The ENHANCER (Enhancement of Entrepreneurship Capacities for Sustainable Socio-Economic Integration) Project is prepared to provide a comprehensive, innovative and inclusive support with a strategic approach in order to contribute to the socio-economic inclusion of the Syrians Under Temporary Protection (SuTPs) to the local host communities (HC)s. The overall objective of the Project is to contribute to the socio-economic inclusion of the Syrian SuTPs to the local host communities (LHCs) through improving employment and livelihood opportunities ICMPD isinvitingallinterestedcandidatesto applyforthe GrantManagementLeadfortheENHANCER Project.

The Grant Management Lead, is a specialised technical role and s/he is responsible for the administration of grant activities of the ENHANCER Project focusing in particular on the administration of the Job-Creation Grant Programme , Support Programmes for Institutions, Support Programmes for Small-Medium Enterprises, and Support Programmes for Cooperatives. 1S/he works under the supervision of the Senior Project Manager and in close collaboration with other members of the project team as well as with other project teams across ICMPD. In her/his area of work, s/he participates in the formulation, management and evaluation of the grant activities of the ENHANCER Project.
S/he will contribute to planning of the overall direction of the project. Collaborating with stakeholders, s/he will contribute to the development of new initiatives and formulate and drafts concepts. He/she plans and administers grants and support programs in the assigned area of work ensuring that the relevant activities are managed according to the approved project documentation, work plans and budgets, and in line with ICMPD´s rules and business processes as well as partner and donor agreements. S/he is responsible for a timely achievement of high-quality outputs within the assigned area of work. S/he will continuously assess the achieved results for quality and impact. Tasks and Responsibilities:
1. Planning and implementation of activities:
Within the technical role and assigned area of work, plan and organise activities according to project´s work plan ensuring the timely accomplishment of project outputs. Initiate and implement corrective action when required.
Coordinate implementation of activities with project stakeholders and partners ensuring that activities are carried out according to agreed work plan and other agreements. Actively guide project partners on project implementation.
Plan and coordinate work of project staff, experts, consultants and contractors ensuring that content and outputs are produced timely, according to project work plan and ICMPD´s quality standards.
Design and formulate content and scope for meetings, workshops and other activities, identify participants and resource persons.
Monitor and assess progress of project activities through missions, reviews and assessments. 2. Project administration and compliance:
Ensure that project activities within the assigned area are implemented in an efficient and cost- effective manner in line with the project work plan.
Monitor compliance with ICMPD’s policies and procedures within the area of responsibility. Ensure that administrative processes for mobilisation and management of consultants and for procurement are carried out promptly and in accordance with ICMPD rules and established business processes, and in compliance with donor rules as applicable.
Regularly monitor expenditures and disbursements to ensure that budget allocations are not exceeded. Take corrective action as required.
Ensure maintenance of project documentation electronically and on physical file. 3. Substantive contributions and provision of technical expertise:
As per his/her technical expertise, the Grant Management Lead’s main area of responsibility focuses on coordinating competitive selection process of the grantees with the relevant stakeholders starting from the preparation period, monitor grant activities and support programs as well as monitoring and evaluation follow-up of required reporting and documentation as per the donor and ICMPD rules
Provides expertise and advisory inputs in the field of technical specialisation. Plan and coordinate processes for grants and support programs by:
o Selecting instruments and methodology under the guidance and authorization of the Senior Project Manager
2 o Reviewing, commenting and revising expert outputs ensuring adherence to ICMPD´s quality standards
o Disseminating findings through presentations at workshops, meetings, events and through website and academic publications, as applicable.
Formulate inputs to internal and external project reviews and reports. Review and assess project results and identify and record best practices/lessons learned. Identify project ideas. Develop, formulate and draft new project concepts, proposals, work plans and budgets.
Project activities in the assigned areaof work organised and implemented according to work plan. Project inputs administered according to ICMPD´s rules and processes and donor requirements. Project outputs related to area of work delivered in a timely and qualitative manner and in collaboration with project stakeholders and partners.
Financial expenditures on activities level controlled and maintained within the budgetary limits. Proposals for use of savings formulated.
Expertise and advisory inputs provided in the field of technical specialisation. Projectcontentdefined,formulatedandproducedaccordingtohighestanalyticalandprofessional standards.
Project achievements assessed and lessons learned generated.
Qualitative inputs to formulation of new projects formulated.
A minimum of 5 years of position-relevant work experience in the area of project grants, sub- grants, financial monitoring and evaluation,
Experience in management of stakeholder relationships.
Supervisory experience and experience in management of experts and consultants. Experience in management of project budgets.
Strong analytical, drafting and organisational skills.
Solid communications skills.
Professional training in project cycle management is an asset.
Experience in international context.
Proficiency in (verbal/written) English and Turkish
Master´s degree related to the area of work.
ICMPD offers an attractive compensation package. This position is classified at LP3 Grade, with an annual net-base salary starting at EUR 31,452. Additional benefits include participation in the ICMPD Provident Fund, Health and Accident Insurance, six weeks’ annual leave and, where applicable, dependent’s and mobility allowances.
