Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services).

The Division of Technical and Scientific Services (SGTS) is responsible for measurement systems applied in safeguards verification activities, containment and surveillance techniques and all verification logistics.

The Verification Logistics Section consists of the Safeguards Asset Management Team and the Equipment Handling and Storage Team. The Section provides the Department with support and services in connection with safeguards equipment. These services include asset management, receipt, shipment, warehousing, safety (including radiation protection and contamination monitoring), procurement and provision of equipment and supplies. Through the Equipment Service Desk, the Section acts as an interface between the Division and the other Divisions in the Department. The Section is also responsible for the acquisition and analysis of equipment performance data, and equipment usage statistics, and for providing relevant reports.


Main Purpose

Reporting to the Director, the Section Head plans, guides, coordinates and supervises, in line with the strategic directions of the Division, the work necessary to timely and reliably provide equipment and related services to the Safeguards inspectors performing their field missions.


Role

The Section Head is\: (i) a leader and manager ensuring that the appropriate human, financial, equipment and time resources are made available for timely service delivery; and (ii) a planner, motivator and implementer of the Section's programme of activities; and an advocate continuously improving business processes and quality of the services.


Functions / Key Results Expected

  • Plans the programmatic work of the Section, including the establishment of concrete objectives, milestones and performance indicators.
  • Organizes and directs the activities of the Section, including preparation of the annual work plan, preparation of budget and financial plans, conducting and reviewing performance evaluations.
  • Builds and maintains excellent services to the customers based on the structured and measurable service delivery approach.
  • Supervises the development and implementation of all business processes by ensuring they are defined, kept up to date, measured and continuously improved.
  • Leads the Section in a manner that promotes motivation and collaboration (internal and external), maintains a balanced workload distribution and ensures unbiased staff assessment.
  • Supervises and advises the implementation of Health and Safety measures, including Radiation Protection, ensuring they are in place and followed.
  • Oversees the Department's fixed assets management system ensuring it is in compliance with the Agency's rules and regulations, and applicable policies; and provides recommendations on how to strengthening the system. Assures the correctness and completeness of the fixed assets data in Agency-wide information systems and oversees that data quality meets the Department's administrative and procedural requirements.
  • Implements the operational activities of the Section through training and recruitment, to ensure the Section maintains an appropriate balance of skills and resources to fulfil its functions.

Qualifications, Experience and Language skills

Master's Degree - Advanced university degree in Business Administration, Engineering, Logistics or Applied Sciences.

A minimum of 10 years of accumulated experience demonstrating the required expertise. This can be overlapping, and should include\: 5 years in strategic planning, operational planning, budgeting, and allocation of resources; 5 years in logistical services involving various safeguards (or similar) instrumentation; and 2 years leading a team responsible for a service delivery.
Demonstrated experience in procurement, asset management, property management, quality control and assurance, project management and health and radiation safety.
Demonstrated experience in organizing and improving business processes and in defining and measuring performance indicators in a service oriented organization.
Working knowledge and/or experience in both the nuclear field and safeguards activities is highly desirable.
Experience in an international environment is an asset.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $88162 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 44257, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
