BACKGROUND

The International Development Law Organization (IDLO) is soliciting an Consultant for its project in the West Bank and Gaza on strengthening the rule of law and supporting judicial capacity building. The Consultant will report to the Program Lead MENA at IDLO HQ in Rome. 

The Consultant (Adviser for West Bank and Gaza Project) will be responsible for coordinating delegated IDLO activities relating to project development, implementation and stakeholder engagement. The Adviser will work closely with the IDLO Country Office Jordan and IDLO HQ in Rome.

Under the guidance of IDLO HQ, the Consultant is expected to carry out the following tasks:

1    Coordinate project implementation, including work and budget planning, monitoring, and reporting.

2    Engage with local and international stakeholders in the West Bank and Gaza.

3    Contribute to IDLO program development in the West Bank and Gaza.

Key expected results

1.       Coordinate project implementation, including work planning, budget management, monitoring, and reporting:

  •  Develop implementation plans by means of standardized program cycle management tools, logic models and frameworks and work plans;
  •  Monitor project implementation, including revisions to project design and work plans and making recommendations for timely and optimal course corrections;
  •  Draft, collate and provide input for the finalization of internal and external reports, in collaboration with IDLO HQ and IDLO Country Office Jordan;
  •  Support the timely identification and screening of program consultants/contractors and processing of contracts;
  •  Organise workshops, conferences, meetings and other events related to the program implementation;
  •  Provide technical input to IDLO events and other related activities and develop related briefing notes;
  •  Monitor legal, political, social, and economic events, trends, and/or developments relating to the project and draft updates.

2.      Engage with local and international stakeholders:

  •  Engage with the Palestinian institutional counterparts and civil society to support the implementation of projects and build trustful relations;
  •  Engage and coordinate with international stakeholders and donors supporting justice sector reform in the West Bank and Gaza.

 3.      Contribute to IDLO program development:

  • Generate ideas and develop concept notes/proposals for projects or program activities that are aligned to regional and/or country program priorities;
  • Identify entry-points for donor support to IDLO activities in the West Bank and Gaza and engage with donor representatives.

IDEAL CANDIDATE PROFILE

Education and work experience

  • A university degree in law, international development, public policy and international relations or other relevant social sciences.
  • Minimum 5 years of relevant professional experience, ideally with an international organization.
  • Professional experience in justice or security sector reform, capacity development and rule of law, access to justice and human rights programming.
  • Experience in working with international organizations.

Languages

  • Fluent oral and writing skills in English and Arabic are required. 

Specific knowledge, skills and competencies

  • Familiarity with standard program and data management methodologies, tools, and processes, as well as results-based management and monitoring and evaluation principles.
  • Strong communication and interpersonal skills, and ability to work in a multi-cultural environment.
  • Highly organized with a problem-solving approach.
  • Ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit.
  • Good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of other ICT and internet software.
  • Keen sense of ethics, integrity, and commitment to IDLO’s mandate.

TERMS AND CONDITIONS

For this locally recruited consultancy, IDLO shall offer the selected candidate a Single Engagement Contract. The incumbent will be based in Ramallah, West Bank. The assignment is for around 80 (eighty) working days over period of six months.
