Background

In March 2019, the Bureau of International Narcotics and Law Enforcement Affairs (INL) granted funding to the International Development Law Organization (IDLO) to implement Phase 3 of the Enhancing the Institutional Capacity of Prosecutors of the Philippines. This initiative has the overall goal of improving the capacity of the Philippines Department of Justice (PDOJ) and the Office of the Ombudsman (OMB) prosecutors in handling criminal prosecution. It is also a continuation of IDLO’s cooperation with PDOJ and OMB, which began in 2016.

To enhance the competency of the PDOJ National Prosecution Service (NPS) and the OMB, IDLO will require the services of an internationally recruited consultant who will deliver the last course of the Training Management Cycle (TMC) series, on the topic of Monitoring & Evaluation (M&E). The first two courses including how to conduct an effective training  needs assessment (TNA) and effective design and delivery of training. It is expected participants will gain an introduction to monitoring and evaluation components, tools, and use in program management while using their own active courses as case studies for improvement. Under the supervision of the Country Manager in the Philippines, the consultant is expected to coordinate with the Field Program Coordinators for the two partner institutions PDOJ and OMB. The main objective of the consultancy is to deliver an effective, targeted M&E course for each partner which will provide the participants (TOT graduates) from the partner institutions with basic skills in conducting monitoring and evaluation of activities for their organization.

THE ASSIGNMENT

Methodology 

Pre-Planning and Development of the Training Plan

 1.    The consultant will work closely with the Field Program Coordinators/Field Program Associate for PDOJ and OMB to identify the gaps in skills, knowledge, and competencies on M&E that may be supplemented by training.  A training needs assessment (TNA) prior to the development of the training courses content is required. This will determine the level of the course delivered, but most likely it will be an introductory to mid-level course. Expectations about the course will also be discussed.

2.    The consultant shall focus on the following subject matters; however, the results of the TNA shall also be considered.

3.    The consultant will submit a detailed training plan for an online Blended Learning course per institution (with synchronous and asynchronous components) including the presentations and exercises to be used. The training plan shall consist of the following:

  • Course Description (Briefer)
  • Course Objectives
  • Module Objectives
  • Module Content (with attached presentations)
  • Program of Activities (indicating the timing of the delivery of each modules)
  • Learning Activities (with instructions)
  • Pre- and Post-Knowledge Tests (with answer key and short explanation for the correct answer, if applicable)

The consultant shall follow the IDLO branding standards in drafting the presentations and the IDLO’s training quality standards for the drafting of the training plan.

4.    The consultant will need to take and complete the IDLO’s online course on Training of Trainers. The adult learning methodology from the course will be considered in the development of the training plan, as well as, in the training delivery.

5.    The consultant shall coordinate with the Field Program Coordinators/Field Program Associate for the finalization of the training plan including the content of the presentations and learning exercises to be used prior to the training delivery. Where possible, practical examples from the ASEAN region and/or judicial training institutes for judges/prosecutors should be utilized.

Training Delivery

1.    The consultant will deliver two separate sessions for the M&E course: one for PDOJ, and another one for OMB. Each course will be delivered in a blended learning format/duration that reflects the results of the TNA(s).In any event, the training will also include a final, practical session on setting an action plan for partner use of newly informed MEL skills. Travel to the Philippines is not required (due to restrict posed in light of COVID 19 impact).

2.    The consultant shall ensure the application of the adult learning methodology or experiential learning cycle during the training delivery.

Post-Training Delivery

1.       The consultant will prepare a final report including the finalized training plan, presentations, and references. 

2.       The consultant will incorporate in the final report the feedback from the action planning workshop and provide recommendations, if needed.

IDEAL CANDIDATE PROFILE 

Education and Work Experience 

  • A degree in international development, statistics, social sciences or relevant discipline
  • At least five (5) years of relevant professional experience with:

 

    • Program design, including logical frameworks and performance indicators
    • M&E methods and approaches (including quantitative, qualitative and participatory);
    • Planning and implementation of M&E systems;
    • Training in M&E development and implementation;
    • Facilitating learning-oriented analysis sessions with M&E data with multiple stakeholders
    • Information analysis and report writing
  •  Previous experience developing and conducting training using adult learning methodology or participatory approach, especially experience delivering interactive online blended learning courses
  •  Experience working with the Philippines justice sector or similar institutions in the ASEAN region (preferable) 

 Languages 

  • Fluency in written and spoken English is required

Specific Technical & Behavioral Competencies 

  • Excellent written and verbal communication skills 
  • Proficiency in Microsoft Word, Excel and PowerPoint. 
  • Excellent interpersonal skills; ability to work constructively with multiple stakeholders/departments simultaneously

Terms and Conditions

The Services will be performed remotely supplemented by virtual meetings-calls with relevant offices in the Philippine Department of Justice and the Office of the Ombudsman.

The estimated start date for this assignment is November 9, 2020.
