The United Nations Office for Project Services (UNOPS) helps the United Nations (UN) and its partners provide peace and security, humanitarian, and development solutions. UNOPS services cover infrastructure, project management, procurement, financial management and human resources.

In response to the request of the Government of Ukraine, UNOPS opened an office in Ukraine in 2017, which provides a broad spectrum of services to the Government and the people of Ukraine. Currently, the office is classified as an Operations Centre, with a portfolio of projects exceeding USD 100 million, in the areas of rule of law, environment, energy efficiency, crisis recovery, good governance, human resources management, procurement, and logistics.

The European Union funded Project ‘Support for Rule of Law Reforms in the Areas of Police, Public Prosecution and Good Governance’ (hereinafter - Project) has the overall objective of supporting the strengthening of the policing, prosecution and civilian governance in Ukraine and to align them with the best European and International practices. On substance matters, the project relies on the EU Advisory Mission (EUAM) to Ukraine.

The Project partners with a number of national institutions in Ukraine, including the State Bureau of Investigation (SBI). The SBI has the mandate to carry out independent investigation of crimes by civil service officials, judges, law enforcement officials, and those officials working in the special anti-corruption institutions of the Ukrainian Government. Since its set up in 2016 the SBI has made progress towards establishing itself as a functional law enforcement institution with the ability to carry out investigative operations. In order for the SBI to reach its potential there are certain key steps that must be achieved. There is a need for more clarity in the legal framework on governance; strategic planning capacity should be enhanced; recruitment and training of personnel needs significant activity and IT and communications capacities must be greatly developed. Considering the above, the Project will deliver support interventions to enhance the capacity of the SBI, including those related to IT infrastructure, data security, data exchange.


Purpose and Scope of Assignment

The ICT Analyst (hereinafter - Consultant) will work under overall supervision and guidance of the Programme Manager the will be imbedded into the SBI in order to provide professional service directly to the structural units of the SBI thus contributing to the development of ICT capacities of the SBI.

The scope of responsibilities will include: 1. Support improvement of management of IT systems and equipment; practical support to clients

  • Improving administration of IT networks and equipment in line with ICT and operational strategies, national rules, guidelines, and spheres of activity

  • Analysing and introducing best information security practices under the ISO 27000 standard as well as other information security standards

  • Participating in development of ICT standards and internal regulations for the SBI including unified ICT development strategy

  • Developing the information model of SBI business processes and their implementation methods with the use of information and analytical systems (IAS)

  • Contributing to development of plans related to acquisition and management of IT equipment and systems at the SBI

  • Auditing equipment and information systems required for the operative and investigative units of the SBI

  • Improving the inventory of all the computing and telecommunications equipment, data input/output devices and software used by the SBI

  • Interacting with ICT staff from the SBI’s regional units and, upon direction from the authorized SBI representative, connecting with other national agencies to exchange information and experience regarding software and tools

  • Ensuring proper functioning (installation, use and maintenance) of network hardware and expert advice in the process of procurement of new IT solutions, including identification of potential suppliers

  • Maintaining contact with relevant SBI units to determine requirements to IAS, for hardware and software

  • Implementing the model for data exchange between the SBI IAS and IASs and registries administered by other state institutions and international organisations Ukraine collaborates with in the sphere of crime prevention in line with Ukraine’s international treaties

  • Advising on effective use and controlling the system of mediating access to IAS information resources for various categories of SBI staff

  • Supporting the SBI in controlling computational device loads and proper use of devices

  • Providing fast and efficient user support, upon request

2. Providing advice and practical support for efficient IT network administration
  • Ensuring the uninterrupted functioning of the SBI’s ICT network, local computational networks and individual automated workstations in the SBI’s structural units

  • Analysing and eliminating errors and accidents occurring in the operation of software, local computational networks, individual workstations, caused by computational device failures, power supply failures, mistakes by operators (users), computer viruses and other factors which may lead to breakdowns in the operation of computational devices, software, and threaten the integrity of data in data arrays

  • Supporting Internet and network connection to provide for stable operations, a steady broadband connection and reliable links with the Internet and systems based at relevant SBI units

  • Ensuring the IT equipment is maintained properly and any equipment malfunctions are eliminated in a timely manner

  • Ensuring a stable network environment, based on daily network connection monitoring

  • Auditing the computer network and its individual elements

  • Supporting equipment and ICT systems management

  • Controlling and supporting proper backup copying for the SBI data. Ensuring maintenance measures to provide for uninterrupted operation and restoring following accidents, as well as supporting the development of relevant procedures

3. Knowledge sharing
  • Training and guidance for users on efficient and safe use of network ICT systems and services

  • Promoting the use of best practices of IT administration and means to introduce them at the SBI

  • Training and advice for information security experts and administrators


Monitoring and Project Controls

The Consultant’s performance will be assessed by the PRAVO Police’ Programme Manager in consultation with the focal point at the SBI based on monthly reports submitted by him/her for each month of engagement.

Impact of Results

The outputs delivered by the Consultant will essentially contribute to the implementation by the PRAVO Police project of the ongoing Support Package ‘SBI’. The outputs are aligned to the most urgent needs of the SBI.

As a result of this assignment, the IT Department as well as other structural units of the SBI will be enhanced and capacitated to administer IT networks and equipment in most efficient manner. The Consultant will contribute to evolution of IT systems and their management within the SBI. The Consultant will provide hand-on support on a daily basis directly to users thus transferring his/her knowledge

Eventually, the delivery of the full scope of the planned activities will contribute to increased efficiency in the functioning of the SBI and increased data security.


Education

  • High School diploma is required

  • A professional/technical diploma or university degree, desirable in information sciences, computer sciences or engineering and/or professional certification in network management, server software and information security would be an advantage and would substitute for some years of relevant experience.


Experience

  • Minimum seven (7) years of relevant experience in IT and/or telecommunications, preferably related to developing or supporting the functioning of infrastructure for organisations with several hundred active IT service users

  • Experience of managing Active Directory, Windows and Unix-like OS-based servers, network infrastructure (switches, routers, wireless equipment), hardware and software information security elements (firewalls, intrusion detection/prevention systems, anti-virus packages, etc.), voice connection/voice over IP.


Languages

  • Fluency in written and spoken Ukrainian and working level knowledge of English is required.

Contract type: Local ICA Specialist (LICA) Contract level: LICA-8, Retainer contract - up to 100 working days
