNICEF supported Humanitarian Child Health, Nutrition and HIV response program in Cabo Delgado. The incumbent will provide technical guidance and operational support to implementing partners (Government and NGOs) to facilitate the achievement of concrete and sustainable results according to needs assessment of vulnerable children and UNICEF response plans.

Health & Nutrition Specialist is responsible for the development, planning, implementation, monitoring of the Health & Nutrition programme in Cabo Delgado in the context of emergency response (Health impact of insurgency activities, natural disasters and disease outbreaks such as cholera and COVID19. Accountable for effective technical and programme support to facilitate the application of UNICEF core commitment for the right of children in emergency setting and strategies to expand UNICEF assisted Health & Nutrition emergency response interventions in Cabo Delgado.

How can you make a difference?

Under the technical guidance of the Chief Health and Nutrition and close supervision of Cabo Delgado Zone Office Team Leader, the Health and Nutrition Specialist will:   

1. Provide support for UNICEF Health Emergency and Emergency health response plan in line with the Core Commitments for Children (CCCs) in Humanitarian Action in Collaboration with other UNICEF teams in ground particularly C4D, WASH, Education, Child Protection and partnerships with the Health and Nutrition humanitarian actors strengthened within the Inter-Agency Standing Committee (IASC) guidelines by planning and delivering life-saving essential health and nutrition services to children in need in Cabo Delgado applying gender equity lens and access to people with disability. The services to be planned will include, but not limited to access to IMCI of malaria, diarrhea and pneumonia both at facility level and community level, malaria prevention, routine immunization services and campaigns, Vitamin A and deworming, pre-natal services, obstetric cares, neonatal services, continuity of PMTCT and HIV services and referral systems for newborn, children and pregnant women in emergency prone or affected areas;
2. Provide technical support and effective working relationships with counterparts by conducting the following in partnerships with Provincial health authorities of Cabo Delgado at province and district level and collaboration with health cluster partners including WHO, IOM and UNFPA:
   1. Support to Health and nutrition emergency need assessments and its periodic updates for effective humanitarian response planning, implementation and management;
   2. Support to development of provincial and district level emergency contingency plans where needed;
   3. Support to review and update cholera preparedness and response plan for priority districts, including forecast of supplies, and funds needed for a response;
   4. Support response to COVID-19 with focus on infection prevention and control; community surveillance and continuity of services at community level;
   5. Support to training of district health teams to effectively respond to cholera outbreaks and other health problems;
3. Support Program management, monitoring and delivery of results by ensuring implementation of UNICEF funded humanitarian program, and planned results are timely delivered through application of technical child health, HIV and nutrition expertise, in consultation with relevant specialists at country office in Maputo and health authorities in Cabo Delgado. End ensuring humanitarian program implementation progress is monitored for adjustment and acceleration of program delivery. This will include putting in place monitoring mechanism and tools to follow up key progress indicators on humanitarian response;
4. Ensure humanitarian health and nutrition commodities for Cabo Delgado are forecasted and coordinate with country office for timely prepositioning in regional warehouse for immediate response according to needs with focus on:
   1. Inter-agency health emergency kits (basic, AWD, malaria medicines and rapid diagnostic test, mosquito nets and tents);
   2. Community health workers medicine kits and protective and prevention equipment for Agentes Polivalentes Elementares (APEs) in context of COVID19;
   3. Nutrition commodities (Vitamin A, Mebendazol, RUTF, Therapeutic Milk, anthropometric tool);
5. Ensure documentation and knowledge management of humanitarian response by producing and keeping relevant and strategic information on health emergencies and sharing with relevant stakeholders as required including regular updates in DRET meeting on progress and challenges and producing timely quarterly summary result-based reports of activities and respective 4W matrixes in compliance with established guidelines and procedures to support humanitarian programme visibility and intervention gaps for future planning;
6. To ensure UNICEF accountability to affected people is ensured for supply and non-supply assistance by promoting end user and follow-up on funds allocated to Health Sector to be expend and justified as stipulated by harmonized cash transfer procedure.

 Impact of Results

The efficiency and efficacy of humanitarian response to multiple emergencies in Cabo Delgado will contribute to the delivery of concrete and sustainable results that directly impact the improvement of the health of the most marginalized and vulnerable children, and this in turn contributes to maintaining/enhancing the credibility and ability of UNICEF to continue to provide program services to protect the rights of children, promote greater social equality and peace building to enable children to survive, thrive and develop and reach their full potential in society.

To qualify as an advocate for every child you will have…

• An advanced university degree in one of the following fields is required: Public Health and Nutrition, Humanitarian response, Child Development, Social Development, Community Development, epidemiology or other health related sciences. 

  *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

• A minimum of five years of relevant professional experience in public health/nutrition planning, implementation, monitoring and evaluation of programmes related to Health and Nutrition. Professional work experience in a managerial position at central or province level, Background/familiarity with Emergency or a technical expert position in child survival & development, health and nutrition care, health emergency/humanitarian preparedness.

• Developing country work experience and/or familiarity with emergency is considered an asset.

• Fluency in Portuguese and English is required. Knowledge of local languages is an asset.
