General Description of the Programme

GOAL has been responding to a wide range of humanitarian and development needs in Sudan since 1985 and is currently operational in North Darfur and South Kordofan, with an annual operational budget of $9.5 million. GOAL implements programmes with a focus on nutrition (both Curative and Preventative), Primary Health Care (including full package: Staffing, Medicine, treatment and monitoring and supervision) as well as Health Systems Strengthening (HSS), WASH, Food Security and Livelihoods and literacy and women empowerment, which responds to the protracted humanitarian needs, whilst concurrently planning for, and investing in, longer term development.

GENERAL DESCRIPTION OF THE ROLE

The aim of the role is to assist the Financial Controller in managing the financial function of GOAL Sudan, ensuring proper financial reporting, financial controls and financial systems are in place and in line with the specified GOAL Ireland procedures as well as donor specific rules and regulations so as to ensure compliance under audit. This will include preparation of monthly management accounts, yearend accounts, facilitating annual audits, ensuring submission of annual budget and report for CSO, etc

The Finance manager will be expected to work in close collaboration with the Financial Controller, AFC, with programme and support staff both in the field and at head office. S/he will have a functional supporting and supervisory role to field office finance teams.

The Finance and Grants Manager will also have a key role to collaborate with the ACDP, Programs Coordinator and the PQD coordinator to ensure effective management of grants as well as building the capacity of the national NGO partners.

KEY AREAS OF ACCOUNTABILITY/DUTIES (detailed list of tasks and outputs categorized by “daily” “weekly” “monthly” or any other category which fits the role)**

· Ensure timely submission of donor reports, government reports and other reports to GOAL Dublin or the relevant authorities.

· Work with the Financial Controller in Ad hoc preparation of budgets for proposals to be sent to donors, in accordance with donor guidelines and deadlines, ensure that all such budgets are submitted to GOAL Dublin’s operational accountant for review five working days before the budget is due for submission to the donor.

· Work with the Financial Controller in preparation and finalization of annual and quarterly rolling budgets for submission to GOAL Dublin.

· Monitor and control current expenditure, liaising with programme staff when necessary, to ensure that expenditure stays within available funding and agreed budgets using budget-monitoring tools and highlight, as appropriate, under/overspends and agree actions required with respective senior management.

· Work with the Financial Controller for proper budget monitoring, ensure that actual expenditure against budgets are allocated in a fair and allocable manner across all grants for both head office and field costs with separate identifiable coding.

· Maintain and improve appropriate systems of internal control, particularly with respect to field office sites,

· Ensure that GOAL Dublin’s and GOAL Sudan’s financial procedures and policies are adhered to at all times. Ensure donor guidelines are followed at all times.

· Participate on timely and accurate submission of monthly reports to GOAL Dublin consisting of the management accounts, Donor Status Report and other reports as required in line with the deadlines set out in GOAL’s finance manual.

· To work at all times in a manner that promotes teamwork within GOAL and assist in the achievement of GOAL’s programme aims.

· Work with the Financial Controller to Plan future financial staffing needs based on changes in the overall level of GOAL Sudan’s planned activities

· Work with the Financial Controller to build the capacity of GOAL’s national finance staff.

· Other tasks and responsibilities as directed by the immediate supervisor, GOAL Sudan’s senior management and as required by GOAL Dublin senior staff from time to time.

· Visit field offices and build the capacity of programs and operations staff on financial procedures and policies.

· Work with ACDP and PQD and organize monthly grants review meetings.

· Work with Partnership team, ACDP, ACDS and PQD to build the capacity of national NGO partners.

Understanding of other tasks as required

· Ensuring timely and accurate submission of monthly reports to GOAL Dublin consisting of the management accounts.

· Work on preparation of year-end financial statements, arrange and ensure timely completion of year-end audit. Liaise with auditors with respect to donor and GOAL Dublin audit requirements and facilitate audit work. **

· In coordination with the Logistics department ensuring that there are regular reviews of procurement paperwork and stock controls and ensure that they are in accordance with GOAL’s Logistics and finance manuals. Monitor physical control of assets. Liaise with the Logistics Coordinator to ensure relevant financial information is maintained in the fixed asset register.

REQUIREMENTS **

Qualification (Education, Experience, key qualities, skill and competence)

· BA in Accounting or related field with a minimum of 4-6 years of related work experience of which at least 2 years at management level preferably with an international NGO managing multi-million-dollar budget programmes funded by USAID/OFDA, DFID. UNDP, Irish Aid, etc.

· Proficiency in verbal and written English; operational planning, budget planning and management; Proficiency in standard office software packages; Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, transparent and participatory management; Demonstrated technical and managerial ability, sound judgment, ability to interact and work effectively with others at all levels; excellent communicator, facilitator and trainer; flexible and capable of working with an international country team.
