TERMS OF REFERENCE (TOR)

Development of ChildFund Kenya FY 21-23 Country Advocacy Plan

1.0 Background

ChildFund is an international child-centred development organization. We are a member of the ChildFund Alliance; a global network of 12 organizations that assists more than 15 million children in 58 countries around the world. The Kenya Programme works through 12 local partners (LP’s) and a program directly managed by the Country Office. The thematic areas that we focus on are Child Protection, Household Economic Strengthening, Early Childhood Development, Education, WASH (Water, Sanitation and Hygiene), Emergency Response, Health and Nutrition. ChildFund’s three-fold mission is to HELP deprived, excluded and vulnerable children improve their lives and become adults who bring positive changes to their communities: to PROMOTE societies that value, protect and advance the worth and rights of children: and to ENRICH supporters’ lives through their support of our cause.

ChildFund’s work to address the underlying conditions that prevent children from realizing their rights takes many forms. It ranges from working directly with children, families and communities to shift social norms and practices, to seeking to influence decision-makers to develop, implement and enforce policies (e.g., laws, regulations, etc.) that are in the best interests of children. All these approaches are is in line with ChildFund’s mission of “valuing, protecting, and advancing the worth and rights of children. In this, advocacy is an integral part of ChildFund’s Strong Core Program, and plays an instrumental role in enabling sustainable social change and the realization of child development and protection goals. Advocacy also contributes to making our programming more effective by ensuring that laws and policies support the changes we seek, which brings about sustainable impact for children, their families, and the community.

2.0 Scope of Work

Working closely with the Child Protection and Advocacy Manager, the consultant will make keen reference to ChildFund Kenya’s Country Strategic Plan (CSP) advocacy priorities, contextual advocacy concerns arising from COVID, and ongoing ChildFund Kenya advocacy work with the Joining Forces Kenya Alliance at both county and national levels. The consultant is also expected to interrogate and make reference to all relevant SDG goals, targets and indicators. The End Violence Against Children (EVAC) global partnership efforts among other workable approaches will provide critical inputs in the formulation and articulation of the strategic advocacy plan for the Kenya country office. Among other critical issues, the consultant should cover the following:

• Definition of the Advocacy goal (S) – Clearly bringing out the advocacy issue (related to child protection)

• Context analysis

• Risk assessment

• Policy analysis conducted on the advocacy goal

• Stakeholder analysis (Decision makers and influencers)

• Partner analysis coalitions, alliances, networks, peer organizations, and Local Partners)

• Influencing tactics and messaging

• Implementation, monitoring and Evaluation

• Resourcing of the advocacy efforts (Human and financial)

3.0 Deliverables

a) An inception report outlining how the assignment will be undertaken complete with a detailed work plan.

b) Report on the process including stakeholder consultations and other workshops

c) ChildFund Kenya country office 3-year advocacy plan

4.0 Time Span

a) This assignment is expected to be carried out for a period of 30 working days.

5.0 Qualifications

a) At least a master’s degree in a relevant field of specialization such as Strategic Planning, Public Policy Analysis, Child Rights/Humanitarian Law or Development Studies.

b) Practical evidence of undertaking a similar assignment in child rights/humanitarian development international NGO.

c) At least ten years of professional experience in strategic planning and management, child protection/child rights and advocacy

d) Demonstrated experience in working with government partners, other stakeholders in public and private sector development, civil society, and NGOs.

e) Skills in facilitation of stakeholder engagements/workshops

f) Experience in research, policy development, management, and programming-related work.

g) High level written and oral communications skills in English and Kiswahili

h) Must be result-oriented, a team player, exhibiting high levels of enthusiasm, tact, diplomacy, and integrity

6.0 Institutional Arrangements

a) The Consultant will work closely with the Child Protection and Advocacy Manager with consultation with the M&E Manager and under the overall guidance of the Programs and sponsorship Director.

b) ChildFund Kenya will provide relevant background documents necessary for the assignment.

c) ChildFund Kenya shall be responsible for the coordination of meetings, mobilization of informants and other activities under the Consultancy.

7.0 Application Requirements

To apply the consultant(s) should submit an Expression of Interest of not more than 15 pages. This should contain:

  • The consultant’s understanding of the TOR,
  • How the consultant(s) will undertake the development of the Country office advocacy plan,
  • How the consultant(s) meet the requirements of the task,
  • Proposed technical work plan and financial proposal quoted in Kenya Shillings for the whole assignment
  • CV of the lead consultant and any other personnel to be involved in the assignment.
  • Provide at least 3 references of similar assignments s/he have successfully undertaken in the last 3 years.

8.0 Payment process

Payment upon submission and acceptance of the Inception Report to ChildFund Kenya**

Payment upon submission of first draft of the Advocacy plan to ChildFund Kenya**

30%

Payment upon submission and acceptance of Final Advocacy Plan by ChildFund Kenya**

30%

NB:

· The Consultant's compensation shall be paid NET, within 30 days from receipt of a proper invoice unless otherwise specified.

· Payment will be made by EFT.

· The payment shall be subjected to 5% withholding tax as required by the Law at the time of payment.

· The full costs include payment of enumerators (meals and professional fees) in the two informal settlements for the period of training and field data collection. **
