Background Information - Afghanistan

With more than 20 years of experience in the country, UNOPS Afghanistan focuses on providing maximum support to the Government and people of Afghanistan through delivery of projects and services in line with the government’s national priorities. The UNOPS Afghanistan Operations Centre (AFOC) serves as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the implementation agency. At present, UNOPS AFOC is implementing a number of projects in a range of sectors including infrastructure (roads, bridges, justice and security, health, and water supply) development, procurement services, HR services, capacity building, and humanitarian protection, amongst others, on behalf of the Government of Afghanistan, the international donor community, and other UN agencies.
The functional objective of UNOPS AFOC is to contribute to the achievement of the development outcomes sought by the Government of Afghanistan. The aim of UNOPS AFOC is to provide efficient and cost-effective implementation services on behalf of all our partners to support the reconstruction and development of the country. UNOPS AFOC’s mission is to exceed the expectations of all stakeholders in the delivery of AFOC’s services, at all times, in all places, in all circumstances, in order to improve significantly the lives of all Afghans in need.

Programme Established in 2015, Resolute Support (RS) is a NATO-led, non-combat mission with a mandate to train, advise and assist the Afghan National Defence and Security Forces (ANDSF), who assumed nationwide responsibility for Afghanistan’s security following the conclusion of the previous NATO-led International Security Assistance Force (ISAF) mission.  


The purpose of RSHQ is to help the Afghan security forces and institutions develop the capacity to protect its citizens in a sustainable manner and to manage/improve security enhancements with Kabul city.  The purpose of the UNOPS/RSHQ engagement is to support NATO for both the ANA Trust Fund and Kabul Security Force funding streams; for procurement of goods and services, contract management, maintenance of equipment(s), physical security enhancements, construction projects and construction work packages, as well as coordination and facilitation of RSHQ operations, programs and activities (non-kinetic only).


The UNOPS/RSHQ engagement is a complex and challenging programme which is set to expand significantly during 2020 and beyond.


Functional Responsibilities

Purpose and Scope of Assignment 

The Water Engineer will be engaged in the design and implementation supervision of the construction projects, pipelines and water pressure regulating reservoir, sanitation system design and implementation. The incumbent will be responsible for the following specific tasks but not limited to:


  • Support the PM/team for the planning, coordination, execution and delivery of physical infrastructure work packages of the project;

  • Support the PM/team for choosing the implementation methodology and the technical means to use or adapt to each batch of water supply facilities works;

  • Responsible for survey and design of water and sanitation systems in construction projects; preparation of drawings and BoQs, specifications and submission of design packages for reviews.

  • Responsible for the technical monitoring of all planning, design and execution of works;

  • Support the PM/team for deadlines, quality and cost management of works as well as strict  compliance with UNOPS health and safety and social and environmental requirements and plans;

  • Support the PM/team in the management and reduction of risks related to project water supply facilities works packages in a consistent and efficient manner;

  • Being the technical interface, coordinating UNOPS, partners and stakeholders as required;as well coordinating of design reviews with UNOPS design reviewers and incorporating design review comments.

  • Analyse data, and prepare project progress reports, monitoring and evaluation reports on activities related to capacity development phase, and contribute to the final project report

  • Assist in the preparation of bid documents for the procurement of goods, services and works  and provide technical input during bid evaluation process;

  • Support the PM/Deputy PM (UNOPS)  in the administration of construction works contracts, and liaise with the Government authorities and the project stakeholders during project implementation;

  • Monitor the overall physical progress of works of the contractors; take appropriate corrective measures to ensure timely delivery within budget ensuring quality of the work;

  • Preparation and recommendation of the interim and final payments for contractor;

  • Check and verify works quantities submitted by the Contractors for the claims, review requests for variation orders and make recommendations for the Project Manager actions;

  • Perform other duties as may be assigned.

Education/Experience/Language requirements

A.  Education

Master’s Degree, preferably in Water Engineering or other related discipline is required;

Bachelor’s Degree in relevant discipline in combination with 2 additional years of professional experience may be accepted in lieu of a Master’s degree.

B. Work Experience

Minimum 2 years of experience in water supply engineering, including design of town/urban water supply schemes and/or water treatment plants, is required.

Experience in conventional water treatment plants operation is desirable.

Competency and experience in the use of the software packages for the preparation of engineering drawings is required.

C.  Languages

Excellent knowledge of both written and oral English is required;
