Global Communities is seeking a Program Manager, CWS Parent Advocate Program to join the U.S. & Border Programs field office based in San Diego, California.

The Parent Partner Program aims to help families successfully complete Child Welfare Services (CWS) requirements to ensure family cohesion, and to eliminate disproportionality in the CWS system (overrepresentation of certain racial and ethnic groups within CWS). The Program Manager (PM) oversees daily operations of the Parents as Partners program and supervises the Parent Partners (advocates). The PM leads program implementation and ongoing operations and serves as the liaison between Global Communities (GC), PCI, a Global Communities Partner (PCI), core partners, and Parent Partner staff.

The Program Manager will coordinate and steering committee activities, help align the program with internal and external operations and best practices, document and communicate achievements to key stakeholders, and identify critical action items to senior leadership. The PM will report to PCI’s Senior Director, Field Operations, with dotted line responsibilities to PCI’s Deputy Director, US & Border Programs, and will work closely with PCI’s Senior Program Officer.

NOTE: Until further notice, this position will work from home with the opportunity to come to the office on a limited basis. It is expected that this position will be based at our City Heights office when the severity of the COVID-19 pandemic decreases.

Responsibilities

  • Build and maintain strong relationships with key child welfare partners, Jewish Family Services, community partners, and newly developed steering committee.
  • Manage all Parent Partner services, implementation, and programmatic issues.
  • Respond to referrals from partners and implement a family assignment process that ensures:
    • Confidentiality and mandated reporting requirements are addressed and adhered to throughout the duration of services.
    • Assigned Parent Partner is matched appropriately.
    • Parent Partner contacts the family within the designated time period and continues to provide adequate follow-up throughout the duration of services.
  • Review, guide, and monitor Parent Partner service delivery through supervision with Parent Partners to discuss concerns and ongoing issues, including organizing and facilitating team meetings.
  • Develop and implement the use of standardized documentation and reporting tools as appropriate.
  • Ensure Parent Partners are trained in the use of an evidence-based assessment tool to conduct with families upon entry into the program.
  • Ensure Parent Partners receive reflective supervision for issues that arise during service provision.
  • Ensure culturally appropriate service provision and continuously grow organization cultural awareness and responsiveness.
  • Uphold the core values of the Parent Partner Program and underlying principles of the Division for Children, Youth and Families.
  • Foster ongoing professional development opportunities for Parent Partners such as speaking engagements, committee representation, trainings, and conferences as available.
  • Attend required agency meetings and trainings, both for the project and the organization.
  • Meet regularly with the Sr. Program Officer for technical assistance and consultation about the program.
  • Arrange logistics for and attend steering committee meetings, prepare notes and program reports, and implement steering committee recommendations.
  • Provide advocacy and support services to a limited caseload of families as needed.
  • May support fathers in PCI’s Healthy Start program, organize events, network with similar programs, and promote the valued role of fathers in the family system (approximately 10-20% annually).

Knowledge, Skills and Abilities

  • Demonstrated experience functioning in a team leader capacity and/or supervisory/managerial experience.
  • Demonstrated competency in developing documentation and/or a case management system.
  • Excellent communication skills including writing, verbal, interpersonal relations, and cross-cultural communication mandatory.
  • Strong computer skills and experience with use of spreadsheets (preferred: MS Excel and Word).
  • Ability to maintain confidentiality with sensitive information.
  • Ability to independently travel throughout San Diego County.
  • Socio-cultural awareness of the populations served, along with knowledge and respect of the values and beliefs of African American and/or immigrant communities.

Qualifications

  • Master’s degree and a minimum of two years of professional experience; or Bachelor’s degree and a minimum of five years professional experience.
  • Professional experience must include working with the Child Welfare System, experience as a Parent Advocate or a similar role in providing peer-to-peer support and/or client advocacy required.
  • Knowledge of and experience working with fathers, preferably in the fields of family support or parenting education.
  • Must have U.S. work authorization.
