Taking steps to address the challenges faced by children under existing laws, Myanmar passed a revised Child Rights Law on 23 July 2019 (Pyidaungsu Hluttaw Law No. 22/2019) (the Law). The Law delegated authority to the Department of Social Welfare (DSW) to develop rules to implement the Law (the Rules).  IDLOhas been supporting DSW with the drafting process for the Rules, which are expected to be enacted before the end of 2020. The Rules will provide detailed guidance to Government agencies on their legal obligations under the Law.

IDLO is now supporting the development of training materials to introduce key government stakeholders to the Law and the Rules.  

 

the assignment

Under the supervision of the Capacity Development Expert and overall guidance of the Project Coordinator, the Consultant will draft curriculum, including session plans and training materials, for six separate trainings, detailed below. Session plans must employ a variety of interactive training methodologies designed for adult learners. At present, Curricula 1-5 are anticipated to be delivered in-person, however, the training materials should be drafted in order that they can be adapted for online training if necessary.

methodology

The Consultant will be expected to work remotely and there is no requirement to travel. She or he will work under the supervision of the Capacity Development Expert and with the support of the an experienced IDLO trainer and member of the Capacity Development Team, and a member of the Rules Drafting Team. Both will provide technical support to the Consultant as required.

The Consultant(s) and IDLO will first agree a detailed drafting timetable in order to ensure that all materials are drafted in a timely manner and to allow for translation.

deliverables

The following deliverables should be submitted to IDLO:

·         The consultant will draft six (6) sets of training materials, including session plans and any handouts or related documents, on the Law and draft Rules: 

o   Curriculum 1: Introduction to the Child Rights Law 2019

o   Curriculum 2: Myanmar Justice System and the Child Rights Law 2019

o   Curriculum 3: Child Rights Law 2019 and the Role of Police Officers

o   Curriculum 4: Child Rights Law 2019 for Law Officers  

o   Curriculum 5: Child Rights Law 2019 for Legal Service Providers   

o   Curriculum 6: Child Rights Law 2019 Training of Trainers (Online)

·         The Consultant will support IDLO trainers to deliver Curriculum 6 including:

o   Familiarizing IDLO trainers with the curriculum

o   Testing the curriculum in advance with IDLO staff

o   Providing technical support during the TOT with DSW trainer

duration timeline

The total duration of the assignment is expected to be from the 9 November 2020 to 31 January 2021. During this time, the Consultant is expected to be responsive and available to communicate with IDLO and project partners as requested by IDLO.

Ideal Candidate Profile

Education

·         Postgraduate university degree in law or other relevant field.

Work experience

·         Minimum three (3) years’ experience with drafting interactive legal training curriculum for legal professionals. 

·         Experience in child rights law and knowledgeable about international best practices in child rights legislation.

·         Familiarity with the Myanmar context, including the legal system and government structures.

·         Experience integrating gender perspectives into training curriculum.

·         Excellent analytical and communication skills.

Languages

·         Fluent in English speaking and drafting formal documents.

·         Burmese speakers are strongly encouraged to apply.
